Most of these are state medical universities, founded in the Soviet era or earlier, that teach foreign students in English groups. A few are medical faculties of large classical universities, such as Kazan Federal University or Novosibirsk State University. Private medical universities are rare in Russia.

Where they are

Tap or hover a dot: universities in the city, first-year tuition and FMGE results 2022–2025. Moscow in black.

The universities are in 47 cities. Moscow and Saint Petersburg have the oldest and most expensive ones. The Volga cities, such as Kazan, Samara, Ulyanovsk and Nizhny Novgorod, and the cities of the southern Urals, such as Ufa, Orenburg and Chelyabinsk, have large Indian student groups and mid-range fees. Siberia is the coldest and furthest from Kerala.

How to choose a university

  1. English for all six years

The NMC requires the whole course to be taught in English. Ask the university for a written statement that your group is taught in English in the clinical years too. See the NMC rules.

  2. FMGE results over several years

One good year can be luck. Look at the FMGE results since 2021 and at the number of candidates; a university whose graduates pass above the Russian average year after year is a safer choice.

  3. Total cost, not first-year fee

Compare the six-year total with the hostel and living costs of the city. The fees page has every university in rupees.

  4. City and climate

A student from Kerala will spend five winters there. The Volga and the south are milder than the Urals and Siberia, and large cities have more Indian food and more flights home.

  5. Indian and Malayali students

A large Indian group helps in the first year, with food, festivals and senior students who know the system. It can also mean less practice in Russian, which you need with patients.

Government and private, old and new

Almost every university on this list is a state institution under the Russian Ministry of Health or the Ministry of Science and Higher Education. That matters less than it sounds: what the NMC checks is the course, not the ownership. A long history does not mean better results either. Some of the oldest universities have FMGE results below the Russian average, while some younger ones do better.

How many Indian students study in Russia

About 60 Russian institutes appear in each recent NBEMS FMGE report, and in 2025 graduates of Russian universities made 11,428 FMGE attempts. That makes Russia one of the largest sources of foreign medical graduates in India. The largest groups are at universities that have taught foreign students in English for many years, often in Kazan, Ufa, Orenburg, Perm and Smolensk.
