Cheapest MBBS in Russia: Lowest Official Fees and What They Hide
The lowest first-year tuition on a Russian university's own price page in our list is about ₹2.4 lakh, at Orel State University (210,000 roubles for 2026/27; the page does not say whether it is the English group or the foreigners' price). Stavropol, Kursk and Chuvash follow at about ₹2.7–2.8 lakh. Six years of the lowest fee comes to about ₹14 lakh, and about ₹16 lakh at the next three, before living costs, flights and any rise in fees. This page shows the lowest official fees, the six-year totals, and the four things a low fee can hide: unclear English medium, a weak FMGE record, a border region and fees that rise.
In short: among universities whose own price lists we have read, the lowest first-year tuition is ₹2.4 lakh a year, the median is ₹4.4 lakh and the highest is ₹14.1 lakh. Six years of the lowest fees cost about ₹14–20 lakh in tuition if the price does not rise, so "MBBS in Russia under 10 lakhs" is not possible in our list, and "under 20 lakhs" holds for tuition alone at five universities. Add ₹14–24 lakh of living costs for six years and the all-in cost is about ₹28 lakh at the very least, usually ₹30 lakh or more. The lowest fee is not the best choice if the FMGE record is poor, English medium is unclear or the city is in a border region.

Cheapest MBBS in Russia: the lowest official fees
We rank universities only by what the university itself publishes: a price order or price list for foreign students. The cards below are the universities with the lowest first-year tuition in our list whose fee comes from the university. Fees are in roubles in the original and in rupees at the Central Bank of Russia rate of 15 October 2026 (1 rouble = ₹1.132).

Tyumen"Lowest fee in our list" is a statement about our list of more than 40 universities and the documents we could read, not about every university in Russia. Agents quote lower numbers for some other universities, but if we cannot find the figure on the university's own site we do not treat it as the university's fee. The full list, sorted by tuition, with hostel rates and the latest FMGE result, is further down this page.
Six-year totals: what the lowest fees add up to
A first-year fee is not the price of the course. Where a university's order gives one intake's price for every year, we add it up. Where it gives only the first-year price, we multiply by six and say so. The multiplication is an illustration that assumes no rise, and most universities raise fees; keep a reserve of 10–20%.
| University | First year | Six years, tuition | Basis |
|---|---|---|---|
| Orel State University | 210,000 ₽ (₹2.4 lakh) | about ₹14.3 lakh | "Tuition fee for 2026/2027" page, General Medicine, × 6; the page does not say whether it is the English group or the price for foreigners |
| Stavropol State Medical University | 235,000 ₽ (₹2.7 lakh) | about ₹16.0 lakh | 2025 intake price in the university's brochure, × 6; no 2026 price found |
| Kursk State Medical University | 240,000 ₽ (₹2.7 lakh) | about ₹16.3 lakh | 2025-26 list for all students, × 6; later-year prices in the list are for older cohorts |
| Chuvash State University | 245,000 ₽ (₹2.8 lakh) | about ₹16.6 lakh | 2025 intake price file, English track, × 6; the file shows no order number or date |
| Ivanovo State Medical University | 285,000 ₽ (₹3.2 lakh) | about ₹19.4 lakh | 2025-26 first year, × 6 |
| Ural State Medical University | 300,000 ₽ (₹3.4 lakh) | about ₹20.4 lakh | Order No. 237(a)-r of 23 May 2025, first year, × 6 |
| Petrozavodsk State University | 315,000 ₽ (₹3.6 lakh) | about ₹21.4 lakh | 2026 price for foreign citizens, × 6 |
| Yaroslavl State Medical University | 350,000 ₽ (₹4.0 lakh) | ₹23.8 lakh | Order No. 22/03-15 of 23 May 2025: 350,000 for each of six years, total 2,100,000 ₽; the 2026/27 order could not be read |
| Ryazan State Medical University | 505,800 ₽ (₹5.7 lakh) | ₹34.4 lakh | Order No. 136-d of 3 March 2026: 505,800 for each of six years, total 3,034,800 ₽ |
The Yaroslavl and Ryazan lines are the most reliable because the order itself fixes one entrant's price for all six years. At Izhevsk State Medical Academy the university states that the English-medium price is fixed until the end of study; it was 263,400 roubles for the 2023 intake, 294,000 for 2024 and 350,460 for 2025, a rise of 12% and 19% in two years. A price fixed at admission protects you from later rises, but the next intake pays more. That is why the figure to compare is the order for your own intake year. Two English-group orders sit above the cheapest tier: Mordovia State University (350,300 roubles, about ₹4.0 lakh, order No. 689 of 1 June 2026) and Kuban State Medical University (482,000 roubles, about ₹5.5 lakh, order No. 253-F of 14 May 2025).

MBBS in Russia under 10 lakhs, 15 lakhs or 20 lakhs
These are the searches that bring families here, so here is the arithmetic without a sales pitch.
- Under ₹10 lakh: not possible for the full six-year course in our list. Even the lowest first-year fee, 210,000 roubles at Orel, is about ₹14 lakh over six years. Offers of "MBBS in Russia for 10 lakh" are usually the first two years' fees, a package that leaves out later years, or a university that does not teach in English. Ask for the total for six years in writing, with the order number.
- Under ₹15 lakh: only Orel, at about ₹14.3 lakh by the × 6 rule, and only if its 210,000 roubles applies to foreigners in an English group, which the page does not say. Ask before you count on it.
- Under ₹20 lakh in tuition: five universities, Orel, Stavropol, Kursk, Chuvash and Ivanovo, by the × 6 rule. Check each against the next section; the FMGE record of Orel, Stavropol and Kursk is below the Russian average.
- Under ₹20 lakh all-in: not realistic. Living costs for six years in a regional city add about ₹14–24 lakh at the estimates on the cost of living page (₹2.3–4.0 lakh a year, including insurance and two flights). The all-in six-year cost of the lowest-fee universities is therefore about ₹28–40 lakh.
For comparison, a Kerala government college charges about ₹1 lakh in tuition for the course and a self-financing seat about ₹36 lakh; see MBBS fees in Kerala vs Russia. We cover Russia on this site. For Georgia, Uzbekistan, Kazakhstan and Germany, read the Russia vs Georgia comparison and its sister pages, which use each country's own price lists.
Why the cheapest is not always the best
1. FMGE: the fee buys nothing if the graduate cannot pass
The real cost of MBBS is the cost until you hold an Indian licence. NBEMS publishes how many graduates of each university pass FMGE. Comparing low-fee universities with their NBEMS results:
| University | First-year tuition | FMGE, Dec 2025 | FMGE, 2022–2025 combined |
|---|---|---|---|
| Stavropol State Medical University | ₹2.7 lakh | 15.0% of 401 | 13.0% of 2,612 |
| Orel State University | ₹2.4 lakh | 20.9% of 86 | 18.7% of 555 |
| Kursk State Medical University | ₹2.7 lakh | 25.0% of 264 | 21.6% of 1,706 |
| Tver State Medical University | ₹4.9 lakh | 7.6% of 157 | 17.2% of 1,854 |
| Dagestan State Medical University | ₹4.8 lakh | 9.5% of 63 | 11.7% of 366 |
| Penza State University | ₹4.4 lakh | 34.3% of 169 | 30.2% of 1,017 |
| Orenburg State Medical University | ₹4.8 lakh | 45.3% of 309 | 38.6% of 1,460 |
| All Russia | 30.9% of 6,878 | about 25% |
A university that costs ₹1–2 lakh a year more but passes more than twice as many graduates can be much cheaper in total, because a failed FMGE attempt costs months of coaching and a year of delay. Compare the FMGE record before the fee.
2. English medium: confirm all six years in writing
The NMC requires at least 54 months of study in English. A low fee for a Russian-language or mixed programme does not meet that. In what we read: Omsk's order has no English line, but the university says the programme for foreign citizens is taught in English; Stavropol offers "General Medicine with English included" at the same price as the Russian line; Ural's track is described as bilingual, with English early and Russian later; Ivanovo and Petrozavodsk list an English-medium course without saying whether it covers all six years; Orel's price page names neither English nor foreigners; Ryazan's order says "translator service". Tambov's order has a general price for all students and no English line, and the official portal lists the programme as taught in Russian. Before you pay, ask the university for a letter that says the General Medicine course for your group is taught in English for the full 54 months and what happens in the clinical years.
3. Border regions and closed airports
Kursk, one of the cheapest, is in a region where the Embassy of India advised Indian citizens in August 2024 to take precautions or relocate, together with the Bryansk and Belgorod regions. Airports at Kursk, Belgorod, Voronezh and Rostov have been closed since 24 February 2022, so students land in Moscow and travel on by train or road. A low fee does not compensate a family that spends every term worrying. Read the safety guide and each city page.
4. Fees rise, and the rouble moves
The first-year fee in a list is for one intake. Prices for the next intake were higher at Izhevsk by 12% and 19% in two years. The rouble also moves against the rupee: a fee of 210,000 roubles is ₹2.4 lakh at today's rate, and a 10% change in the rate changes the six-year total by about ₹1.4 lakh. Plan for the worst case, not the table.
Lowest-fee universities by FMGE record: a short list
A fair shortlist uses fee, FMGE, English medium and location together. From the official fees in the table below and the NBEMS data, the universities that stand out at moderate fees are: Penza State University (₹4.4 lakh; FMGE 34.3% of 169 in December 2025), Orenburg State Medical University (₹4.8 lakh; 45.3% of 309), and, at smaller cohorts, Immanuel Kant Baltic Federal University in Kaliningrad (₹3.9 lakh; 53.3% of 45) and Siberian State Medical University in Tomsk (₹4.4 lakh; 42.3% of 52). Treat the small cohorts as a sign and not a proof. Our full ranking is on the ranking of Russian universities by FMGE results, and each university page has the fee order and the English-medium status.

How to keep the total low without choosing badly
- Choose by total cost: tuition for six years from the order for your intake, hostel, insurance, two flights a year and a 10–20% reserve for fee and rouble changes.
- Take the education loan on the total, not on the first year. Banks ask for the admission letter and fee structure; see education loans for MBBS in Russia.
- Check the Russian Government quota: it pays tuition but has about 300 places for Indian students for all subjects; see the scholarship guide.
- Apply in June to August after the NEET result with two or three universities, not one; see the 2027 calendar.

Cheapest MBBS in Russia: Frequently Asked Questions
Which is the cheapest MBBS university in Russia?
In our list the lowest first-year tuition on a university's own price page is 210,000 roubles (about ₹2.4 lakh) at Orel State University for 2026/27; the page does not say whether it is the English group or the price for foreigners. Next come Stavropol State Medical University at 235,000 roubles, Kursk State Medical University at 240,000 and Chuvash State University at 245,000. This is the lowest we found, not a ranking of all Russian universities, and each has weak points: FMGE rates below the Russian average at Orel, Stavropol and Kursk, and a border-region advisory at Kursk.
Can I do MBBS in Russia under 10 lakhs?
Not for the full six-year course in our list. Six years at the lowest first-year fee come to about ₹14 lakh in tuition alone. Offers at ₹10 lakh usually cover fewer years or leave out fees or living costs. Ask for the six-year total in writing, with the order number.
Is MBBS in Russia possible under 20 lakhs?
For tuition alone, only at Orel, Stavropol, Kursk, Chuvash and Ivanovo in our list, by multiplying the first-year fee by six. With living costs of about ₹14–24 lakh over six years, flights and insurance, the all-in cost is about ₹28 lakh at the least and usually ₹30 lakh or more. Fees may also rise.
Is the cheapest MBBS university in Russia good enough for FMGE?
It depends on the university, not the fee. At the cheapest, Orel, Stavropol and Kursk, the FMGE pass rate in 2022–2025 was 18.7%, 13.0% and 21.6%, against about 25% for all Russia. Orenburg, at ₹4.8 lakh, had 38.6%. Check the NBEMS record for each university before you compare fees.
Are the fees fixed for six years?
It depends on the university. Some orders fix a price for the whole course, for example Yaroslavl's order of 23 May 2025 at 350,000 roubles a year, and Izhevsk says its English-medium price is fixed until the end of study. In other places the price is set every year and rises. Ask whether the contract fixes the fee.
