Belgorod State National Research University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students

Belgorod State National Research University (BelSU) lists General Medicine in English for 2026-27 at 407,000 roubles a year (₹4.6 lakh). Its graduates passed FMGE at 12.1% over 2022–2025, and only 2.4% and 4.7% in the two 2025 sessions. Belgorod is on the Ukrainian border, its airport is closed and the Indian Embassy advised precautions in August 2024: read the safety section before you apply.

In short: BelSU is a state national research university whose roots go back to a teachers' institute of 1876, with a Medical Institute at Pobedy Street 85, Belgorod. Its English-programmes page lists General Medicine for 2026-27 at 407,000 roubles a year (about ₹4.6 lakh). Over 2022–2025 its graduates passed FMGE at a combined 12.1%, against a Russian average of about 25%, and the two 2025 sessions were 2.4% and 4.7%. Belgorod borders Ukraine, its airport has been closed since February 2022 and the Indian Embassy advised in August 2024 that Indians take precautions and relocate temporarily from the region.

Belgorod State National Research University is a federal state autonomous institution under the Ministry of Science and Higher Education, not the Ministry of Health. It descends from the Belgorod Teachers' Institute (Russian Wikipedia gives the origin as 1876, without further years) and carries the "national research" status. Medicine is taught at its Medical Institute, at Pobedy Street 85, building 10, in Belgorod. We did not find the date on which the Medical Institute was created.

BelSU lists General Medicine among its degree programmes in English; whether the whole course is taught in English is not stated on the page we could read. We found no official count of Indian students, and we could not confirm a World Directory of Medical Schools listing for BelSU, so check WDOMS yourself. The international office email on the university site is [email protected].

Belgorod State National Research University fees for Indian students

The university's English-language admission page ("Degree programs in English") lists 31.05.01 General Medicine at the Medical Institute, six years, with a 2026-27 tuition of 407,000 roubles a year. A separate "Specialists training" page lists the same specialty at 326,000 roubles, which is probably the Russian-language programme; confirm which price applies to your group. An older BelSU page gave US$4,900 for 2021-22. Agents quote US$3,600 and US$5,000 a year; we use the university's figure.

Tuition, 6 years₹27.6 lakh
Converted at the Central Bank of Russia rate of 2026-10-15. Food, insurance, visa and flights are extra; see the fees page.

In rupees, the BelSU fee for 2026 works out to about ₹4.6 lakh a year in tuition at today's exchange rate, or about ₹28 lakh over six years if the fee never rose. The 326,000-roubles line would be about ₹3.7 lakh a year. Plan with a reserve of 10–20% for fee increases and for the rouble-rupee rate. Tuition is paid in roubles to the university's account, per year or per semester. Ask the university to state in the contract whether the fee is fixed for all six years.

Compare BelSU with other universities on the MBBS in Russia fees page. Its tuition is in the upper-middle of our list, above Penza and Rostov and slightly below Dagestan (₹4.6 lakh against ₹4.8 lakh a year).

Living cost in Belgorod

Beyond tuition and hostel, a student's monthly budget in Belgorod is made of food, a mobile plan and internet, local transport, study material and winter clothing. Belgorod has 339,978 people (2021 census) and is cheaper than Moscow. We have no verified price list for the city, so ask senior students for their real monthly spend before you fix the family budget.

Hostel and hostel fees

The university's site says foreign students live in halls of residence, normally in shared rooms with common kitchens. No hostel price appears on the page we could read. Agents give US$400 a year on one page and US$1,000 on another, a spread that shows nobody has a published figure. Ask the international office for the BelSU hostel fee in writing, whether it is charged per month or per year, and where the hostel is relative to the Medical Institute.

Parents often ask about the girls hostel. We found no BelSU statement on it. Ask how rooms are allocated, whether female students are placed together, what security there is at the entrance, and what arrangements exist if the region issues an air-raid alert at night (see the safety section).

NEET cut-off and eligibility

BelSU does not set a NEET cut-off above the national qualifying score that we could find. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot practise in India:

  • NEET-UG: qualified, result valid for three years. In NEET-UG 2026 the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (144, 127 and 113 in 2025).
  • Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
  • Age: 17 by 31 December of the admission year.

We found no published entrance exam for foreign applicants. Ask whether BelSU holds an interview or a test in biology and chemistry. There is no published acceptance rate. Students who meet the criteria and apply on time are usually admitted, so the real filter is FMGE six years later, and BelSU's FMGE record makes this the main question for a family. See the full eligibility and documents list.

Admission process at BelSU

  1. Apply and send documents

Send scans of your passport, Class 10 and 12 mark sheets and NEET score card to the university's international office, directly or through us.

  2. Admission letter and contract

The university checks the documents and issues an admission letter. Read the contract for the fee, the language of instruction and the internship.

  3. Invitation and visa

The university applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.

  4. Travel to Belgorod

Fly to Moscow through a Gulf hub or Delhi, then take the train to Belgorod, since Belgorod airport is closed. Check the Indian Embassy's current advice before you book. The university completes your migration registration after arrival.

Apply soon after NEET results, because the invitation and visa take several weeks. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail.

Ranking and recognition

Families search for the BelSU ranking in Russia or its world ranking. We could not verify a ranking position for BelSU. Rankings also say little about what matters for an Indian student. Three things matter more:

  • NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask BelSU for written confirmation of each point. See NMC rules.
  • World Directory of Medical Schools. We could not find a BelSU record in two searches, and WDOMS blocks automated access, so the status is unconfirmed rather than "no". Check the directory yourself; an Indian graduate needs a degree from a recognised medical school.
  • FMGE results, below, which show how its Indian graduates actually do.

FMGE passing percentage of Belgorod State National Research University

NBEMS publishes FMGE results for every foreign university. BelSU's graduates passed above the Russian average only in 2020 and 2021, and have been well below it since. In 2022, 25 of 135 passed (18.5%) against a Russian average of 26.0%; in 2023, 8 of 101 (7.9%) against 19.4%; in 2024, 14 of 94 (14.9%) against 29.5%. In June 2025, 1 of 41 passed (2.4%) against 18.1%, and in December 2025, 2 of 43 (4.7%) against 30.9%. Over 2022–2025 combined, 12.1% of 414 candidates passed, twenty-third among the 24 Russian universities with at least 300 candidates in our ranking.

Source: NBEMS FMGE reports. Annual figures combine both sessions.

We do not know the reasons: teaching quality, language of instruction, disruption in the region or the mix of students could all matter, and the NBEMS data do not say. What we can say is that BelSU's two 2025 sessions are among the lowest we list. The older "MCI passing ratio" is the same thing as FMGE. Compare BelSU with every other university on the FMGE pass rate page. A student who chooses BelSU should ask the university for its current FMGE support, not only for the fee.

Safety: studying in Belgorod near the Ukrainian border

Border region. The Belgorod region lies directly north of Ukraine. Belgorod International Airport has had civil traffic suspended indefinitely since February 2022, and no reopening date was found in sources up to August–September 2026. In August 2024 the Indian Embassy in Moscow advised Indian nationals in the Bryansk, Belgorod and Kursk regions to take precautions and relocate temporarily outside those regions because of the security situation. We found no later advisory withdrawing it. Check the current position at mea.gov.in and with the embassy before you apply and again before you travel.

Russian regional authorities and conflict-event trackers have reported drone and shelling attacks in the Belgorod region through 2026, with civilians killed and injured; one tracker listed attacks on several days of February, July and August 2026. We cannot verify the counts, and the reports come from sources that can be partisan, but the direction is clear: the risk has not gone away. In December 2023 a strike on Belgorod city killed more than 20 people, according to Russian authorities and international news agencies.

We found no incident involving Indian students at BelSU in the sources we checked. What we suggest for a family considering this university:

  • Ask the university in writing how it protects students during alerts: shelters, evacuation rules and whether classes move online.
  • Ask what happens to your fees and your place if the university or the region moves classes or you decide to leave.
  • Keep the Indian Embassy in Moscow in your phone and register with it after arrival.
  • Travel only via Moscow and then by train; the airport is closed, and Belgorod is not a place to arrive by an improvised route.
  • Never accept a job or "contract" offer that involves the Russian military.

Many families choose another city for this reason alone. We will say so honestly if you ask which universities with similar fees are in safer regions.

Life in Belgorod for Kerala students

Belgorod is a city of about 340,000 people in the south of central Russia, with a milder climate than the Urals or Siberia. Long-term averages are −6.1 °C in January and 21.8 °C in July. Winters are cold with snow and a good jacket, boots and thermal wear are needed, but frost of −30 °C is not typical. Summers are warm.

Illustration: even in the milder south of Russia, plan winter clothing for the first year.

We found no verified information on Malayali students or on Indian food in Belgorod. Most Indian students in regional cities cook in the hostel kitchen. Ask the university how many Indian students are enrolled now, and ask us: we can connect you with families whose children are already in Russia.

Belgorod: 580 km from Moscow in a straight line; local time is 2.5 h behind India.

BelSU is in Belgorod, about 580 km south of Moscow in a straight line, in a region that borders Ukraine. Belgorod International Airport (EGO) is closed. The nearest working airports are the Moscow airports (Sheremetyevo, Domodedovo and Vnukovo), and the train from Moscow takes about 7.3 hours, with the Lastochka service running about three times a day.

From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then the train to Belgorod. Belgorod time is 2.5 hours behind India. Read more on the universities page and the map of all cities.

Scholarships, syllabus and courses

We found no BelSU scholarship that reduces tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. Indian families should plan to pay the full fee.

The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask BelSU for its own curriculum before you sign:

YearsMain subjects
1–2Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language
3Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery
4–5Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry
6Clinical rotations in hospitals and the state final examinations

The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Clinical training involves Russian-speaking patients, so students who learn basic Russian in the first two years cope much better. The programme we can confirm for foreign students is the six-year General Medicine specialist course.

BelSU compared with similar universities

Families shortlisting BelSU usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.

UniversityCityTuition per yearFMGE 2022–2025
Belgorod State National Research UniversityBelgorod₹4.6 lakh12.1%
Mari State UniversityYoshkar-Ola₹4.8 lakh (agent figure)28.2%
Penza State UniversityPenza₹4.4 lakh30.2%
Dagestan State Medical UniversityMakhachkala₹4.8 lakh (price order, English track, 2026-27)11.7%
Fees at the Central Bank of Russia rate of 15 October 2026. BelSU's figure is from its English-programmes page; Penza's is from its 2026-27 applicant list; Mari's is an agent quote. Confirm current fees with each university.

At a similar fee, Mari and Penza have had FMGE results more than twice as high as BelSU's and are not in a border region. BelSU's advantages are a university tuition figure that is published and a Moscow rail link; against that stand the FMGE record, the closed airport and the security position.

After graduation: FMGE, internship and registration in Kerala

BelSU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:

  1. Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
  2. Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
  3. Register with the Travancore-Cochin Medical Council to practise in Kerala.

After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. Plan for a year or more between the diploma and the first salary in India. Degree documents are attested through the MEA apostille and, in Kerala, via NORKA Roots.
