Orenburg State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Orenburg State Medical University (OrSMU, formerly Orenburg State Medical Academy) is a public university founded in 1944 in Orenburg, 1,230 km from Moscow. Its graduates have the highest combined FMGE result in our ranking, 38.6% over 2022–2025 against a Russian average of about 25%. The university's price order for 2026-27 sets the foreign-student General Medicine track at 422,380 roubles for the first year, about ₹4.8 lakh, and about ₹22 lakh for all six years.
In short: Orenburg State Medical University is a public medical university founded in 1944 in Orenburg, in the southern Urals. Its price order for the 2026-27 intake gives General Medicine "using an intermediary language", the track for foreign students, at 422,380 roubles for the first year (about ₹4.8 lakh) and 1,952,920 roubles for six years (about ₹22 lakh). Over 2022–2025 its graduates passed FMGE at a combined 38.6%, the highest among the 24 universities in our ranking and well above the Russian average of about 25%. The order does not name the language, so get written confirmation that your group is taught in English for all six years.

Orenburg State Medical University, known by the short name OrSMU, is a federal state budgetary institution of higher education under the Russian Ministry of Health. It is a public university, not a private college. The official English site says it was organized in August 1944, and Wikipedia gives 12 August 1944. Its older name, Orenburg State Medical Academy (OrSMA), is still in use: the English website and many page addresses still say "Academy", and people search for both names. The address is Sovetskaya str. 6 (Sovetskaya ulitsa), Orenburg, Orenburg Oblast, Russia, postal code 460000, and the main website is orgma.ru, with an old English version at en.orgma.ru.

Names can be confused. Searches for "Orenburg State University", "Orenburg university" or "Orenburg medical college in Russia" can lead to other institutions in the city, so check that the website and address in any admission letter match those above. We found no published count of Indian students at OrSMU. The English site carries a letter of condolence to Indian students and citizens after the 2023 Odisha train accident, which suggests some Indian presence, and the FMGE reports show that 1,460 OrSMU graduates sat the exam in 2022–2025. That is a sizeable group, but it tells us nothing about how many are from Kerala.

Orenburg State Medical University fees for Indian students
The Orenburg State Medical University fee for Indian students is set by a rector's order. Order No. 616 of 9 April 2026 fixes tuition for students admitted in 2026-27, year by year for the whole course. It has two General Medicine lines: the ordinary one, taught in Russian, and "General Medicine (using an intermediary language)", the track for foreign students who are taught through another language. For Indian groups that language is English, but the order itself does not say so, so get it in writing.
OrSMU fee structure 2026-27
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years (university list for this intake) | ₹22.1 lakh |
Unusually, the OrSMU fee falls each year: the order sets the highest price for the first year and the lowest for the sixth. The figures below are fixed for the 2026 intake by the same order; ask whether the university may index them later, and keep a reserve of 10–20% for any increase and for the rouble-rupee rate.
| Year of study | Intermediary-language track, RUB | About, INR |
|---|---|---|
| 1st year | 422,380 | ₹4.8 lakh |
| 2nd year | 390,960 | ₹4.4 lakh |
| 3rd year | 334,840 | ₹3.8 lakh |
| 4th year | 296,340 | ₹3.4 lakh |
| 5th year | 275,380 | ₹3.1 lakh |
| 6th year | 233,020 | ₹2.6 lakh |
| Six years | 1,952,920 | ₹22.1 lakh |
The Russian-language General Medicine line is cheaper, 338,220 roubles in the first year (about ₹3.8 lakh). It is not an option for an Indian student who wants to practise in India: the NMC requires at least 54 months of study in English. If anyone offers you the OrSMU MBBS fee at the Russian-track price, ask which track the contract names.
| Cost item | What we know for OrSMU |
|---|---|
| Tuition, General Medicine for foreign students | 422,380 RUB in the first year, 1,952,920 RUB over six years (order of 9 April 2026) |
| Hostel | Three hostels are listed on the English site, no prices; ask the international office |
| Medical insurance | Compulsory for foreign students; ask whether the university arranges it |
| Food | Not published; most students in Russia cook in hostel kitchens |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then a domestic flight or a long train trip to Orenburg |
Before you pay, check that the contract names the intermediary-language track and English as the language, whether payment is per year or per semester, and that the amount matches the order for your intake year. For comparison, see the MBBS in Russia fees page. If you want to compare with the private MBBS fees in Kerala, ask each Kerala college for its current fee list and compare the total for the whole course, including hostel, travel and the FMGE preparation year.
Living cost in Orenburg
The monthly budget in Orenburg is made of food, a mobile plan and internet, local transport, study material and warm clothing. We have no verified figures for Orenburg, so we give none. Ask senior Indian students what they really spend in a month before you fix the family budget.
Hostel and hostel fees at Orenburg State Medical University
The English site lists three student hostels, numbered 1, 2 and 3, with the years 1961, 1964 and 1981 shown beside them. It gives no prices and does not say which hostel foreign students are placed in. So the hostel fee at Orenburg State Medical University is unknown to us, and you should ask for it in writing, together with the tuition. At Russian state universities the hostel is usually a small part of the budget compared with tuition.
Families often ask about the girls hostel at Orenburg State Medical University. Russian university residences are usually mixed buildings with separate rooms or floors, and we found nothing published about separate girls' residences. Ask how rooms are allocated, whether female students are placed together, who guards the entrance and whether there are kitchens. Hostels with dates from 1961 to 1981 may be older buildings, so also ask for recent photos or a video tour of the rooms you would be given. Search results for "Orenburg State Medical University photos" mostly show the buildings from outside; a photo of the actual residence room is more useful.
NEET cut-off and eligibility
We found no OrSMU-specific NEET cut-off, and the university does not state one above the national score. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE:
- NEET-UG: qualified, result valid for three years. In NEET-UG 2026 the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026; the result came on 16 July 2026). In 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
Whether OrSMU holds an entrance exam or interview for foreign applicants is not stated on the pages we read, so ask how admission is decided. There is no published acceptance rate. The real filter is FMGE after six years, so a student with a weak NEET score should think hard about the exam ahead. See the full eligibility and documents list.

Admission process at Orenburg State Medical University
Ask first about English
Before sending documents, ask the international office for a written statement of the language of instruction for each of the six years, and for the fee list for foreign students.
Apply and sign the contract
Send scans of your passport, Class 10 and 12 mark sheets and NEET score card, directly or through us. The university issues an admission letter. Read the contract for the fee, the language of instruction, the hostel and the internship.
Invitation and visa
The university applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai. Documents are apostilled by the MEA, and Kerala students usually go through NORKA Roots.
Travel to Orenburg
Fly to Moscow through a Gulf hub or Delhi, then travel on to Orenburg. The university completes your migration registration after arrival.
Apply soon after NEET results, because the invitation and visa take several weeks. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail.
Orenburg State Medical University ranking and English-medium check
Families search for the Orenburg State Medical University ranking, its world ranking and its review. We found no ranking for OrSMU that we can verify, so we do not quote one. Treat any agent claim of a "world rank" with suspicion unless it names the list and the year. Reviews on forums and social media vary and are rarely dated; use them only as leads. Three things matter more for an Indian student:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask OrSMU for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. We could not confirm OrSMU's WDOMS listing, so check it yourself.
- FMGE results, below. In our ranking by FMGE results OrSMU is first of 24 universities with at least 300 candidates.
The English-medium question needs one document. The 2026-27 price order lists a separate General Medicine track "using an intermediary language" for foreign students, and 1,460 OrSMU graduates sat FMGE in 2022–2025, so Indian groups clearly study there. But neither the order nor the old English site names English as the language or says that the clinical years are taught in it. Under the NMC rules the course must be taught in English for at least 54 months. Ask OrSMU for a written statement that your group is taught in English for all six years, with the internship at the university, before you pay.
FMGE passing percentage of Orenburg State Medical University
NBEMS publishes FMGE results for every foreign university. OrSMU graduates have passed above the Russian average in every one of the seven reports from 2020 to December 2025. In 2022, 39.3% passed against a Russian average of 26.0%; in 2023, 30.8% against 19.4%; in 2024, 43.4% against 29.5%. In June 2025, 25.3% passed against 18.1%, and in December 2025 45.3% against 30.9%. Over 2022–2025 combined, OrSMU passed 38.6% of 1,460 candidates, against about 25% for Russia as a whole.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 309 | 140 | 45.3% |
| June 2025 | 158 | 40 | 25.3% |
| 2024 | 447 | 194 | 43.4% |
| 2023 | 289 | 89 | 30.8% |
| 2022 | 257 | 101 | 39.3% |
| 2021 | 170 | 71 | 41.8% |
| 2020 | 148 | 36 | 24.3% |
This is the highest combined result among the universities in our ranking, and the pass rate was above the Russian average in every report. Even so, more than half of the candidates failed in 2022–2025 combined, so a student should not assume a pass. One more caution: FMGE results describe Indian graduates who sat the exam, so they are only a reliable guide for a student who gets the same teaching as those graduates did. Ask whether current groups are taught the same way as the graduates in these reports. The older "MCI passing rate" is the same thing: FMGE was run for the Medical Council of India before the NMC replaced it. Compare OrSMU with every other university on the FMGE pass rate page.
Safety at Orenburg State Medical University and in Orenburg
Orenburg is in the southern Urals, near the Kazakhstan border. It is not one of the Russian regions on the Ukrainian border and not in the North Caucasus. We know of no published incident involving Indian students at OrSMU. That says nothing certain about the future, so take the usual practical steps:
- Check the current advisory at mea.gov.in before travel and again before each return to Russia.
- Register with the Indian Embassy in Moscow after arrival and keep its contact details in your phone.
- Ask the university what security the hostels have: entrance guard, entry control, cameras.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Orenburg for Kerala students
Orenburg is in the southern Urals, near the Kazakhstan border, and its time is MSK+2, only half an hour behind India, so calls home are easy. Orenburg's average January temperature is about -11.8 °C and July about 22.5 °C (1991–2020 averages): a cold, dry steppe winter and a hot summer. We found no verified count of Indian students or list of Indian shops in Orenburg, so ask current students. Winters in the Russian interior are cold, and students normally need a proper winter jacket, boots and thermal wear from the first year.
The best source on student life is a student already there. Before you commit, ask OrSMU or us to put you in touch with current Indian students, preferably from Kerala, and ask them how the hostel kitchen works, where they buy rice, spices and vegetables, how the English-medium teaching works in the clinical years, and how much Russian they needed. Clinical training means talking to Russian-speaking patients, so students who learn basic Russian in the first two years cope much better.
Where OrSMU is: distance to Moscow, nearest airport and how to get there from Kerala
Orenburg State Medical University is at Sovetskaya str. 6, Orenburg, in the southern Urals near the border with Kazakhstan. The distance from Orenburg to Moscow is about 1,230 km in a straight line, so the trip needs a domestic flight or a long train trip. We have not verified which airport or station is used or the travel time, so ask the international office how first-year students are met and taken to the hostel.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then onward to Orenburg. Aeroflot flies Delhi–Moscow nonstop about daily. Orenburg time is only half an hour behind India, which makes calls home easy. Read more on the universities page and the map of all cities.
Scholarships, syllabus and courses
We found no OrSMU scholarship that cuts tuition for Indian students as a rule, so plan to pay the full fee. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. Ask any agent who promises an OrSMU scholarship to show it in writing from the university.
The official English site describes General Medicine as a six-year full-time programme of 21,600 class hours. A typical six-year plan for Russian General Medicine looks like this; ask OrSMU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. This page covers General Medicine only; ask the university which programmes are open to foreign students.
OrSMU compared with similar universities
The table uses first-year tuition for foreign students and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Orenburg State Medical University | Orenburg | ₹4.8 lakh (2026-27) | 38.6% |
| Kazan State Medical University | Kazan | ₹5.4 lakh | 30.5% |
| Bashkir State Medical University | Ufa | ₹5.5 lakh | 27.9% |
| Kursk State Medical University | Kursk | ₹2.7 lakh | 21.6% |
OrSMU has the best FMGE result of the four and a lower first-year fee than Kazan or Ufa, and its fee falls in later years, so its six-year tuition of about ₹22 lakh is well below Kazan's or Ufa's at today's prices. Kursk is cheaper still but has weaker FMGE results and sits in a border region. The point to settle before choosing OrSMU is the written English-medium statement. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
OrSMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. Plan for a year or more between the OrSMU diploma and the first salary in India.
Pros and cons for a student from Kerala
| Pros | Cons |
|---|---|
| Highest combined FMGE pass rate in our ranking: 38.6% over 2022–2025 | The price order does not name English as the language; get written proof for all six years |
| FMGE above the Russian average in all seven reports since 2020 | First-year fee of about ₹4.8 lakh is higher than the later years, so the first year needs the largest payment |
| Official six-year tuition of about ₹22 lakh for the 2026 intake | Hostel fee not published in a form we could verify |
| Public university under the Ministry of Health, established in 1944 | Hostel fee unknown; the hostels listed date from 1961, 1964 and 1981 |
| Orenburg time is only half an hour behind India | 1,230 km from Moscow; no direct flight from Kerala |
| A sizeable Indian graduate cohort: 1,460 candidates in 2022–2025 | No count of Indian or Malayali students; WDOMS listing not confirmed |
