MBBS Fees in Kerala vs MBBS in Russia: A Full-Course Comparison

For a family in Kerala the real choice is rarely Russia or nothing. It is a government seat, a self-financing seat, an NRI seat, or a medical university abroad. This page puts the official Kerala fees next to official Russian price lists for the whole course, and says plainly when Russia is the better option and when it is not.

In short: a Kerala government MBBS seat costs about ₹23,000 a year in tuition and nothing abroad comes close. A self-financing seat costs about ₹8 lakh a year (one college's 2025-26 provisional fee was ₹8,10,175), and an NRI seat about ₹22.7 lakh a year. Six years at a Russian state university cost roughly ₹14–33 lakh in tuition at today's prices, so Russia is mainly an alternative to a self-financing or NRI seat, not to a government seat. Russia adds FMGE, a year's internship in India and life abroad.

MBBS fees in Kerala in 2025-26

Kerala has three kinds of MBBS seat, and their fees are set in different ways. Government college fees are fixed by the state. Self-financing college fees are fixed by the Fee Regulatory Committee, chaired by a retired High Court judge, and are often challenged in court. NRI-quota seats, 15% of seats in self-financing colleges, have a separate, much higher fee. People often call self-financing seats "management quota" seats, but in Kerala they are allotted by the Commissioner for Entrance Examinations (CEE) on the NEET rank, so there is no separate management fee to negotiate.

Seat typeTuition per yearNote
Government medical college₹23,150Tuition only; hostel and other charges differ by college
Self-financing college, general merit seat₹8,10,175Example: Kerala Medical College, Palakkad, 2025-26, provisional
Self-financing college, NRI quota₹22,74,006Same college and order, provisional
Sources: CEE Kerala notification for the 2025 allotment (self-financing fees) and the government-college tuition quoted from the CEE prospectus. Fees for self-financing colleges were not finally fixed for 2025-26 when allotments began: students paid the 2024-25 fee provisionally, with the balance or a refund to follow.

Two changes matter for anyone comparing now. In July 2026 the Kerala government ordered all medical colleges, government and self-financing, to charge tuition only for the 54 months of study, not for the internship year, following an NMC direction (G.O.(Rt) No. 2326/2026/H&FWD of 17 July 2026). The Fee Regulatory Committee is to refix self-financing fees on that basis, and part of the question is before the High Court. So the self-financing fee for the 2026 intake may differ from the figures above; check the current notice on cee.kerala.gov.in.

Kerala MBBS seats: how many there are

The NMC lists 5,404 MBBS seats in Kerala for the 2025-26 academic year, up from 4,105 in 2021-22. The 2025 state counselling matrix, as published, had 1,755 seats in 12 government medical colleges and 2,700 in 19 self-financing colleges; the NMC total also counts seats outside that matrix and seats added later in the year. The largest government colleges are Kozhikode and Thiruvananthapuram with 250 seats each, followed by Kottayam, Alappuzha and Thrissur with 175 each.

Against that, 1,21,516 candidates from Kerala sat NEET-UG 2025 and 73,328 qualified. Some Kerala students also win All India Quota seats in other states, and some seats in Kerala go to students from elsewhere, but the arithmetic is plain: for every MBBS seat in Kerala there were about 14 qualified candidates from the state. That is why so many Kerala families look abroad.

MBBS in Russia fees for the same course

Russian state medical universities publish tuition in roubles (a few in US dollars), per year. The official first-year fees we have confirmed run from ₹2.4 lakh to ₹14.1 lakh a year, with a median of ₹4.4 lakh. The top of that range is Moscow; most universities outside Moscow charge ₹3–5.5 lakh a year. Some examples, from the universities' own price lists:

On top of tuition, a student in Russia pays for the hostel (at state universities usually a small fraction of tuition), food, medical insurance, the visa, flights and winter clothing. The full list and the fees of every university we cover are on the MBBS in Russia fees page.

When Russia makes sense for a Kerala student, and when it does not

Choose a Kerala seat if you can get one

A government seat in Kerala is the best value in medical education anywhere: tuition of about ₹23,000 a year, clinical training in your own language, and no licensing exam after the course. No Russian university can match it, and we tell families so. If your NEET rank is close to the last government ranks, wait for every counselling round before you commit abroad.

Compare carefully against a self-financing seat

A self-financing seat at about ₹8 lakh a year comes to around ₹36 lakh in tuition for 4.5 years. A good Russian state university outside Moscow costs ₹14–33 lakh in tuition for six years, so the tuition saving can be ₹5–20 lakh. But the Russian route adds living costs abroad, flights, a year longer to a licence, and the FMGE risk. For many families the totals end up close. The deciding questions are the student's own: will they work hard for FMGE from the third year, and can they live far from home for six years?

Russia is clearly cheaper than an NRI seat

An NRI seat at about ₹22.7 lakh a year costs around ₹1 crore in tuition. Most Moscow universities cost less over six years (Sechenov, the most expensive, costs about the same), and universities in the Volga region and the Urals cost a quarter of that or less. Here the comparison is about the quality of the university and the FMGE results, not money.

If you did not get a seat at all

Most of the 73,328 Kerala students who qualified NEET in 2025 could not get an MBBS seat in Kerala, which has about 5,400 seats. For them the choice is between a repeat year for NEET, another course, or MBBS abroad. A repeat year is worth considering if the score was close; MBBS abroad needs only the qualifying score, but the FMGE at the end is a serious exam. Choose a university by its FMGE results, its English-medium terms and its fees, in that order.

What the Russian route adds that the fee table does not show

  • FMGE. Graduates of Russian universities passed FMGE at about 25% over 2022–2025 combined. The best universities did much better; see the ranking by FMGE results. Most students need a coaching period after graduation.
  • Internship twice. The NMC requires a 12-month internship at the Russian university and then another 12 months of supervised internship in India after FMGE. Kerala has a fixed number of internship slots for foreign graduates (1,607 for 2026-27).
  • Language. Teaching for Indian groups is in English, but patients speak Russian. Students who learn Russian early do better in the clinical years.
  • Distance and safety. There are no direct flights from Kerala, and some Russian regions near the Ukrainian border have Indian Embassy advisories. Check each university's safety section.
  • Registration in Kerala. After FMGE and the Indian internship, a graduate registers with the Travancore-Cochin Medical Council like any other doctor, and can sit NEET-PG.

The NMC rules that make a foreign degree valid in India are explained on the NMC rules page, and the steps from NEET to the Russian visa on the admission process page. If the family needs a loan, see education loans for MBBS in Russia.

MBBS Fees in Kerala vs Russia: Frequently Asked Questions

What is the MBBS fee in Kerala government medical colleges?

The tuition fee in Kerala government medical colleges is about ₹23,150 a year. Hostel and other charges are extra and differ by college. Since July 2026 tuition is charged only for the 54 months of study, not for the internship year.

What is the MBBS fee in Kerala self-financing colleges?

Fees are set college by college by the Fee Regulatory Committee. For 2025-26, Kerala Medical College, Palakkad had a provisional fee of ₹8,10,175 a year for general seats and ₹22,74,006 for NRI seats, according to the CEE Kerala notice. The 2026-27 fees may change after the committee refixes them for 54 months.

How many MBBS seats are there in Kerala?

The NMC lists 5,404 MBBS seats in Kerala for 2025-26. The 2025 state counselling matrix had 1,755 seats in 12 government medical colleges and 2,700 in 19 self-financing colleges. In the same year 73,328 candidates from Kerala qualified NEET-UG, about 14 for every seat.

Is MBBS in Russia cheaper than MBBS in Kerala?

It is more expensive than a Kerala government seat and much cheaper than an NRI seat. Against a self-financing seat, Russian tuition outside Moscow is usually lower, but living costs abroad, flights, an extra year and the FMGE exam narrow the gap. Compare the full cost for your own options.

Is a Russian MBBS degree valid in Kerala?

Yes, if the course meets the NMC rules: at least 54 months of study in English, a 12-month internship at the same university and a licence to practise in Russia. The graduate then passes FMGE, completes a 12-month internship in India and registers with the Travancore-Cochin Medical Council.
