Russian Rouble to INR: Today's Rate and What It Means for MBBS Fees
Russia's currency is the rouble, written RUB or ₽. On the Central Bank of Russia's official rate, one rouble is about ₹1.13 today. This page gives the rate with its date, a conversion table for the fee amounts Russian medical universities charge, the history of the rate since 2021, and the reasons your bank will quote a different figure.
In short: Russia's currency is the Russian rouble (RUB). On 15 October 2026 the Central Bank of Russia's official rate was ₹1.132 for one rouble (88.3386 roubles per 100 rupees), so a fee of 3,00,000 roubles equals about ₹3,39,600. The rate moves every day. Between January 2025 and May 2026 it ranged from about ₹0.84 to ₹1.36, which changes a 3 lakh rouble fee by roughly ₹1.6 lakh. The rate your bank gives you will be less favourable than the official one, because of its margin, charges and tax.
Russia's currency and today's rate
The currency of Russia is the Russian rouble. Its code is RUB and its symbol is ₽. One rouble has 100 kopecks, but fees at universities are quoted in whole roubles. Some Russian universities quote fees in US dollars instead; the table of fees in rupees on our fees page says which.
The official rate used here is the one the Central Bank of Russia publishes every working day on cbr.ru. On 15 October 2026 it gave these values:
| Pair | Official rate |
|---|---|
| 1 Russian rouble in rupees | ₹1.132 |
| 100 rupees in roubles | 88.3386 RUB |
| 1 US dollar in roubles | 83.9497 RUB |
| 1 US dollar in rupees (cross rate from the same list) | ₹95.03 |
Two things to remember. The official rate is a reference rate fixed once a day, not a rate at which you can buy roubles. The Central Bank of Russia publishes the rupee directly against the rouble, so no dollar cross rate is needed for the figure at the top of this page.
Rouble to INR conversion table for typical MBBS fees
First-year tuition at the Russian state universities whose price lists we have confirmed runs from ₹2.4 lakh to ₹14.1 lakh a year (median ₹4.4 lakh). The range is wide, so here is a table that covers the amounts you are likely to see on a university's price list.
| Roubles (RUB) | Indian rupees at ₹1.132 | In lakh |
|---|---|---|
| 1,00,000 | ₹1,13,200 | 1.13 |
| 1,50,000 | ₹1,69,800 | 1.70 |
| 2,00,000 | ₹2,26,400 | 2.26 |
| 2,50,000 | ₹2,83,000 | 2.83 |
| 3,00,000 | ₹3,39,600 | 3.40 |
| 3,50,000 | ₹3,96,200 | 3.96 |
| 4,00,000 | ₹4,52,800 | 4.53 |
| 4,50,000 | ₹5,09,400 | 5.09 |
| 5,00,000 | ₹5,66,000 | 5.66 |
| 5,50,000 | ₹6,22,600 | 6.23 |
| 6,00,000 | ₹6,79,200 | 6.79 |
To convert any other amount, multiply the roubles by the current rate. For example, 2,85,000 roubles at ₹1.132 is ₹3,22,620. For a fee in dollars, multiply by ₹95.03 and note that banks add their own margin on that rate too.
How much the rate has moved: history with sources
The rouble-rupee rate is not stable. The table below uses the Central Bank of Russia's daily series for the rupee (the same official source as above), picking the first working day of the year and the extremes. It shows why fees quoted in roubles can cost a Kerala family very different amounts in different months.
| Date | ₹ per 1 rouble | What it was |
|---|---|---|
| 1 Jan 2021 | 0.989 | Start of the series we checked |
| 11 Mar 2022 | 0.634 | Lowest since 2021, after the sanctions began |
| 30 Jun 2022 | 1.529 | Highest since 2021 |
| 15 Aug 2023 | 0.819 | Low of 2023 |
| 29 Nov 2024 | 0.771 | Low of 2024, and the lowest in 2023–2026 |
| 15 Jan 2025 | 0.837 | Low of 2025 |
| 6 Dec 2025 | 1.182 | High of 2025 |
| 21 May 2026 | 1.365 | High of 2026 so far |
| 4 Sep 2026 | 1.087 | Low of 2026 so far |
| 15 Oct 2026 | 1.132 | Today |
Here is what this does to a real fee. A university that charges 3,00,000 roubles a year cost ₹2,51,100 at the January 2025 low of 0.837, ₹3,39,600 today, and ₹4,09,500 at the May 2026 high of 1.365. That is a swing of about ₹1.6 lakh on one year's tuition within 16 months, with the fee in roubles unchanged.
We do not forecast the rate. A rouble that has become stronger against the rupee makes every Russian fee dearer for you, even if the university has not raised its price. Over six years the effect is larger than a university's choice of hostel or the cost of a flight. This is why the Kerala versus Russia comparison and the loan budgets recommend a reserve of 10–20% on top of the figure at today's rate.

Why a bank's rate is different from the official rate
The rate of ₹1.132 is what you see on cbr.ru. The rupees you actually pay are more, for four reasons.
- The bank's margin. A bank or a licensed forex dealer sells you roubles at a rate above the official rate and keeps the difference. Sberbank India states on its tuition remittance page that the rate is set by the authorised partner that handles your payment, may differ from the indicative rate on its site and can change on the day of transfer.
- Charges. There are service or remittance charges, and GST on them, set by the bank or partner. The same page says partners charge their own service fees plus GST.
- TCS. Tax collected at source applies to education remittances above ₹10 lakh a year under the Liberalised Remittance Scheme. For tuition paid from savings the rate from 1 April 2026 is 2% on the part above ₹10 lakh; remittances out of an education loan from a financial institution carry no TCS. The details and a worked example are on our page on how to pay MBBS fees in Russia from India.
- Timing. The rate fixed at the time of your transfer is the one that counts, not the rate on the day the university issued its invoice. Funds are released to the university usually about two working days after documents are cleared, according to Sberbank India, and that can be after a rate move.
| Example: fee of 3,00,000 roubles | Amount in rupees |
|---|---|
| At the official rate of ₹1.132 | ₹3,39,600 |
| If the bank's rate is 2% above the official rate (illustration only) | ₹3,46,392 |
| Plus the bank's own charges and GST | as quoted by the bank |
What to do with the rate when you plan the course
- Ask which currency the fee is in. Some state universities fix the fee in roubles, a few in dollars. A rouble fee changes with the rouble-rupee rate; a dollar fee changes with the dollar-rupee rate.
- Budget at a rate worse than today's. If you plan with ₹1.132, check that the plan still works at ₹1.30.
- Ask for the amount in roubles on the invoice. Do not accept a rupee figure from an agent. Convert it yourself with the table above.
- Compare quotes on the day you pay. The difference between two dealers on a lakh-rouble transfer can be a few thousand rupees.
- Keep the receipt. It shows the rate and the charges, which you will need for the loan bank and for tax records.
Living costs are paid in roubles too, so the rate also decides how far the monthly money you send goes. The costs of food, hostel, insurance and winter clothing are on the cost of living in Russia page, and the full-course totals for each university on the universities page. If you plan to borrow, see how banks treat the fee in the education loan guide.

Where to check the rate
- Central Bank of Russia (cbr.ru): the official rate of the rouble against the rupee and other currencies, set for each working day. This site shows the same rate, with its date, at the top of this page.
- Reserve Bank of India (rbi.org.in): publishes reference rates for the dollar and a few other major currencies. We did not find a rouble reference rate there, so your dealer quotes its own.
- Your bank or forex dealer: the only rate that counts for a transfer is the quote you accept on the day. Get it in writing.
Rouble to INR: Frequently Asked Questions
What is the currency of Russia?
The currency of Russia is the Russian rouble, code RUB and symbol ₽. One rouble is divided into 100 kopecks. Fees at Russian universities are quoted in roubles or, at a few universities, in US dollars.
What is the rouble to INR rate today?
On 15 October 2026 the Central Bank of Russia's official rate was ₹1.132 for one rouble, or 88.3386 roubles for 100 rupees. The rate changes daily, and a bank's own rate will be less favourable to you.
How much is 1 lakh roubles in Indian rupees?
At ₹1.132 per rouble, 1,00,000 roubles is ₹1,13,200. Three lakh roubles is ₹3,39,600 and six lakh roubles is ₹6,79,200 at the same rate.
Why is my bank's rouble rate different from the official rate?
The official rate is a reference rate. Banks and forex dealers add a margin, and then charge a service fee, GST and, above ₹10 lakh a year of education remittances, TCS. Sberbank India says the rate on its tuition remittance service is set by the partner dealer on the day of the transfer.
Has the rouble become stronger or weaker against the rupee?
It has moved in both directions. The Central Bank of Russia rate was ₹0.63 per rouble in March 2022, ₹1.53 in June 2022, ₹0.77 in November 2024 and ₹1.37 in May 2026. A stronger rouble makes a fee in roubles dearer in rupees.
Should I pay the university fee when the rate is low?
You cannot predict the rate, and the university's deadlines may not wait. Pay on time, ask whether the university accepts the fee in parts, and keep a reserve of 10–20% in your budget so a bad month does not stop the payment.
