Vidya Lakshmi Portal for MBBS in Russia: Registration, CELAF and What the Scheme Covers

The Vidya Lakshmi portal is the government website where you fill one education loan form and send it to up to three banks. It works for study abroad too, but the scheme's collateral-free loan and interest subsidy are for Indian institutions only. This guide shows the official site, each step of the form, and what that means for MBBS in Russia.

In short: the Vidya Lakshmi portal is now at pmvidyalaxmi.co.in. You register, fill one Common Education Loan Application Form (CELAF) and send it to up to three banks; the bank, not the portal, decides and pays. The form has an "Abroad Studies" option, so you can apply for MBBS in Russia. But the PM-Vidyalaxmi scheme itself, with its loans without collateral and its 3% interest subvention, does not cover foreign institutions, so a Russian MBBS loan follows the bank's own education loan terms.

What the Vidya Lakshmi portal is

People search for "vidya lakshmi portal", "vidyalakshmi" or "vidhya laxmi portal", and all of them mean the same government education loan website. It is a single place where a student creates an account, applies to banks, tracks the application, claims interest subvention if eligible and raises a complaint if a bank does not respond. The Ministry of Education describes it as a unified portal on which students apply for education loans of all kinds, including the loans under PM-Vidyalaxmi.

The official address in the Ministry of Education's July 2026 information note and in the portal's own student manual is pmvidyalaxmi.co.in. The older name, vidyalakshmi.co.in, is the one most people still type. We could not open that older address from our office network to see whether it redirects, so type pmvidyalaxmi.co.in yourself and check the address bar before you enter any detail. Do not pay anyone to "activate" or "register" you.

The portal's student services, as its manual lists them, are: filling the education loan application form, choosing up to three banks, tracking the status, applying for interest subvention after the loan is sanctioned and paid, and raising grievances. Alerts come by SMS, email and WhatsApp. For help, the manual gives [email protected]. The loan itself is sanctioned and disbursed by the bank you choose, outside the portal.

Portal and scheme are two different things

This is the point where most Kerala families get confused, and where some agents mislead them. The portal is the website. PM-Vidyalaxmi is one scheme that runs through it. A student applying for a loan abroad can use the website, but cannot use the scheme.

Does it cover MBBS in Russia?

The portal accepts a loan application for MBBS in Russia, provided the student qualifies for admission under the admission rules and the NMC conditions on the NMC rules page. The personal-details page asks which course type you are taking, and one option is "Abroad Studies", for a bachelor's or master's degree outside India. On the course page you select the foreign institute by name and country. The manual does not say that a bank will accept every foreign university, so the bank's decision is the real test.

The scheme benefits are a different matter. The Ministry's note says the scheme covers students admitted on merit to designated "Quality Higher Educational Institutions" in India. These are the top 100 institutions in the NIRF rankings, the top 200 state-government institutions and all other central-government institutions, 1,425 in total as of July 2026. It states that Indian campuses of foreign institutions, foreign campuses of Indian institutions and foreign institutions are not covered. Management-quota and NRI-quota admissions do not get the benefit either.

So for a Russian university you should expect:

  • no collateral-free loan under PM-Vidyalaxmi: because six years in Russia cost more than ₹7.5 lakh, banks will ask for property, as explained on the education loan page;
  • no 3% interest subvention from PM-Vidyalaxmi;
  • an interest rate set by the bank's own education loan scheme, usually floating;
  • the portal's convenience: one form, up to three banks, one dashboard to follow the answers.

A bank is free to say no to a Russian university. If a branch tells you it does not finance MBBS in Russia, ask for that in writing and try another bank on the same application. The portal lets you choose three.

PM-Vidyalaxmi terms, for families who also have an Indian option

Some families keep both options open until the Kerala allotment is over (see the KEAM allotment guide and the Kerala versus Russia fee comparison), so the scheme terms matter. All figures below are from the Ministry's July 2026 note.

ItemTerm
Who can applyA student admitted on merit to a designated institution in India, in any degree or diploma course
Collateral and guarantorNone required under the scheme
Loan amountNo upper cut-off; depends on the fee and costs such as hostel, mess, a laptop and reasonable living expenses
Government risk cover75% of loans up to ₹7.5 lakh
Interest rateCapped at the bank's external benchmark lending rate plus 0.5%. Banks may give up to 1% extra concession if interest is paid during study
Interest subvention3% during the moratorium (the course plus one year) for family income up to ₹8 lakh, on loans up to ₹10 lakh. Up to one lakh new students a year
Full subventionUnder the older central scheme (CSIS) for family income up to ₹4.5 lakh in technical and professional courses at approved Indian institutions
RepaymentUp to 15 years after the moratorium
Other benefitsA student who already gets another scholarship, subvention or fee reimbursement cannot claim the subvention. Interest paid also qualifies for the Section 80E income tax deduction
Source: PIB / Ministry of Education, "PM Vidyalaxmi Scheme" (29 July 2026). Budget outlay ₹3,600 crore for 2024-25 to 2030-31. In 2025-26 the portal received 110,667 PM-Vidyalaxmi loan applications, of which 70,852 were sanctioned.

Whether a particular Indian college is on the list is shown in the list of designated institutions that the portal links to; check the college, not a coaching centre's claim. For an Indian MBBS seat the NRI and management seats are out of the scheme in any case.

Step by step: registration and the Common Education Loan Application Form

These steps follow the portal's student manual and the step chart that Delhi University colleges gave their students. Screens change, so match them with what you see.

  1. Create an account

Open pmvidyalaxmi.co.in, choose Login, then Student Login, then Create an Account. Enter name, mobile number, email and a password, solve the captcha, accept the terms and submit. OTPs go to both the mobile and the email. You then get a Student ID by SMS, email and WhatsApp. Each student should register only once.

  2. Log in and begin

Log in with your email and password and the OTP. On the dashboard choose Apply for Education Loan. The first screen is Aadhaar authentication by OTP. The manual says Aadhaar is mandatory for any PM-Vidyalaxmi benefit. For a loan abroad you may continue without it, but then your name, birth date and address are typed by hand and must match your other papers.

  3. Page 1: personal details

Fill the student's and the co-applicant's (usually a parent's) details. PAN is compulsory, and the name and date of birth must match the PAN exactly; the portal verifies it. Give full bank details of at least one of them. Where it asks which course you are taking, choose Abroad Studies for a degree outside India, as the manual says to follow the allotment letter.

  4. Page 2: course and cost

Choose the admission quota as shown on your admission letter (merit, management or NRI). Enter the course length and start date, then select the foreign institute: the manual says this screen takes the institute name, a passport number and the country. Choose the course, then enter the cost of the whole course as given by the university, with proof. Money from your own savings or a scholarship is entered separately, and the loan required is the total minus that amount. Proposed repayment can run to a maximum of 180 monthly instalments.

  5. Security details

If the institute is not among the designated Indian institutions, or if the admission is management or NRI quota, and the loan is above ₹7.5 lakh, the portal asks for collateral: movable or immovable, and whose it is. For MBBS in Russia expect this screen.

  6. Upload documents

Upload PDF, PNG or JPEG files, each up to 200 KB. The portal accepts nothing larger, so compress scans of the fee structure first. Fields marked with a star are compulsory.

  7. Choose banks and submit

Preview the form by clicking the application ID. Select up to three banks and a branch for each, then do the final submit. Note the application ID.

  8. Track and respond

Use Track Loan Application to see the status and the bank's remarks. You can withdraw the application while it is still "Submitted"; after a bank has updated it, you must ask that branch. The bank may ask for more documents; answer on the portal and at the branch.

Documents for a Russian university admission

The portal's checklist is the same for every course. For MBBS in Russia it translates like this:

  • Student: Aadhaar, PAN (compulsory), address proof, passport-size photograph. Have the passport ready too, because the foreign-institute screen and the bank both ask for it.
  • Co-applicant (parent): Aadhaar, PAN (compulsory), income proof, address proof, photograph.
  • Academic: Class 10 and Class 12 mark sheets and the NEET-UG score card as the entrance result.
  • Admission: the university's admission letter or offer letter, and a detailed fee structure. Ask for a statement of tuition and hostel for each year of the course, not only the first year, in English. The portal asks for the whole-course cost.
  • Collateral: the property documents the bank lists, if the loan is above ₹7.5 lakh.

For later disbursements most banks ask again for the visa, proof of enrolment and each year's fee demand. Payment to a Russian university has its own difficulties, covered on the page about paying MBBS fees in Russia from India. The six-year totals for each university are on the fees page.

Banks on the portal

Under "View Bank Loan Schemes" on the student dashboard the portal shows the education loan schemes of all member banks, and the home page lists the member banks. News and bank pages give different numbers, from about 37 to 45 banks, so count them on the live portal, not from an article. The Ministry's note says scheduled banks, regional rural banks and cooperative banks take part.

For a Kerala family the practical list is the banks where you already have a salary or savings account, because they see your income and deposits. A scheme page that lists only the USA, UK or Canada does not mean the bank refuses Russia, and a scheme page that lists Russia does not mean it accepts your university. The only answer that counts is the sanction letter. Use the three slots: for example your own bank, one public sector bank and one private bank, and compare the rate, the margin money and the collateral they ask for.

Common mistakes on the form

  • Wrong quota or course. The manual warns that the quota and the course must be as in the allotment letter. A wrong entry can lead the bank to reject the application and affects subvention eligibility.
  • Name and date of birth different from the PAN. The portal verifies PAN against what you type.
  • Only the first year's fee. The form asks for the cost of the full course. A loan sanctioned on one year's fee will run out in the second.
  • Files above 200 KB. The portal allows 200 KB per file, so compress scans before you upload.
  • Applying to one bank only. The form allows three banks, and banks differ on Russia.
  • Believing the scheme applies. If someone promises a "Vidya Lakshmi loan without collateral for Russia", ask for it in writing from the bank.

Vidya Lakshmi Portal: Frequently Asked Questions

What is the official website of the Vidya Lakshmi portal?

The Ministry of Education's July 2026 note and the portal's student manual give pmvidyalaxmi.co.in. The older address vidyalakshmi.co.in is still what many people search for; we could not verify that it redirects, so type the newer address and check it in the address bar.

Can I get a Vidya Lakshmi education loan for MBBS in Russia?

You can apply for a bank education loan for MBBS in Russia through the portal, which has an "Abroad Studies" option. The PM-Vidyalaxmi scheme itself, with loans without collateral and the 3% interest subvention, does not cover foreign institutions. The bank decides whether it accepts your university.

How many banks can I apply to on the portal?

Up to three banks in one application. You fill the Common Education Loan Application Form once, upload the documents once and select the banks and branches at the end.

Is collateral needed for an MBBS in Russia loan applied for on the portal?

For a loan above ₹7.5 lakh for a foreign institute, yes, the portal asks for collateral details, and six years of MBBS in Russia cost well above that. The collateral rule you see is the bank's, not PM-Vidyalaxmi's.

What is the interest subsidy under PM-Vidyalaxmi?

The scheme gives 3% interest subvention during the course and one more year to students with family income up to ₹8 lakh, on loans up to ₹10 lakh, at designated Indian institutions. It is not available for study in Russia.

Is the Vidya Lakshmi portal safe to use?

The official portal is the government site named above. Use only that address, never share an OTP with a third party, and do not pay anyone to register you. Banks pay institutions, not agents.
