Voronezh State Medical University (Burdenko): MBBS Fees, FMGE, Closed Airport and Safety for Indian Students
Voronezh is a city of about 1.06 million people, 470 km south of Moscow in a straight line. Its airport has been closed to civil flights since February 2022, a Ukrainian drone attack killed a woman there in January 2026, and the Indian Embassy's 2024 precaution notice covered regions to its west. This page gives the Burdenko University fee, FMGE record, route by train and an honest safety section.
In short: Voronezh State Medical University named after N.N. Burdenko is a public university founded in 1918. Its 2026-27 price list for far-abroad foreign citizens gives General Medicine "with elements of English" at 430,000 roubles for the first course, about ₹4.9 lakh. Its FMGE rate was 19.1% in 2022–2025, below the Russian average of about 25%. Voronezh airport has been closed since February 2022, so you go by train from Moscow in 6.5 to 8 hours. The city lies in a region that has been hit by Ukrainian drones, and families should weigh that seriously.
Medical universities in Voronezh, Russia
Voronezh State Medical University named after N.N. Burdenko (VSMU, also written VSMU Burdenko or Voronezh Medical University) is a federal public university under the Russian Ministry of Health. Russian Wikipedia gives 12 November 1918 as its founding date; the World Directory of Medical Schools traces the roots to a medical department of 1802. The address is Studencheskaya Street 10, Voronezh 394036. The WDOMS lists the university, though its old record shows Russian only as the language.
Fee from the 2026-27 list. The university's list of educational services and fees for 2026-27 (appendix to order No. 280 of 5 May 2026, amended by rector's order No. 326 of 29 May 2026) has a section for foreign citizens from far abroad. General Medicine "with elements of the English language" costs 430,000 roubles for the first course, and 412,980 for the second and third courses, 386,130 for the fourth and fifth and 384,205 for the sixth. At the Central Bank of Russia rate of 15 October 2026 the first year is about ₹4.9 lakh. The Russian-language line is 400,000 roubles for the first course (about ₹4.5 lakh). The later numbers are the 2026-27 prices for students who are already in those courses, not the path of one new student, so we do not add them up. Ask for a signed contract that says what a 2026 entrant pays in years two to six.
The university's brochure for international applicants, from 2023-24, gave 340,000 and 280,000 roubles without clear labels, so the fee has risen since. The brochure also quoted a hostel "starting from" 300 US dollars a year (about ₹28,500) in the city centre near the main building. Agents say 700 dollars or 80,000 roubles. Treat the hostel figure as open until the university confirms the room type and the term.
Language and admission. "With elements of English" is not full English medium. The university lists an English-medium General Medicine programme with entrance tests in chemistry and English, both online, and an extra admission window from 18 August to 22 October 2026. We found no statement on when Russian takes over. The NMC rules need at least 54 months of English; see the NMC rules, and ask VSMU for a plan of language by year.
FMGE. NBEMS reports show 19 of 121 passing in 2022 (15.7%), 17 of 146 in 2023 (11.6%), 55 of 196 in 2024 (28.1%), 13 of 89 in June 2025 (14.6%) and 16 of 77 in December 2025 (20.8%). The total is 120 of 629, or 19.1%, in 2022–2025, 17th of 24 in our FMGE ranking. Only 2024 came near the Russian average of 29.5%. The rate is lower than the better-ranked cities, such as Nizhny Novgorod or Penza, for a similar fee.

How to reach Voronezh from Kerala
Voronezh International Airport (VOZ) has had no civil flights since the airspace restrictions of 24 February 2022. Russian press in August 2026 still described it as closed, and the transport ministry was only reviewing reopening in January 2026. Do not book a flight to Voronezh. From Kochi, Thiruvananthapuram or Kozhikode, fly to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then take a Lastochka train of about 6.5 hours (older trains take about 8 hours) to Voronezh. Voronezh is about 470 km from Moscow in a straight line.
Train services can be rescheduled at short notice. Ask the university who receives students in Moscow, whether you travel as a group and where to go if a train is cancelled. Keep a buffer night in Moscow, and keep the cost of a hotel in your budget.

Is Voronezh safe for Indian students?
Voronezh is not a North Caucasus city, but it is much closer to the war than Moscow or Nizhny Novgorod, and families should look at the facts. On the night reported by Al Jazeera on 11 January 2026, a Ukrainian drone attack killed a young woman and wounded three people. Governor Alexander Gusev said more than ten apartment buildings, private houses and a school were damaged, that air defence shot down 17 drones and that it was one of the heaviest attacks since the war began. In January 2024 officials declared a state of emergency in the city after a drone attack. The civil airport is closed.
The Indian Embassy's August 2024 notice advised precautions and temporary relocation for Indians in Bryansk, Belgorod and Kursk regions only; Voronezh is not named, and we found no newer Indian notice for it. The UK Foreign Office advises against all travel to Russia. An old, undated MEA advisory for Indian students also cited police statistics that put Voronezh behind only Saint Petersburg and Moscow for attacks on foreign students at the time, so ask about hostel security and avoid walking alone at night. In February 2026 a teenager injured four Indian students in a hostel at Bashkir State Medical University in Ufa. India's Ministry of External Affairs warns Indians against offers of service in the Russian armed forces.
Ask VSMU in writing about shelter and alert procedures, what happens to classes during attacks, and whether it would help students leave. Then decide with your family. If you cannot accept this risk, universities in Kazan, Nizhny Novgorod or Penza are farther from the border; see Is MBBS in Russia safe?.
