Its FMGE pass rate was 27.7% over 2022 to 2025 (716 of 2,588), ninth of 24 universities. The January mean is −12.5 °C, colder than Moscow, Kazan, Ufa or Orenburg.

Medical university in Perm, Russia

Perm State Medical University named after Academician E.A. Wagner (PSMU, founded 1916, Petropavlovskaya str. 26) is the only medical university in Perm on this site. The facts that matter are below. Fees are converted at the Central Bank of Russia rate of 15 October 2026.

Fee. Order No. 199-osn of 30 May 2025 "on the cost of study for foreign citizens in 2025-2026", Annex 1, gives two columns for foreign students: 362,000 roubles a year for study in English (about ₹4.1 lakh) and 320,000 roubles for study in Russian (about ₹3.6 lakh). It is the price for the new 2025/26 intake, first year; there was no 2026/27 order in the May 2026 snapshot, so ask for the current list. An older single-line order for all students gives 270,000 roubles and is not the foreigner price. We found no hostel fee on a PSMU page, so ask for it.

Language. The English column in the order and a "Training of foreign students" section on the English site show that an English track exists, and university news refers to "students studying in English". We found no page that states English for all six years including the clinical rotations. Ask PSMU to confirm it in writing, because the NMC requires English throughout.

FMGE. The number of PSMU candidates grew from 20 in 2021 to 944 in 2024, which means the Indian group has become large very quickly. 31.2% passed in 2022 (50 of 160), 25.8% in 2023 (170 of 658), 31.2% in 2024 (295 of 944), 19.8% in June 2025 (70 of 353) and 27.7% in December 2025 (131 of 473). Over 2022 to 2025, 716 of 2,588 passed (27.7%), above the Russian average of about 25%. Even in the weak June 2025 session PSMU, at 19.8%, was above the Russian average of 18.1%. See the FMGE pass rate page for all universities, and compare with Ufa and Kazan.

A fast-growing group has a side effect: classes and hostels fill up. Ask PSMU how many students are in an English-track group, how many are in the hostel and what the clinical-base arrangements are for a group of this size.

Ask the university or us for current students from Kerala, and ask them where they buy rice, spices and vegetables and how they cook in the hostel. More on Indian food in Russia.

Is Perm safe for Indian students?

Perm is in the western Urals, far from the border with Ukraine and not in the North Caucasus. We know of no published incident involving Indian students at PSMU. Check the advisory at mea.gov.in before each trip, register with the Indian Embassy in Moscow after arrival, keep copies of your documents with your parents and ask about hostel security. Never accept a job or contract offer connected with the military. See is MBBS in Russia safe.
