Stavropol State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Stavropol State Medical University (StSMU) is a public medical university founded in 1937 in Stavropol, in southern Russia near the North Caucasus. Its official information sheet for foreign applicants gives 235,000 roubles (about ₹2.7 lakh) for the first year and a hostel at 24,107 roubles a year, among the lowest fees in our list. Its FMGE record is the other side of the story: 13.0% over 2022–2025, below the Russian average in every session. Read the fees, the results and the safety section together.
In short: StSMU is a public medical university in Stavropol, founded in 1937. Its official information sheet for foreign applicants gives 235,000 roubles (about ₹2.7 lakh) for the first year of General Medicine, the same for the line "with English included", and a hostel at 24,107 roubles a year. Over 2022–2025 its graduates passed FMGE at a combined 13.0% of 2,612 candidates, rank 22 of 24 universities with at least 300 candidates and well below the Russian average of about 25%. Stavropol is in the North Caucasus region; read the safety section.

Stavropol State Medical University is a federal state budgetary institution under the Russian Ministry of Health, so it is a public university, not a private college. English Wikipedia gives 26 May 1937 as the founding date (Russian Wikipedia says 25 May), when it opened as the Stavropol Medical Institute. It became the Stavropol State Medical Academy in 1994 and a university on 18 February 2013. The official address is Mira Street 310, Stavropol 355017. The main website is stgmu.ru, with an English site at eng.stgmu.ru, and a faculty page for foreign students.
The university's information sheet for foreign applicants (in Russian and English) lists General Medicine, Pediatrics and Dentistry. Dormitory No. 2 is for foreign students, in two- and three-bed corridor rooms, according to the English site. WDOMS lists the university and says a "General Medicine in English" programme started in 2005.
We found no official figure for Indian students or students from Kerala. The FMGE reports are a good indicator: 548 StSMU graduates sat FMGE in 2022, 623 in 2023, 719 in 2024 and 722 across the two sessions of 2025, which makes Stavropol one of the largest Indian student groups in any Russian university. If you search for "Stavropol State Medical University official website" or "website", the address is stgmu.ru; agent microsites that look like the university's own site are not.

Stavropol State Medical University fees for Indian students
StSMU sets its tuition in roubles. The best document we could read is its official "Information for foreign applicants" sheet, archived in March 2026. It gives the cost for the 2025 intake, set by the Academic Council, and says it may be indexed for inflation. The sheet lists these first-year prices:
| Programme (foreign citizens, 2025 intake) | Years | First year, roubles | First year, ₹ |
|---|---|---|---|
| General Medicine | 6 | 235,000 | ₹2.7 lakh |
| General Medicine with English included | 6 | 235,000 | ₹2.7 lakh |
| Pediatrics | 6 | 235,000 | ₹2.7 lakh |
| Dentistry | 5 | 305,000 | ₹3.5 lakh |
The English line costs the same as the Russian line. English is not priced as an extra here, which is worth confirming in the contract. An older StSMU page showed 176,000 roubles for the first year, so the fee has risen. The university lists the first-year price from its 2025/26 order No. 375-OD of 6 May 2025 on its paid-services page; the 2026 price pages and orders were not available to read, so we have no 2026-27 figure. Ask for it.
StSMU fee structure 2026-27
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years | ₹16.0 lakh |
| Hostel, 6 years | ₹1.6 lakh |
| Tuition and hostel, 6 years | ₹17.6 lakh |
The six-year block directly above multiplies the first-year fee by six: about ₹2.7 lakh a year and about ₹16 lakh over six years if the fee never rose. This is an estimate, because the sheet states the first-year price and says it may be indexed. Plan with a reserve of 10–20% for fee increases and the rouble-rupee rate, and ask whether the contract fixes the price for six years.
For a Kerala family: a Kerala government MBBS seat costs about ₹23,150 a year in tuition, a self-financing seat about ₹8.1 lakh a year (one college's 2025-26 provisional fee was ₹8,10,175) and an NRI seat about ₹22.7 lakh a year. StSMU tuition at ₹2.7 lakh a year is about a third of the Kerala self-financing fee. The low fee should be weighed against the FMGE record and the safety section, not seen alone.
| Cost item | What we know for StSMU |
|---|---|
| Tuition, 2025 intake | 235,000 RUB a year (official information sheet), same for the "with English included" line |
| Tuition, 2026-27 | Not found; ask for the current list |
| Hostel | 24,107 RUB a year (official sheet, 2025); an older page showed 22,160 RUB |
| Medical insurance | Compulsory for foreign students; ask what it covers |
| Food | Mostly cooked in hostel kitchens; no verified monthly figure for Stavropol |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then about 3.3 hours by air to Stavropol |
Compare StSMU with other universities on the MBBS in Russia fees page. It is among the lowest-fee universities in our list, in the same range as Kursk and Kabardino-Balkarian State University.
Living cost in Stavropol
A student's monthly budget in Stavropol is made of food (mostly cooked in the hostel kitchen), a mobile plan and internet, local transport and study material, with less spending on winter clothing than in the Urals. Stavropol is a city of about 547,000 people (2021 census) and is usually cheaper than Moscow. We have no verified monthly figures, so we give none. Ask senior Indian students for their real monthly spend before you fix the family budget.
StSMU hostel and hostel fees
The official sheet gives the hostel at 24,107 roubles a year for 2025 (about ₹27,000), and another StSMU page showed 22,160 roubles earlier. Dormitory No. 2 is the one for foreign students, in corridor-type rooms for two or three people. Ask the international office to confirm the 2026-27 fee, the room type, kitchens, heating, the distance to classes and the teaching hospitals, and whether a place is kept for all six years.
Parents often ask about the girls hostel at StSMU. Russian university residences usually allocate rooms or floors by gender, but the rules differ. Ask how female students are placed, what security there is at the entrance and who can visit. Given the safety context below, ask also about entry control and what happens in an emergency.
NEET cut-off and eligibility for StSMU
We found no NEET cut-off set by StSMU above the national qualifying score. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE:
- NEET-UG: qualified, result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
An official StSMU page says the entrance tests can be taken in Russian or English. We have no published acceptance rate. In practice, applicants who meet the criteria and apply on time are usually admitted, and the real filter is FMGE six years later. With a pass rate of 13.0%, a student with a weak NEET score should think hard about the exam ahead. See the full eligibility and documents list.

Apply and send documents
Send scans of your passport, Class 10 and 12 mark sheets and NEET score card to the faculty for foreign students, directly or through us.
Admission letter and contract
The university checks the documents and issues an admission letter and a contract. Read it for the fee, the language of instruction, the hostel and the internship.
Invitation and visa
The university applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.
Travel to Stavropol
Fly to Moscow through a Gulf hub or Delhi, then take a domestic flight to Stavropol Shpakovskoye Airport. The university completes your migration registration after arrival.
Groups for foreign students usually start in September. Apply soon after the NEET result, because the invitation and visa take several weeks. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail.
Ranking and recognition: StSMU ranking and "MCI approved"
Families search for the Stavropol State Medical University ranking and often add "MCI approved". We found no placement in the main global rankings for medicine. The only ranking that matters for an Indian family is our own FMGE ranking, in which StSMU is 22nd of 24 universities with at least 300 candidates in 2022–2025. As for "MCI approved", the MCI no longer exists, and the NMC that replaced it keeps no list of approved foreign universities. Three things matter:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. Ask StSMU for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. StSMU is listed in WDOMS, which says the "General Medicine in English" programme started in 2005 and lasts six years.
- FMGE results, below, which show how its Indian graduates actually do.
The language position is better than at many universities: the information sheet has an "English included" line at the same price, and WDOMS describes an English programme. What the university does not state is whether Russian is introduced in later years; ask in writing.
FMGE passing percentage of Stavropol State Medical University
NBEMS publishes FMGE results for every foreign university. StSMU graduates have been below the Russian average in every session we have data for. In 2022, 12.8% passed (70 of 548) against a Russian average of 26.0%; in 2023, 8.2% (51 of 623) against 19.4%; in 2024, 18.4% (132 of 719) against 29.5%. In June 2025, 8.4% passed (27 of 321) against 18.1%, and in December 2025 15.0% (60 of 401) against 30.9%. Over 2022–2025 combined, 340 of 2,612 candidates passed, which is 13.0%, against a Russian combined figure of about 25%. In 2020 it was 9.9% (43 of 436) and in 2021 13.1% (62 of 472).
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 401 | 60 | 15.0% |
| June 2025 | 321 | 27 | 8.4% |
| 2024 | 719 | 132 | 18.4% |
| 2023 | 623 | 51 | 8.2% |
| 2022 | 548 | 70 | 12.8% |
| 2021 | 472 | 62 | 13.1% |
| 2020 | 436 | 43 | 9.9% |
These are large groups, so the percentages are stable and not noise: roughly seven in eight candidates did not pass in the last four years, and StSMU ranks 22nd of the 24 larger universities in our ranking by FMGE results. We do not know the reasons. They could include the language of teaching in later years, the level of the intake, or how well the university prepares students for an exam set in India. The older "MCI passing ratio" is the same exam. Compare StSMU with every other university on the FMGE pass rate page, and ask the university and its recent Indian graduates what they did differently to pass.
Safety in Stavropol: read this before you decide
North Caucasus region. Stavropol is in southern Russia, about 1,230 km from Moscow in a straight line, and is usually counted with the North Caucasus region together with Nalchik, Vladikavkaz and Makhachkala. It is not on the Ukrainian border and is not one of the regions in the Indian Embassy's August 2024 advisory, which advised Indians in the Bryansk, Belgorod and Kursk regions to take precautions and relocate temporarily. But the region sits next to the neighbouring republics of the North Caucasus, and flights to Stavropol Shpakovskoye Airport have been subject to short restrictions by the aviation authority (for example on 30 September 2025, and on 8 May 2026 with same-day resumption). Check the current advisory at mea.gov.in before you decide, and again before each trip.
We cannot tell you that Stavropol is safe, and we cannot tell you that it is unsafe. We found no published incident involving StSMU's students, and we do not list any. Here is what to ask and do:
- Read the advisory yourself. Whether the Indian Embassy in Moscow has issued or changed advice for the Stavropol region is something only the MEA and the Embassy can tell you. Read the latest text, not a summary from an agent.
- Ask about flights. Airport restrictions can delay your arrival or departure at exam time. Ask the university what happens if you miss a start date or an exam because of a closure, and keep a flexible ticket.
- Keep the course in one place. The NMC rules require in-person clinical training and the whole course in one institution, finished within 10 years. If students were moved or taught online for a long period, the degree might fail the NMC conditions. Ask the university in writing what it would do.
- Ask about the hostel. What entry control, guards and emergency procedures does Dormitory No. 2 have, and who is the contact person for parents?
- Register with the Indian Embassy in Moscow after arrival and keep its numbers in the phone.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Stavropol for Kerala students
Stavropol is a city of about 547,000 people (2021 census) in southern Russia. The climate is the mildest of the universities in this group: the January mean is about −2.3 °C and the July mean about 22.9 °C (1991–2020 averages), so winters are cold but far from Siberian, and summers are warm. A winter jacket, boots and thermals are still needed.
With hundreds of StSMU graduates sitting FMGE each session, the Indian community in Stavropol must be large, and a student from Kerala is unlikely to be the only Malayali in the year. We have no verified information on Indian groceries or restaurants in Stavropol, so ask senior students what they cook and where they shop, and ask us to connect you with a Malayalam-speaking counsellor. Stavropol uses Moscow time, two and a half hours behind India.

Where StSMU is: distance to Moscow and how to reach Stavropol from Kerala
Stavropol State Medical University is in Stavropol, in southern Russia. The distance from Stavropol to Moscow is about 1,230 km in a straight line. The nearest airport is Stavropol Shpakovskoye Airport (STW), which is operating but subject to the short restrictions mentioned above; a flight from Moscow takes about 3.3 hours. There is no direct train from Moscow; the trip takes about 23.5 hours with a change at Kavkazskaya.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic flight to Stavropol. Read more on the universities page and the map of all cities.
Scholarships, syllabus and courses
We found no StSMU scholarship that cuts tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on education-in-russia.com; competition is high and places in medicine are few. Indian families should plan to pay the full fee.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask StSMU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so students who learn basic Russian in the first two years cope much better. Besides General Medicine, the information sheet lists Pediatrics (six years) and Dentistry (five years).
StSMU compared with similar universities
Families shortlisting StSMU usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Stavropol State Medical University | Stavropol | ₹2.7 lakh | 13.0% |
| Kursk State Medical University | Kursk | ₹2.7 lakh | 21.6% |
| Kabardino-Balkarian State University | Nalchik | ₹2.8 lakh | 25.5% |
| Perm State Medical University | Perm | ₹4.1 lakh (order, English, 2025-26) | 27.7% |
At a similar fee, Kursk and Kabardino-Balkarian, and at about ₹1.4 lakh a year more Perm, have all had better FMGE results than StSMU. Perm is not on the border or in the Caucasus; Kursk and Nalchik have their own safety issues. StSMU's advantages are its explicit English line at the same price, its published hostel fee and its large Indian community. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
StSMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. With a pass rate of 13.0%, FMGE should be a central part of your planning: budget for coaching and for repeated attempts, and allow more than a year between the diploma and the first salary in India.

Stavropol State Medical University: Frequently Asked Questions
What is the MBBS fee at Stavropol State Medical University for Indian students?
The university's information sheet for foreign applicants gives 235,000 roubles for the first year of General Medicine, and the same for the "with English included" line, about ₹2.7 lakh at the Central Bank of Russia rate of 15 October 2026. The figure is for the 2025 intake and may be indexed, and we did not find the 2026-27 price. Hostel, food, insurance and flights are extra.
What are the hostel facilities and hostel fees at Stavropol State Medical University?
The sheet gives the hostel at 24,107 roubles a year (2025). Dormitory No. 2 is for foreign students, in corridor rooms for two or three people. Ask the international office to confirm the current fee, the security arrangements and that a place is kept for all six years.
What NEET score is required for admission to Stavropol State Medical University?
You need the NEET-UG qualifying score for your category: in NEET-UG 2026 that was 213 out of 720 for general and EWS candidates and 177 for SC, ST and OBC (in 2025 it was 144 and 113). We found no higher cut-off set by the university; an official page says entrance tests can be taken in Russian or English.
Does MBBS at Stavropol State Medical University meet NMC rules and is it taught in English?
The university lists "General Medicine with English included" at the same price and WDOMS describes an English programme, but neither says that all six years are in English. The NMC requires the whole course in English, at least 54 months of study and a 12-month internship at the same university. Ask for written confirmation of each point.
Are there students from Kerala at Stavropol State Medical University, and is Indian food available in Stavropol?
There is no official count, but 2,612 StSMU graduates sat FMGE in 2022–2025, so the Indian group is among the largest in Russia and Malayali students are very likely. We have no verified information on Indian groceries or restaurants in Stavropol. Ask the university for contacts of current Indian students, and ask us for a Malayalam-speaking counsellor.
