Irkutsk State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Irkutsk State Medical University (ISMU) is a state medical university in Siberia, founded in 1919, 4,200 km east of Moscow and 72 km from Lake Baikal. We could not read its official fee; agents quote about $4,000–4,500 a year. Its graduates passed FMGE at 27.8% over 2022–2025, close to the Russian average, but on only 169 candidates.
In short: Irkutsk State Medical University (ISMU) is a public medical university in Irkutsk, eastern Siberia, whose medical school opened in 1919 and became a medical university in 1995. Its official fee is not available to us; agents quote about $4,000–4,500 a year (₹3.8–4.3 lakh), so confirm it in writing. Over 2022–2025 its graduates passed FMGE at a combined 27.8% of 169 candidates, near the Russian average of about 25%, but the numbers are small. We could not confirm English for all six years; agents say it is the main medium.

Irkutsk State Medical University is the main medical school of eastern Siberia. English Wikipedia dates it to 27 October 1919; the medical department had opened on 26 August 1919 within the physics and mathematics faculty of Irkutsk (East Siberian) University and became an independent faculty in January 1920. In 1930 it became an independent institute, and in May 1995 it received medical university status. It is a public institution under the Russian Ministry of Health, not a private college. People also search for "Irkutsk State Medical University Russia", "ISMU Irkutsk" and "Irkutsk medical university". Do not confuse it with Irkutsk State University, a different, classical university that appears in the same searches.
The university's website, irkgmu.ru, could not be opened from our location. So we could not read its price lists, its English pages or its figures for foreign students. We found no official count of Indian students. NBEMS reports list Irkutsk among the Russian universities whose graduates sit FMGE: between 17 and 44 candidates a session in 2022–2025, so the Indian group is small.

Irkutsk State Medical University fees for Indian students
We could not read an official price. The university has a disclosure page for paid services, but neither the live site nor an archive copy was available to us. What is published are agent figures: one agent quotes $4,500 a year (about ₹4.3 lakh) for 2026-27 with a hostel at $1,000; another, citing 2024-25, quotes $4,000 (about ₹3.8 lakh). An aggregator lists General Medicine from 210,000 roubles a year without saying who it applies to or what language it uses. These are third-party figures, not the university's, and they differ by $500 and by the currency, so do not plan on any one of them.
ISMU fee structure 2026-27: what to ask for
Ask the international office for the 2026/27 price in writing, in roubles, for the English-language group if there is one, and for all six years, together with the clause on price increases. Converted at the exchange rates of 15 October 2026 ($1 = ₹95.03), the agent range is about ₹3.8–4.3 lakh a year, or about ₹23–26 lakh over six years if prices stayed flat. Russian universities usually raise fees, so keep a reserve of 10–20% for increases and for the exchange rate. The first-year price is usually higher than the price quoted to older students, so ask whether the quoted price is for new entrants.
| Cost item | What we know for ISMU |
|---|---|
| Tuition, General Medicine | No official figure read; agents quote $4,000–4,500 a year |
| Hostel | No official figure; one agent quotes about $1,000 a year |
| Medical insurance | Compulsory for foreign students; usually arranged through the university |
| Food | Most students cook; ask senior students what they spend |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then a long flight east; see the travel section |
Compare ISMU with other universities on the MBBS in Russia fees page. If the agent figures are right it sits at about the level of Altai and Siberian State Medical and far below Kerala's self-financing MBBS fee of about ₹8.1 lakh a year; our Kerala versus Russia fee comparison has the detail.
Living cost in Irkutsk
Beyond tuition and hostel, a monthly budget in Irkutsk covers food, a mobile plan, local transport, study material and, above all, winter clothing, which costs more here than in western Russia because the winter is much colder. Irkutsk is a city of 617,264 people (2021 census). We have no verified monthly figure; ask senior students what they really spend before you fix the family budget. See also cost of living in Russia.
Hostel and hostel fees at Irkutsk State Medical University
We have no official description of the hostels for foreign students and no official price. One agent quotes about $1,000 a year, which is not verified. Ask the international office in writing which building you will live in, how many students share a room, what the fee includes (heating, utilities, internet) and whether the price is the same for Indian students as for others. Families also ask about the girls hostel at Irkutsk State Medical University and its fees. Ask whether girls are placed together and what security there is at the entrance. After the February 2026 attack on students in a residence in Ufa, this is a fair question for any Russian university.
NEET cut-off and eligibility
ISMU does not publish a NEET cut-off of its own that we could find. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE or practise in India:
- NEET-UG: qualified, result valid for three years. The NEET-UG 2026 qualifying score is 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (in 2025 it was 144, 127 and 113). The 3 May 2026 exam was cancelled after a paper leak and re-held on 21 June 2026; the result came on 16 July 2026.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
The university may hold an entrance test or an interview for foreign applicants, usually in biology and chemistry; we could not read its rules. There is no published acceptance rate. In practice students who meet the criteria and apply on time are usually admitted; the real filter is FMGE six years later. See the full eligibility and documents list.

Is Irkutsk State Medical University taught in English?
We could not confirm it. Agent pages say English is the main medium for foreign MBBS students; we found no university page we could read that says so, and the language of the clinical years is not stated anywhere we saw. The NMC requires the whole course in English, at least 54 months of study and a 12-month internship at the same university. Ask ISMU in writing, for your group, which subjects are taught in English in all six years and which in Russian. Do not pay before you have the answer.
Admission process at Irkutsk State Medical University
Apply to the international office
Send scans of your passport, Class 10 and 12 mark sheets and NEET score card to the university's international office, directly or through us. Ask which group you are applying to and in what language it is taught.
Admission letter and contract
The university checks the documents and issues an admission letter. Read the contract for the fee for all six years, the language of instruction and the internship.
Invitation and visa
The university requests your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.
Travel to Irkutsk
Fly to Moscow through a Gulf hub or Delhi, then on to Irkutsk. The university completes your migration registration after arrival.
Apply soon after the NEET result, because documents, apostille and the visa take several weeks. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail, and our student visa guide covers the visa.
Ranking and recognition
Families search for the Irkutsk State Medical University ranking in Russia and its world ranking. We found no ranking we could verify. Wikipedia lists none. For an Indian student a rank matters less than three checks:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask ISMU for written confirmation of each point. See NMC rules. Agent pages that say ISMU is fully recognised by the NMC cite no list.
- World Directory of Medical Schools. We did not check the WDOMS listing for ISMU. Look it up yourself.
- FMGE results, below, which show how its Indian graduates actually do.
FMGE passing percentage of Irkutsk State Medical University
NBEMS publishes FMGE results for every foreign university. The numbers for ISMU are small: 17 to 44 candidates a session. In 2022, 41.9% passed (13 of 31) against a Russian average of 26.0%; in 2023, 27.0% (10 of 37) against 19.4%; in 2024, 25.0% (11 of 44) against 29.5%. In June 2025, 11.8% passed (2 of 17) against 18.1%, and in December 2025 27.5% (11 of 40) against 30.9%. Over 2022–2025 combined, ISMU passed 27.8% of 169 candidates. That is fewer than the 300 we need to place a university in our ranking, so it is not ranked: 169 candidates in 2022–2025 are too few for a fair rate.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 40 | 11 | 27.5% |
| June 2025 | 17 | 2 | 11.8% |
| 2024 | 44 | 11 | 25.0% |
| 2023 | 37 | 10 | 27.0% |
| 2022 | 31 | 13 | 41.9% |
| 2021 | 4 | 1 | 25.0% |
| 2020 | 4 | 1 | 25.0% |
The older "MCI passing ratio" is the same thing: FMGE was run for the Medical Council of India before the NMC replaced it. With so few candidates, one batch can swing the percentage by 10 points or more, so treat the average of about 28% as a rough indication, not a measure. NBEMS's first FMGE report that lists it, for 2020, lists the university as "Sechenov Irkutsk State Medical University" with four candidates. Compare ISMU with every other university on the FMGE pass rate page, and read how FMGE works.
Safety in Irkutsk for Indian students
Irkutsk is in eastern Siberia, about 4,200 km from Moscow in a straight line and thousands of kilometres from the Ukrainian border. It is not one of the regions (Bryansk, Belgorod, Kursk) for which the Indian Embassy in Moscow advised precautions in August 2024. Drone strikes have reached cities deep inside Russia, but the risk is lower here than in the west and south. We found no report of an attack on Indian students in Irkutsk. That is not a promise of safety; in February 2026 a teenager attacked students in a university residence in Ufa, injuring four Indian students. The practical risks in Irkutsk are the cold and the distance from home. What we suggest:
- Ask the university what security the hostel has: guards, entry control, cameras, rules for visitors.
- Keep the Indian Embassy in Moscow in your phone and register with it after arrival; the embassy is a long flight away, so ask the university who helps in an emergency.
- Check the current advisory at mea.gov.in before travel.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Irkutsk for Kerala students
Irkutsk is the largest city of eastern Siberia, on the Angara River, about 72 km downstream of where the river leaves Lake Baikal. Of all the universities on this site, it has one of the hardest winters for a student from Kerala. The mean temperature is about −17.6 °C in January and about 19.0 °C in July, so a normal January day is far colder than in Ufa or Kazan, and the first winter is the biggest adjustment. Buy a proper winter jacket, insulated boots and thermal layers before or just after arrival; see our winter packing list. Summers are warm and short.
We found no verified information about Indian groceries or the size of the Malayali community in Irkutsk, so ask the international office for the contacts of senior Indian students and ask them about food. See also Indian food in Russia.

Where ISMU is: distance to Moscow and how to get there from Kerala
The main building of Irkutsk State Medical University is on Krasnogo Vosstaniya Street in the centre of Irkutsk. The distance from Irkutsk to Moscow is about 4,200 km in a straight line. Irkutsk time is UTC+8, which is Moscow time plus five hours and 2.5 hours ahead of India. The nearest airport is Irkutsk International Airport. The Trans-Siberian railway also passes the city, but a trip from Moscow by train takes several days, so students normally fly.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a long domestic flight east. We have not verified any shorter connection, so ask the university or a travel agent for the fare and total travel time, and remember that a trip home for the holidays costs both time and money. For the wider picture see the universities page and the cities list.
Scholarships, syllabus and courses
We found no ISMU scholarship that cuts tuition for Indian students as a rule. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. See MBBS in Russia scholarships.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask ISMU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so students who learn basic Russian in the first two years cope much better. The university's website lists a clinic and other hospital bases; we could not read the details. We only cover General Medicine here.
ISMU compared with similar universities
Families shortlisting ISMU usually compare it with other Siberian universities. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Irkutsk State Medical University | Irkutsk | ₹3.8–4.3 lakh (agent figures) | 27.8% (169 candidates) |
| Altai State Medical University | Barnaul | ₹4.0 lakh | 23.7% |
| Kemerovo State Medical University | Kemerovo | ₹3.8 lakh | 32.8% (201 candidates) |
| Siberian State Medical University | Tomsk | ₹4.4 lakh | 30.4% (207 candidates) |
The other three Siberian universities have fees in the same band, and ISMU's FMGE result falls between them. Only Altai has the 300 candidates needed for a place in our ranking. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
ISMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet). See FMGE versus NExT.
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Plan for a year or more between the ISMU diploma and the first salary in India. What happens after MBBS in Russia explains the steps.
Pros and cons for a student from Kerala
| Pros | Cons |
|---|---|
| Agent fee figures of about ₹3.8–4.3 lakh a year, in the middle of the Russian range | No official fee or hostel price read; the university's site is not reachable from abroad |
| A medical school since 1919, a medical university since 1995 | English for all six years not confirmed by the university |
| FMGE 27.8% over 2022–2025, near the Russian average of about 25% | Only 169 candidates in four years; a small Indian group |
| Far from the Ukrainian border, so lower drone risk than in the west | A very cold winter, with a January mean of −17.6 °C |
| Lake Baikal is 72 km away | Moscow is 4,200 km away; no verified direct route from Kerala, and trips home are long and costly |
