MBBS in Kaliningrad, Russia: Immanuel Kant Baltic Federal University, Fees, FMGE, Travel and Safety

Kaliningrad is a Baltic port city of about 490,000 people. It is a Russian exclave between Poland and Lithuania, about 1,090 km from Moscow, and the home of the Institute of Medicine at Immanuel Kant Baltic Federal University (IKBFU). Its English-medium General Medicine programme is listed at 347,300 roubles a year, and its first 148 FMGE candidates passed at 49.3%. This page covers the fee, the numbers, the route from Kochi and the exclave's special position.

In short: Immanuel Kant Baltic Federal University (IKBFU) is a federal university whose Institute of Medicine and Life Sciences teaches General Medicine in English, per the university's page. FMGE: 73 of 148 passed (49.3%) in 2023–2025, the highest rate in this section, but only 148 candidates, so it is not ranked. Medical universities in Kaliningrad, Russia

Immanuel Kant Baltic Federal University (IKBFU, also Kant University or Baltic Federal University) is a federal autonomous university under the Russian Ministry of Science and Higher Education, not under the Ministry of Health. Its medical programme sits in the Institute of Medicine and Life Sciences, at A. Nevskogo Street 14, Kaliningrad 236041. The World Directory of Medical Schools lists the institute, dates instruction to 1947 for the Russian-language programme and 2017 for the English programme, and gives Russian and English as languages.

Fee. The Study in Russia portal, run by Rossotrudnichestvo, lists General Medicine at IKBFU, taught in English, for 6 years at 347,300 roubles a year, with 200 contract places and no budget places. At the Central Bank of Russia rate of 15 October 2026 that is about ₹3.9 lakh a year. The date of the listing is unknown, and we did not find a university price order, so ask IKBFU for the signed price of your intake. The university says the dormitory fee is separate from tuition; we found no amount. It lists 13 to 15 dormitories and gives priority to students from visa countries, which includes India.

Language. The university's programme page says "General Medicine (English medium), 6 years, language of instruction English". This is the strongest statement of full English instruction among the universities in this section; it is the university's own, and it does not say whether the clinical years need Russian. Because the NMC requires at least 54 months in English and a 12-month internship at the same university, still ask for a written plan by year. See the NMC rules.

Indian students. An official Institute of Medicine page says 134 international students from India, Brazil, Mexico, Egypt, Morocco and other countries study there. The page is undated and does not break the number down by country, so we cannot say how many are Indian or from Kerala. Ask for the number of Indian students in your intake.

FMGE. The English programme began in 2017, and the first FMGE batch in the NBEMS reports we use is 2023: 11 of 26 passed (42.3%). In 2024, 28 of 58 passed (48.3%); in June 2025, 10 of 19 (52.6%); in December 2025, 24 of 45 (53.3%). That is 73 of 148, or 49.3%, in 2023–2025, against about 25% for Russia, and the rate beat the Russian average in every session. With 148 candidates in 2023–2025, fewer than the 300 needed for a fair rate, IKBFU is outside our FMGE ranking; its result is based on a few batches and small numbers, so check the next report before you rely on it. Compare it with the ranked universities on the FMGE pass rate page.

Kaliningrad weather for Kerala students

Kaliningrad has a maritime Baltic climate. The mean temperature is −1.2 °C in January and 18.5 °C in July (1991–2020, Wikipedia). Winters are among the mildest in this section, and the maritime air is damper than inland. Summers are cool.

  • Winter: a waterproof insulated coat, waterproof boots with grip, thermal wear and an umbrella or hooded jacket; wet snow and rain are more usual than deep frost.
  • Summer: a light jacket is useful even in July.
  • Time: Kaliningrad is one hour behind Moscow and 3.5 hours behind India, so evening calls home are late.

Kaliningrad is separated from the rest of Russia by Poland and Lithuania, and there is no direct flight from Kerala to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow (or Saint Petersburg) via Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic flight to Khrabrovo Airport (KGD), about 2.8 hours from Moscow. An overnight train from Moscow takes about 20 hours (19 to 21.5 hours on aggregators), but the line runs through other countries; we have not verified the transit rules for Indian citizens, so fly unless the university tells you otherwise in writing.

Kaliningrad is about 1,090 km from Moscow in a straight line. Ask the university where it meets the group and whether you need a ticket from Moscow booked by the university or by yourself.

Indian students and food in Kaliningrad

The Institute of Medicine reports 134 international students, with India named first among the countries. We have no verified list of Indian shops or restaurants in Kaliningrad and no count of Malayali students. Ask IKBFU to connect you with current Indian students, preferably from Kerala, before you pay, and ask about hostel kitchens. See Indian food in Russia.

Is Kaliningrad safe for Indian students?

Kaliningrad is not in the North Caucasus and is not near the Ukrainian front. We found no published attack on Indian students there. The city's special position is a different risk. It is a Russian exclave surrounded by two NATO states, and in early 2026 Russia and NATO exchanged sharp warnings about it; Anadolu reported on 5 October 2026 that President Putin repeated a warning at the Valdai forum. The Baltic Fleet is based in the region. On 25 May 2026 Khrabrovo airport was closed for about two hours in what media called the first drone alert for the exclave. The Indian Embassy's August 2024 notice named only Bryansk, Belgorod and Kursk regions.

The UK Foreign Office advises against all travel to Russia. India's Ministry of External Affairs asks Indians not to accept offers of service in the Russian armed forces. In February 2026 a teenager injured four Indian students in a hostel at Bashkir State Medical University in Ufa. Ask IKBFU about hostel security, avoid walking alone late at night, carry copies of your passport and registration, and register with the Embassy of India in Moscow. Because leaving the exclave depends on one airport, ask the university about its plan if flights stop. Read Is MBBS in Russia safe?.
