MBBS in Russia Scholarship: Government Quota and What Really Exists
There is one real scholarship route to a Russian medical university: the Russian Government quota, announced for Indian citizens through the Ministry of Education. It pays tuition, it has about 300 places for all subjects and levels together, and it is not a plan for most families. Indian and Kerala scholarships almost never cover MBBS abroad. This page says exactly what is known.
In short: the Russian Government quota covers tuition for selected foreign students. For 2026-27 the Government of India announced 300 places for Indian citizens across all subjects and levels, and the 2023-24 round had competition of up to 10 applicants per place. Applications go only through education-in-russia.com, with no agent needed and no role for the Indian government in selection. Kerala and Indian schemes for study abroad we checked cover Master's and PhD or only courses in Kerala, not MBBS abroad. For most families the plan is a paid seat and an education loan.

The Russian Government quota: what it is
Each year the Russian Government allots a number of tuition-funded places to foreign students, called the quota or "state scholarship". Students are selected by the Russian side through a state portal, education-in-russia.com. The Indian Ministry of Education published a notice on 13 November 2025 passing on the offer for 2026-27: 300 scholarships for Indian citizens at Russian universities, at the Bachelor's, Specialist's, Master's and PhD levels and for advanced training, with Lomonosov Moscow State University and MGIMO excluded. The notice says the scholarship covers tuition and that the Government of India has no role in nominating or selecting candidates. MBBS is a "specialist" programme in Russia, so it falls under the same quota.
How many places for India
| Academic year | Places for Indian students | Note |
|---|---|---|
| 2023-24 | 200 | Russian House official: competition up to 10 applicants per place |
| 2026-27 | 300 | All subjects and all levels, from the Ministry of Education notice as reported by Careers360 |
| 2027-28 | Not published | Portal reported to open in September 2026 |
We found no published count of quota places for General Medicine for Indian students. Russian university guides that give "MBBS scholarship" numbers rarely name a source. Treat any such number as unverified.
Dates and application steps for the 2027-28 quota
The 2026-27 round took applications from 15 September 2025 until 15 January 2026. For 2027-28, reports say the portal opens in September 2026 and the quota deadline falls in January or February 2027; one university lists 15 January 2027 for countries outside the CIS. We could not find the official announcement, so check the portal before relying on a date. The steps are:
- Register on education-in-russia.com and fill the application: level of study, field, and personal details.
- Choose up to six universities in priority order. Each university makes its own selection.
- Upload a passport copy, the school certificate or transcript, a photograph and, if asked, a motivation letter or portfolio. Documents are checked in the portal.
- Selection. The Ministry notice and press reports say the choice is based on grades and the portfolio, with an interview in some cases and no common entrance exam. University pages sometimes describe their own tests, so read the university's quota page.
- If you are placed, the university sends the admission and invitation documents and you apply for the student visa, as in the normal route. See the admission process and the 2027 admission calendar.
Russian House, the cultural centre of Rossotrudnichestvo, has offices in New Delhi, Mumbai, Kolkata, Chennai and Thiruvananthapuram, and answers questions about the quota. The quota is applied for by the student, directly on the portal. Be careful with any agent who says a quota seat can be bought for a fee. The Indian ministry's notice states in so many words that it does not choose candidates.
What the quota pays, and what it does not
- Tuition: covered for the whole programme, as the Ministry notice says.
- Preparatory course: students with no Russian are placed in a Russian-language year first, according to the NUST MISIS quota page and other university pages, before the main programme.
- Stipend: small and set by the university. Published examples: about 1,600 roubles a month (gw2ru), 2,500 to 3,769 roubles at NUST MISIS and 1,700 to 9,000 roubles for Bachelor and Specialist students at Far Eastern Federal University. At ₹1.13 per rouble these are roughly ₹1,800 to ₹10,000 a month.
- Hostel: some universities house quota students in the hostel; others charge a normal hostel rate. Ask.
- Not covered: flights, visa, medical insurance, food, winter clothing. Living costs stay with the family; see the cost of living in Russia.

Why a quota seat is hard for MBBS, and what to ask first
NEET is still needed
A student from India who studies medicine abroad needs a qualifying NEET-UG result whether or not a scholarship pays the fee. NEET is treated as the eligibility certificate for a foreign MBBS. The NBEMS bulletin for FMGE asks students who joined a foreign MBBS after May 2018 for this NEET result in place of an eligibility certificate, so a degree obtained without NEET does not lead to registration in India.
The course must be in English for the degree to count in India
The NMC rules for a foreign degree require at least 54 months of study in English, a 12-month internship at the same university and a licence to practise in the country. Quota programmes at Russian universities often start with a Russian-language preparatory year, and some are taught in Russian; some universities teach medicine in English. We found no list of English-taught quota seats for General Medicine. If a quota seat is in a Russian-language group, ask the university and the NMC in writing whether it meets the English-medium rule before you accept. A tuition-funded place that does not meet the rule could cost you the licence in India. Read the NMC rules first.
Competition
The number of applicants per place was up to 10 in 2023-24, from a Russian House official. Strong marks in Class 12 and a good NEET score help, but the quota can send you to a university city you did not rank first, and cities near the Ukrainian border are among those on the Indian Embassy's advisory list. Look at each city page before listing it among the six.
Our advice: apply for the quota if the family is able to follow the process and the English-medium issue is settled, but prepare a paid admission in parallel. The quota deadline is in January or February 2027, and NEET is in May, so you will not know your NEET result when you apply for the quota, and may not hear back before the paid admission season ends. Do not let a pending quota stop you from taking a paid seat in the summer. Our fees page shows the paid options.
University discounts and "scholarships" from agents
Some agents advertise "scholarship" or "fee waiver" for MBBS in Russia. We read the official price orders of the universities for which we have them, and none of them lists a scholarship or discount for a foreign MBBS student. They list a price. The only discounts mentioned in what we collected were unrelated, such as a hostel rate, and unclear in meaning. If a consultant promises a reduction, ask for the university's order number and the clause. If they cannot show it, the scholarship does not exist. Typical paid fees are in the lowest-fee comparison.
Indian and Kerala scholarships for MBBS abroad
We checked the schemes Kerala families usually ask about. The result is plain: none we found pays for MBBS abroad.
| Scheme | For | MBBS abroad? |
|---|---|---|
| National Overseas Scholarship (Ministry of Social Justice) | SC and some other groups, study abroad | No. Listings state Master's or PhD only, not Bachelor's |
| UNNATHI Scholarship for Overseas Studies (Kerala, SC/ST) | Kerala SC/ST residents, up to ₹25 lakh for family income up to ₹12 lakh | No. Master's and PhD only, 55% marks, below 35 years |
| Kerala Backward Classes Development Department overseas scheme | OBC students, postgraduate and doctoral study abroad | No. Listing shows PG and doctoral courses |
| NORKA Roots Pravasi Scholarship | Children of returnee unskilled workers, income below ₹1.5 lakh; medical courses ₹25,000 | No. Page states only courses and institutions accredited by Kerala universities qualify |
Some schemes change from year to year, so ask the NORKA Roots office ([email protected], as listed on its page) if a family qualifies on income. Do not pay anyone for a scholarship "application". The official portals above charge no application fee.
What does help: the education loan
For most families the realistic aid is a bank loan. Fees, the loan route and the Vidya Lakshmi portal are explained in education loans for MBBS in Russia. A loan has to be repaid, so size it to the cost of the whole course, not the first year. See Kerala vs Russia for the comparison with a Kerala seat.

MBBS in Russia Scholarship: Frequently Asked Questions
Is there a scholarship for MBBS in Russia for Indian students?
Yes, the Russian Government quota covers tuition for selected students. For 2026-27 the Government of India announced 300 places for Indian citizens across all subjects and levels. Applications are made only on education-in-russia.com, and the Indian government does not nominate or select candidates.
How do I apply for the Russian Government scholarship?
Register on education-in-russia.com, choose up to six universities in priority order and upload your documents. The 2026-27 window ran from 15 September 2025 to 15 January 2026. For 2027-28 it is reported to open in September 2026 and close in January or February 2027.
Does the scholarship pay for MBBS fully?
It pays tuition. A small monthly stipend is paid by the university, and hostel terms differ. Flights, visa, insurance, food and clothing are not covered. NEET and the NMC English-medium rule still apply, so check that the quota seat meets them.
Are there Kerala government scholarships for MBBS abroad?
We did not find one. The Kerala and central overseas schemes we checked are for Master's and PhD, and the NORKA Roots Pravasi Scholarship is limited to courses at Kerala-accredited institutions. Ask the department concerned if your category has a new scheme.
Do Russian universities give discounts to Indian MBBS students?
We found no discount or scholarship in the official price orders we read. Universities publish a price per year for foreign students. If an agent promises a reduction, ask for the order number and clause in writing.
