Stavropol State Medical University: MBBS Fees, FMGE, Travel and Safety for Indian Students
Stavropol is a city of about 547,000 people in the foothills of the North Caucasus, 1,230 km from Moscow in a straight line. Stavropol State Medical University has taught Indian students for years: 2,612 of its graduates sat FMGE in 2022–2025, the largest group in this section, and 13.0% passed. Its fee is among the lowest we found. This page sets the fee, the pass rate and the regional safety position side by side.
In short: Stavropol State Medical University (StSMU) is a public university founded in 1937. Its brochure for foreign applicants gives General Medicine, and the line "with English included", at 235,000 roubles for the first year of the 2025 intake, about ₹2.7 lakh, with a hostel at 24,107 roubles a year. It has the largest Indian FMGE group here, 2,612 candidates in 2022–2025, but only 13.0% passed, twenty-second of 24 ranked universities. Stavropol airport is open but is sometimes closed for hours by drone restrictions, and Stavropol Krai is part of the North Caucasus.
Medical universities in Stavropol, Russia
Stavropol State Medical University (StSMU, also Stavropol Medical University or Stavropol State Medical Academy) is a federal public university under the Russian Ministry of Health. English Wikipedia gives 26 May 1937 as its founding date and says it became a university on 18 February 2013. The address is Mira Street 310, Stavropol 355017. The World Directory of Medical Schools lists it and says General Medicine in English began in 2005. Dormitory No. 2 is the one for foreign students, with corridor rooms for two or three people, according to the university's English site.
Fee. The university's brochure "Information for foreign applicants" lists General Medicine, six years, at 235,000 roubles for the first year, and "General Medicine with English included" at the same price. Paediatrics is also 235,000 roubles, and Dentistry, five years, is 305,000. At the Central Bank of Russia rate of 15 October 2026 235,000 roubles is about ₹2.7 lakh. The footnote says the price is for the 2025 intake, is set by the Academic Council and may be indexed for inflation. We read a brochure, not a price order; the orders for 2025-26 (No. 375-OD of 6 May 2025) and for 2026 exist by title but we could not open them, so the 2026 intake fee is not confirmed. Because the footnote speaks of indexing, ask whether the fee rises each year.
Hostel. The brochure puts the hostel at 24,107 roubles a year, about ₹27,300. An older StSMU page gives 22,160 roubles. That is low, so ask whether it covers twelve months and what the room is.
Language. "English included" means English is a language of instruction, not that every subject for six years is taught in English; the university does not say when Russian takes over. Entrance tests can be taken in Russian or English. Ask in writing how many of the 72 months are in English and where the clinical years and internship are held. Read the NMC rules beforehand.
FMGE. NBEMS reports show 70 of 548 passing in 2022 (12.8%), 51 of 623 in 2023 (8.2%), 132 of 719 in 2024 (18.4%), 27 of 321 in June 2025 (8.4%) and 60 of 401 in December 2025 (15.0%). That is 340 of 2,612, or 13.0%, in 2022–2025, against about 25% for Russia and twenty-second of 24 on our FMGE pass rate list. The sample is large and the result is consistently below the Russian average in every session. A low fee has to be weighed against the real chance that a graduate needs more than one attempt at FMGE.

Stavropol weather for Kerala students
Stavropol stands on a plateau of the Caucasus foothills. The mean temperature is −2.3 °C in January and 22.9 °C in July (1991–2020, Wikipedia). Winters are milder than in central Russia but still bring frost, snow and wind, and summer is warm.
- Winter: a good coat, waterproof boots with grip and thermal wear. Buy after you arrive.
- Summer: light cotton clothes and a hat.
- Time: Moscow time, 2.5 hours behind India.
See the winter packing list for what to carry.
How to reach Stavropol from Kerala
There is no direct flight from Kerala to Russia. Fly from Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi. Stavropol Shpakovskoye Airport (STW) is open, and the Moscow flight takes about 3.3 hours. Rosaviatsia imposes short restrictions on it, for example on 30 September 2025 and on 8 May 2026 (the latter with the same-day resumption), so delays happen. There is no direct train from Moscow; the trip takes about 23.5 hours with a change at Kavkazskaya, so the flight is the practical choice. Stavropol is about 1,230 km from Moscow in a straight line.
Book a flexible ticket from Moscow, keep a buffer night, and ask the university whether it meets the group at the airport.

Is Stavropol safe for Indian students?
Stavropol Krai belongs to the North Caucasus Federal District, and the Caucasus republics lie to its south, so read the regional picture before you decide. The city of Stavropol itself is not a border city, and the Indian Embassy's August 2024 notice named only Bryansk, Belgorod and Kursk regions. We found no published attack on Indian students in Stavropol. Facts we found:
- Drones in the region: on 19 March 2026, according to Governor Vladimir Vladimirov, drones damaged building facades and windows in Nevinnomyssk, an industrial town in the krai, with no casualties there; the defence ministry said it downed 28 drones over Stavropol Krai that night. A woman was hurt in a village by drone debris. In January 2026 a drone attack on Nevinnomyssk set a warehouse on fire. We found no report of damage in Stavropol city.
- Airport: restrictions are imposed on Stavropol airport at short notice. In early December 2025 a drone threat was declared across the North Caucasus, including Stavropol Krai, and flights were restricted at several airports of the region.
- Terrorism in the region: the UK Foreign Office says terrorists are active in the North Caucasus, mainly in Dagestan, and counter-terrorism operations can restrict travel at short notice.
The UK Foreign Office advises against all travel to Russia. India's Ministry of External Affairs asks Indians not to accept offers of service in the Russian armed forces. In February 2026 a teenager injured four Indian students in a hostel at Bashkir State Medical University in Ufa. Ask StSMU about hostel security and about what happens in an air alert, do not travel to Caucasus republics without telling the university, carry copies of your passport and registration, and register with the Embassy of India in Moscow.
