Orel State University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Orel State University named after I.S. Turgenev (searched as Orel State Medical University or Oryol State Medical University) lists General Medicine at 210,000 roubles (about ₹2.4 lakh) a year for 2026/27, one of the lowest fees in our list. Its graduates passed FMGE at 18.7% over 2022–2025, below the Russian average, and we could not confirm English medium.
In short: Orel State University (OSU) is a state university in Oryol, central Russia, with a Medical Institute that teaches General Medicine. The university's international price page gives 210,000 roubles (about ₹2.4 lakh) a year for 2026/27, but does not say whether that price is for foreign students or an English group. Over 2022–2025 its graduates passed FMGE at a combined 18.7% of 555 candidates, below the Russian average of about 25%, and below it in every report. We found no page that confirms English for all six years; entrance tests for foreigners are in biology and Russian.

Orel State University named after I.S. Turgenev (OSU, Russian ОГУ) is the main university of Oryol Oblast. The spelling Orel is the older English form; Oryol is the modern transliteration, and you will see both. According to English Wikipedia the present university was established on 1 April 2016 from two universities, and its roots go back to an industrial-pedagogical institute founded by decree of 5 August 1931. It is a public institution under the Russian Ministry of Science and Higher Education, not a private college. Medicine is taught in its Medical Institute, which is why people search for "Orel State Medical University", "Oryol State Medical University" or "Orel medical university Russia". There is no stand-alone medical university in Orel; all of those names lead to this Medical Institute.
Wikipedia puts the whole university at about 19,000 students from 55 countries. We found no official figure for Indian students and none for the Medical Institute alone, so we do not quote one. The NBEMS reports show that Indian graduates sit FMGE from Orel every year, with 72 to 169 candidates a session, so there is a real Indian community, but we cannot size it.

Orel State Medical University fees for Indian students
The university's international website has a page called "tuition fee" with the line: "The tuition fee for the 2026/2027 academic year". Under full-time specialty programmes it lists 31.05.01 General Medicine at 210,000 roubles. That is the only official figure we could read. The page does not say whether the price applies to foreign citizens, whether it is for a Russian-language or an English-language group, or for which year of study. The price orders for 2025/26 (No. 992, with ten annexes) are listed on the university's disclosure page, but we could not open them. Treat 210,000 roubles as the university's published price, not as a confirmed price for you.
Orel State University fee structure 2026-27
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years | ₹14.3 lakh |
In rupees, the Orel State Medical University fees work out to about ₹2.4 lakh a year in tuition at today's exchange rate, or about ₹14.3 lakh over six years if the price stayed flat, which makes it one of the lowest in our list. Agents quote higher numbers: one table has 320,000 roubles for the first year and 18,600 roubles for the hostel, and an aggregator lists 175,010 roubles without saying who it applies to. Because the official page and the agent figures differ and the language of instruction is unconfirmed, ask the international office which group you would join and what the contract says for all six years. Plan for a reserve of 10–20% for increases and for the rouble-rupee rate.
| Cost item | What we know for OSU |
|---|---|
| Tuition, General Medicine, 2026/27 | 210,000 RUB (international site; applicability to foreigners not stated) |
| Hostel | No official price; an agent quotes about 18,600 RUB a year |
| Medical insurance | Compulsory for foreign students; must be bought every year |
| Food | Most students cook; Orel is cheaper than Moscow |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then by train to Orel |
Compare OSU with other universities on the MBBS in Russia fees page, or see the lowest-fee universities in our list. At ₹2.4 lakh it is among the lowest fees there. Next to Kerala it is a different scale: the Kerala self-financing MBBS fee is about ₹8.1 lakh a year. A low fee also has a cost, because a low fee combined with an 18.7% FMGE pass rate means more students must retake the exam; see our Kerala versus Russia fee comparison.
Living cost in Orel
Beyond tuition and hostel, a monthly budget in Orel covers food, a mobile plan, local transport, study material and winter clothing. Orel is a city of about 300,000 people and is much cheaper than Moscow. We have no verified monthly figure; ask senior Indian students for their real spend. See also cost of living in Russia.
Hostel and hostel fees at Orel State University
OSU has student residences, and the university's rules for foreign students explain how they work. A foreign student who wants a place must sign a tenancy agreement within three working days after crossing the border and pay for it at the university cash desk. The agreement is signed at the dormitory management office in the Komsomolskaya Street building. After that the student gives the hostel manager the agreement, a referral with stamps from the accounts office, the student polyclinic and the passport and visa sector, and two photos. Smoking, alcohol and keeping the rooms unclean are banned, students clean their own room and take turns in the kitchen, and the summer months are paid even if you are at home.
We found no official hostel price. An agent quotes about 18,600 roubles a year, but it is not verified, so ask for the fee in writing. Families often ask about the girls hostel at Orel State Medical University and its fees. Ask which building first-year Indian students go to, whether girls are placed together, who is on duty at the entrance and whether there are cameras and access cards. After the February 2026 attack on students in a residence in Ufa, this is a fair question for any Russian university.
NEET cut-off and eligibility
OSU does not publish a NEET cut-off of its own. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE or practise in India:
- NEET-UG: qualified, result valid for three years. The NEET-UG 2026 qualifying score is 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (in 2025 it was 144, 127 and 113). The 3 May 2026 exam was cancelled after a paper leak and re-held on 21 June 2026; the result came on 16 July 2026.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
The university's admission rules for foreign citizens list two written entrance tests for General Medicine: Biology for foreign citizens and Russian language for foreign citizens, each with a minimum of 40 and a maximum of 100 points. A Russian-language test suggests that teaching may be in Russian, at least in part; see the language section below. Documents include the passport valid for at least 18 months, the legalised school certificate with mark sheet and certified Russian translations, a medical report, an HIV-absence certificate and health insurance valid in Russia. There is no published acceptance rate. See the full eligibility and documents list.

Is Orel State University taught in English?
This is the main question to ask. The official pages we read list General Medicine without naming a language of instruction, and the entrance tests for foreigners are in Russian and biology. Agent pages claim English medium; we found no university page that says so. The NMC requires the whole course in English, at least 54 months of study and a 12-month internship at the same university. If the course for foreigners is taught in Russian, it does not meet that requirement. Do not pay anything until the university tells you in writing, for your group, the language of every subject in all six years, including the clinical years.
Admission process at Orel State University
Apply to the international office
Send scans of your passport, Class 10 and 12 mark sheets and NEET score card to the university's international office, directly or through us. Ask which group you are applying to and in what language it is taught.
Entrance tests and contract
The university sets the tests in biology and Russian for foreign applicants. Read the contract for the fee for all six years, the language of instruction and the internship.
Invitation and visa
The university requests your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.
Travel to Orel and registration
Fly to Moscow through a Gulf hub or Delhi, then take the train to Orel. On the day of arrival, report to the passport and visa sector at Komsomolskaya Street 95, room 243, to register your stay.
The university is strict about the rules for foreigners: breaking migration or residence rules or missing the medical examination can lead to expulsion and deportation. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail, and our student visa guide covers the visa.
Ranking and recognition
Families search for the Orel State Medical University ranking and its world ranking. We found no ranking of this university that we could verify, and English Wikipedia lists none. For an Indian student a rank matters less than three checks:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask OSU for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. We did not check the WDOMS listing for OSU. Look it up yourself.
- FMGE results, below, which show how its Indian graduates actually do.
FMGE passing percentage of Orel State University
NBEMS publishes FMGE results for every foreign university, listing this one as "Orel State University Medical Institute" and "Oryol State University Medical Institute". OSU graduates have been below the Russian average in every report since 2022. In 2022, 19.6% passed (22 of 112) against a Russian average of 26.0%; in 2023, 10.3% (12 of 116) against 19.4%; in 2024, 23.7% (40 of 169) against 29.5%. In June 2025, 16.7% passed against 18.1%, and in December 2025 20.9% (18 of 86) against 30.9%. Over 2022–2025 combined, OSU passed 18.7% of 555 candidates, eighteenth of the 24 Russian universities with at least 300 candidates in our ranking.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 86 | 18 | 20.9% |
| June 2025 | 72 | 12 | 16.7% |
| 2024 | 169 | 40 | 23.7% |
| 2023 | 116 | 12 | 10.3% |
| 2022 | 112 | 22 | 19.6% |
| 2021 | 128 | 30 | 23.4% |
| 2020 | 113 | 17 | 15.0% |
The older "MCI passing ratio" is the same thing: FMGE was run for the Medical Council of India before the NMC replaced it. About four of five candidates from OSU did not pass in the last four years, and the gap to the Russian average has been between 1 and 10 points. A low fee does not offset that: failing FMGE means more years of coaching and fees. Compare OSU with every other university on the FMGE pass rate page, and read how FMGE works.
Safety in Orel for Indian students
Orel is in central Russia, about 330 km south-south-west of Moscow in a straight line. Oryol Oblast lies next to Bryansk and Kursk oblasts. The Indian Embassy in Moscow advised in August 2024 that Indians in the Bryansk, Belgorod and Kursk regions take precautions and relocate temporarily; Oryol was not named. But the region has been in the news: Russian and Ukrainian reports from December 2024 and May 2025 describe drone attacks on an oil depot and an industrial plant in the oblast, and the governor said debris from a drone fell on a thermal power plant in the city of Oryol, which limited heating and hot water in several districts. Ukrainian and Russian figures differ, and we found no 2026 report. We found no report of an attack on Indian students in Orel. That is not a promise of safety.
- Check the current advisory at mea.gov.in before travel, and again before each flight home, because the list of regions may change.
- Ask the university what security the hostel has: guards, entry control, cameras, rules for visitors.
- Keep the Indian Embassy in Moscow in your phone and register with it after arrival.
- Know how you would reach Moscow by train if flights were stopped; Orel's own airport is not working.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Orel for Kerala students
Orel is a city of 303,169 people at the 2021 census. It is a green, quiet provincial city on the Oka River, and the university is named after the writer Ivan Turgenev, who is linked to the region. The winter is cold: the mean temperature in January is about −6.1 °C and in July about 19.8 °C, so you need a proper winter jacket, boots and thermal wear from the first year. See our winter packing list and Indian food in Russia.
We found no verified information about Indian groceries or the size of the Malayali community in Orel, so ask the international office for the contacts of senior Indian students.

Where Orel State University is: distance to Moscow and how to get there from Kerala
Orel State University has its main building at Komsomolskaya Street 95 in Orel, central Russia. The distance from Orel to Moscow is about 330 km in a straight line. The nearest airport, Oryol Yuzhny, is described by English Wikipedia as "currently not working", so most students go by train from Moscow; a railway has linked the two cities since 1868. Check timetables before you travel.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a train to Orel. Orel keeps Moscow time, 2.5 hours behind India, so calls home are easy. For the wider picture see the universities page and the cities list.
Scholarships, syllabus and courses
We found no OSU scholarship that cuts tuition for Indian students as a rule. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. See MBBS in Russia scholarships.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask OSU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so students who learn basic Russian in the first two years cope much better. For a student at OSU, Russian is likely to matter from day one. We only cover General Medicine here; the Medical Institute also teaches other health programmes.
OSU compared with similar universities
Families shortlisting OSU usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Orel State University | Orel | ₹2.4 lakh | 18.7% |
| Kursk State Medical University | Kursk | ₹2.7 lakh | 21.6% |
| Stavropol State Medical University | Stavropol | ₹2.7 lakh | 13.0% |
| Chuvash State University | Cheboksary | ₹2.8 lakh | 27.7% |
At a similar fee, Chuvash and Kursk have had better FMGE results than OSU, and Stavropol has had worse. OSU's advantage is the low fee; its disadvantages are the unconfirmed English medium and the FMGE record. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
OSU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet). See FMGE versus NExT.
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Plan for a year or more between the OSU diploma and the first salary in India. What happens after MBBS in Russia explains the steps.
