Siberian State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Siberian State Medical University (SibSMU) in Tomsk says its General Medicine programme for students from distant countries is taught entirely in English. Its price order for 2025/26 gives 385,600 roubles (about ₹4.4 lakh) for the first year of the bilingual programme for foreigners, and over 2022–2025 its graduates passed FMGE at 30.4%, above the Russian average. Here are the fees, the results year by year, the hostel, the NEET requirement and what a Tomsk winter means for a student from Kerala.

Siberian State Medical University, called SibSMU, SibMed or SSMU, is a federal state budgetary institution under the Russian Ministry of Health, so it is a public university, not a private college. It began as the medical faculty of the Imperial Tomsk University and became the Tomsk Medical Institute in 1930 (named after V.M. Molotov from 1938 to 1956). WDOMS and Russian Wikipedia date the founding to 1888; English Wikipedia mentions a decree of 1878, so you will see both years online. The official address is Moskovsky trakt 2, Tomsk 634050, and the main website is ssmu.ru, with an international section for foreign applicants.
SibSMU has a clearer English statement than most Russian medical universities. Its official General Medicine programme page says the programme is intended for foreign students from distant countries and is taught entirely in English, with optional additional Russian-language training. English-medium teaching of this specialty started in 2015, according to the university. That is the university's own claim, with no independent check, but it is more specific than the statements at many other universities.
English Wikipedia says the university has more than 6,500 students from 39 countries, without a date. We found no official figure for Indian students or students from Kerala. The FMGE reports show 207 SibSMU graduates in 2022–2025, with a sharp rise from 14 in 2022 to 48 in 2023 and 67 in 2024, so the Indian group is recent and growing. Searches for the Siberian Medical University all lead to this one; do not mix it up with other Siberian universities.

Siberian State Medical University fees for Indian students
SibSMU sets its tuition in roubles. People search for the Siberian State Medical University fee structure or fees structure and find old pages, so check the date of any figure. The most reliable document we could read is its price order No. 174 of 16 April 2025, Annex 7, for the specialist "bilingual programme" for 2025/26. In the annex the language is described as an adapted trajectory for foreign students with extra Russian study and consultations; the order does not use the word "English", but we read this line as the one for the English-medium programme, because the university describes the same programme as taught in English. The 2025/26 prices by course are:
| Course (2025/26) | Roubles per year | ₹ per year |
|---|---|---|
| 1st and 2nd year | 385,600 | ₹4.4 lakh |
| 3rd, 4th and 5th year | 371,400 | ₹4.2 lakh |
| 6th year | 349,800 | ₹4.0 lakh |
These are the prices of each course in the year 2025/26, charged to students already in those courses. The order states no six-year total, so we do not add them up; a new student should ask for a contract that states the price for each year. A second column in the same annex, for a three-party contract with a legal entity or another person, is lower (327,760 for the first course), but we do not know who qualifies for it.
Other figures you may meet: an older SibSMU fee table for 2024-25 gives 333,100 roubles for the first year and 302,780 for later years for non-CIS foreign students; the official Study in Russia portal lists General Medicine at 385,000 roubles a year, which is close to the order; an admissions page shows 320,000 roubles "for 2026" for General Medicine without saying whether it applies to foreigners; and agents quote 410,000 roubles or about US$5,150. The university's 2026-27 order (No. 203 of 30 April 2026, amended by Nos. 215 and 264) exists, but its annexes were not readable, so we have no 2026-27 figure.
SibSMU fee structure 2025/26 (order, first year × 6)
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years | ₹26.2 lakh |
The table above multiplies the 2025/26 first-year price of 385,600 roubles by six, about 2,313,600 roubles or about ₹26.2 lakh. It is a planning estimate, not a quotation, because the order lists the price of each course separately and states no six-year total. For budgeting, use the 2025/26 order as the floor: about ₹4.4 lakh for the first year, and expect the 2026/27 fee to be the same or higher. Plan with a reserve of 10–20% for fee increases and the rouble-rupee rate, and ask for the 2026-27 order and your contract before paying.
For a Kerala family: a Kerala government MBBS seat costs about ₹23,150 a year in tuition, a self-financing seat about ₹8.1 lakh a year (one college's 2025-26 provisional fee was ₹8,10,175) and an NRI seat about ₹22.7 lakh a year. SibSMU tuition at ₹4.4 lakh a year is about half the self-financing fee in Kerala, and it comes with a university that states English for the whole course.
| Cost item | What we know for SibSMU |
|---|---|
| Tuition, 2025/26 first course | 385,600 RUB (price order No. 174, bilingual programme) |
| Tuition, 2026/27 | Order No. 203 of 30 April 2026 exists; amounts not readable |
| Hostel | Charge set by order No. 50 of 4 February 2026 (amounts not read); agents quote 70,000 RUB a year |
| Medical insurance | Compulsory for foreign students; ask what it covers |
| Warm clothing | Siberian winter gear is a real first-year cost; see the Tomsk section |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then about four hours by air to Tomsk |
Compare SibSMU with other universities on the MBBS in Russia fees page; it is among the lower-fee universities in our list with a clear English statement.
Living cost in Tomsk
A student's monthly budget in Tomsk is made of food (mostly cooked in the hostel kitchen), a mobile plan and internet, local transport, study material and, in the first year, proper winter clothing. Tomsk is a city of about 556,000 people (2021 census) and is usually cheaper to live in than Moscow, but we have no verified monthly figures, so we give none. Ask senior Indian students for their real monthly spend before you fix the family budget.
SibSMU hostel and hostel fees
The university's website says the dormitory charge is set by order No. 50 of 4 February 2026, but we could not read the amount. Agents quote 70,000 roubles a year (about ₹79,000), and another agent range is US$600 to US$1,000. Neither is a university document. Ask the international office, in writing, for the hostel fee, the room type, how many students share, the kitchen arrangements, heating and the distance to the classes, and whether a place is kept for all six years. Heating matters more in Tomsk than in a southern city.
Parents often ask about the girls hostel at SibSMU. Russian university residences usually allocate rooms or floors by gender, but the rules differ. Ask how female students are placed and what security there is at the entrance.
NEET cut-off and eligibility for SibSMU
We found no NEET cut-off set by SibSMU above the national qualifying score. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE:
- NEET-UG: qualified, result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
The university may hold an entrance test or interview for foreign applicants; the format is not published in the sources we read. There is no published acceptance rate. In practice, applicants who meet the criteria and apply on time are usually admitted, and the real filter is FMGE six years later. See the full eligibility and documents list.

Groups for foreign students usually start in September. Apply soon after the NEET result, because the invitation and visa take several weeks. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail.
Ranking and recognition: SibSMU ranking and world ranking
Families search for the Siberian State Medical University ranking and world ranking. We found no placement in the main global rankings for medicine. Wikipedia mentions a 2019 Interfax ranking that put the university 48th among Russian universities; it is a secondary mention of an old ranking, so we do not rely on it. Rankings also say little about what matters to an Indian student. Three things matter more:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask SibSMU for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. SibSMU is listed in WDOMS with Russian and English as languages of instruction.
- FMGE results, below, which show how its Indian graduates actually do.
FMGE passing percentage of Siberian State Medical University
NBEMS publishes FMGE results for every foreign university. SibSMU graduates have been at or above the Russian average in four of the last five sessions. In 2022, 28.6% passed (4 of 14) against a Russian average of 26.0%; in 2023, 27.1% (13 of 48) against 19.4%; in 2024, 29.9% (20 of 67) against 29.5%. In June 2025 only 15.4% passed (4 of 26) against 18.1%, but in December 2025 42.3% passed (22 of 52) against 30.9%. Over 2022–2025 combined, 63 of 207 candidates passed, which is 30.4%, above the Russian combined figure of about 25%. In 2021, 2 of 4 passed.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 52 | 22 | 42.3% |
| June 2025 | 26 | 4 | 15.4% |
| 2024 | 67 | 20 | 29.9% |
| 2023 | 48 | 13 | 27.1% |
| 2022 | 14 | 4 | 28.6% |
| 2021 | 4 | 2 | 50.0% |
With fewer than 300 candidates in four years, SibSMU is not in our ranking of larger universities, but its combined rate would put it among the better results for Russia. The cohorts are still small, so one session can swing the percentage; the June 2025 dip and the December 2025 high show that. Even at 30.4%, about seven in ten candidates did not pass in those sessions. The older "MCI passing ratio" is the same exam. See the FMGE pass rate page and the ranking by FMGE results.
Safety in Tomsk
Tomsk is in Siberia, about 2,880 km from Moscow in a straight line, far from the Ukrainian border, and is not one of the regions in the August 2024 advisory, when the Indian Embassy in Moscow advised Indians in the Bryansk, Belgorod and Kursk regions to take precautions and relocate temporarily. We found no incident involving SibSMU's students. The main safety issue in Tomsk is the cold. What we suggest:
- Check the current advisory at mea.gov.in before travel and before each return from holidays.
- Register with the Indian Embassy in Moscow after arrival and keep its numbers in the phone.
- Ask the university what the hostel's entry control, heating and emergency arrangements are.
- Buy winter clothing for real Siberian frost before the first November, not after.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Tomsk for Kerala students
Tomsk is a student city of about 556,000 people (2021 census) in western Siberia, on the Tom River. The winter is the story: the January mean is about −17.5 °C, and our city notes warn of frosts down to −30 to −40 °C in the Siberian winter. The July mean is about 19 °C. Students from Kerala should expect a long snowy winter, buy a proper down jacket, insulated boots, hats, gloves and thermal underwear, and learn how the hostel heating works.
Tomsk time is four hours ahead of Moscow and one and a half hours ahead of India, so calls home are easy in the evening. We have no verified information on Indian groceries, restaurants or the size of the Malayali group in Tomsk. Ask the university for contacts of current Indian students, and ask us to connect you with a Malayalam-speaking counsellor.

Where SibSMU is: distance to Moscow and how to reach Tomsk from Kerala
Siberian State Medical University is in Tomsk, in western Siberia. The distance from Tomsk to Moscow is about 2,880 km in a straight line. The nearest airport is Tomsk Bogashevo Airport (TOF), which is operating; a flight from Moscow takes about four hours. A direct train from Moscow takes about 56 hours and runs on odd-numbered days only, so students almost always fly.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic flight to Tomsk. Ask the airline about other connections before you buy tickets. Read more on the universities page and the map of all cities.
Scholarships, syllabus and courses
We found no SibSMU scholarship that cuts tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on education-in-russia.com; competition is high and places in medicine are few. Indian families should plan to pay the full fee.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask SibSMU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. The university offers optional extra Russian training, and an agent describes the medium as English with Russian training for clinical practice. Use it: clinical training means talking to Russian-speaking patients, so students who learn basic Russian early cope much better. The order also lists a separate Russian-language General Medicine line; ask about any other programmes open to foreigners.
SibSMU compared with similar universities
Families shortlisting SibSMU usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Siberian State Medical University | Tomsk | ₹4.4 lakh (2025/26 order) | 30.4% |
| Voronezh State Medical University | Voronezh | ₹4.9 lakh (2026/27 order, English elements) | 19.1% |
| Tver State Medical University | Tver | ₹4.9 lakh (2026/27 order) | 17.2% |
| Northern State Medical University | Arkhangelsk | ₹4.0 lakh | 22.5% |
At a similar fee, SibSMU has had a higher FMGE pass rate than the other three, with a clearer English statement. Its price is about ₹0.4 lakh above Northern's and about ₹0.5 lakh below Voronezh's and Tver's, and Tomsk is much colder and much farther from Moscow than Voronezh or Tver. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
SibSMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. Plan for a year or more between the SibSMU diploma and the first salary in India, and plan your FMGE preparation from the middle of the course.
