Its official fee for 2026-27 is 390,000 roubles a year (about ₹4.4 lakh), and its graduates passed FMGE at a combined 30.2% in 2022–2025, above the Russian average of about 25%. Here are the fees, hostel, NEET rules and what to confirm in writing.
In short: Penza State University is a public university in Penza, in the Volga region, and its Medical Institute trains foreign students in General Medicine. The official price for 2026-27 is 390,000 roubles a year (about ₹4.4 lakh), but the page also lists a second value of 327,600 roubles without saying which is the English track. Over 2022–2025 its graduates passed FMGE at a combined 30.2% of 1,017 candidates, sixth among Russian universities in our list and above the Russian average of about 25%. The university says the language of instruction is English, but get that in writing for all six years.

Penza State University is a federal state budgetary institution under the Russian Ministry of Science and Higher Education, so it is a public university. It began as the Penza Industrial Institute in 1943, became the Penza Polytechnic Institute in 1959, the Penza State Technical University in 1993 and Penza State University in 1998. That history explains why the 1943 founding year belongs to the university as a whole, not to medicine. The medical school, the Medical Institute, is much younger: the World Directory of Medical Schools says it opened in 1999 as the Faculty of Medicine.
Many Indian families search for "Penza State Medical University" or "Penza Medical University Russia". These names usually mean the Medical Institute of Penza State University, not a separate medical university. The main address is Krasnaya Street 40, Penza 440026. The international office can be reached at [email protected] or +7 8412 20-28-99, according to the numbers we found; confirm them on the official site before relying on them. The English-language pages for foreign applicants are at international.pnzgu.ru.

Penza State University fees for Indian students
The Penza State University tuition fees are set in roubles and published on the international office pages. The "Specialist's Degree" price page, issued under an order dated 4 May 2026, lists 31.05.01 General Medicine twice: 390,000 roubles in one block and 327,600 roubles in another. The excerpt we could read does not label which of the two applies to the English track. We use 390,000 roubles as the headline fee because it is the higher of the two and the safer figure for a family budget, and we ask you to confirm with the university in writing which line applies to your English-medium group. The same page lists a preparatory course at 135,000 roubles (2025-26) and clinical residency at 250,000 roubles (2025), which do not apply to a new MBBS student.
Penza State University fee structure 2026-27
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years | ₹26.5 lakh |
At today's exchange rate 390,000 roubles is about ₹4.4 lakh a year, and the lower value of 327,600 roubles is about ₹3.7 lakh. If the higher fee never changed, six years would cost about ₹26 lakh in tuition. Russian universities usually raise prices, so keep a reserve of 10–20% for increases and for the rouble-rupee rate. Agents quote about USD 3,500–5,000 a year for Penza; these are unverified agent figures, and the official roubles price above is the one to use.
| Cost item | What we know for Penza State University |
|---|---|
| Tuition, first year | 390,000 RUB (official page, 2026-27); a second line shows 327,600 RUB, track not labelled |
| Hostel | Separate payment; the amount was not readable on the official page. One agent quotes about ₹28,000 (period unclear) |
| Medical insurance | Compulsory for foreign students; usually arranged through the university |
| Food | Most students cook in hostel kitchens; Penza is far cheaper than Moscow |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then about 1.3 hours by air or an overnight train to Penza |
Compare Penza with other universities on the MBBS in Russia fees page. At about ₹4.4 lakh a year its tuition is in the lower part of our list. For a Kerala family, the benchmark is the self-financing MBBS seat in Kerala at about ₹8.1 lakh a year: six years of Penza tuition at the headline fee is roughly the cost of three years there. Read MBBS fees in Kerala vs Russia for the full comparison with hostel, travel and FMGE coaching included.
Living cost in Penza
Beyond tuition and hostel, a student's monthly budget in Penza is made of food (mostly cooked in the hostel kitchen), a mobile plan and internet, local public transport, study material and winter clothing in the first year. Penza is a city of about 500,000 people and is cheaper to live in than Moscow, Saint Petersburg or Kazan. We have no verified monthly figure, so ask senior Indian students at Penza for their real monthly spend before fixing the family budget.
Hostel and hostel fees at Penza State University
The university's campus page says foreign students can live in three residence halls, with two or three students in a room. The accommodation fee is a separate payment from tuition. We could not read the amount: an agent quotes about ₹28,000 without saying whether it is monthly or yearly, so do not use that number. Ask the international office for the monthly fee in roubles, any deposit, and whether the hostel is available for all six years.
Families often ask about the girls hostel at Penza State University and its fees. Russian residences are usually separated by rooms or floors with a pass system at the entrance. Ask which hall is allocated to foreign students, how female students are placed, who is on duty at the entrance and how far the hall is from the Medical Institute's teaching buildings and the hospital bases.
NEET cut-off and eligibility for Penza State University
We found no NEET cut-off of the university's own above the national qualifying score. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE:
- NEET-UG: qualified, result valid for three years. In NEET-UG 2026 the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026; the result came on 16 July 2026). In 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
Ask the international office whether an entrance test or interview is held for foreign applicants and in which subjects. There is no published acceptance rate. In practice, students who meet the criteria and apply on time are usually admitted; the real filter is FMGE six years later, so a student with a low NEET score should look at the year-by-year numbers below. See the full eligibility and documents list.

Penza State University ranking and recognition
Families often search for the Penza State University ranking, the "Penza State Medical University world ranking" or its place among Russian universities. We did not find a verified ranking position for the university or its Medical Institute, so we do not quote one. Rankings also say little about what matters for an Indian student. Three things matter more:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask Penza State University for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. Penza State University is listed in the WDOMS directory (school record F0002393). The older record we saw shows Russian only as the language, so check that the entry matches the English programme.
- FMGE results, below, which show how its Indian graduates actually do.
On language: the university's international page says General Medicine is taught in English over 6 years (12 semesters), plus a one-year clinical internship. This is the university's own statement and it does not describe the language of the clinical years. Ask whether clinical bases use English-speaking supervisors, how much Russian patient contact is expected, and whether the internship it mentions satisfies the NMC rule of a 12-month internship at the same university.
FMGE passing percentage of Penza State University
NBEMS publishes FMGE results for every foreign university, and Penza has a large number of candidates, so its percentages are more reliable than for small groups. In 2022, 30.9% passed against a Russian average of 26.0%; in 2023, 20.2% against 19.4%; in 2024, 36.5% against 29.5%. In June 2025, 27.8% passed against 18.1%, and in December 2025, 34.3% against 30.9%. Penza was above the Russian average in every one of these five reports. Earlier, 24.5% passed in 2020 and 22.6% in 2021, which was slightly below the Russian average of 24.8%.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 169 | 58 | 34.3% |
| June 2025 | 97 | 27 | 27.8% |
| 2024 | 277 | 101 | 36.5% |
| 2023 | 238 | 48 | 20.2% |
| 2022 | 236 | 73 | 30.9% |
| 2021 | 177 | 40 | 22.6% |
| 2020 | 200 | 49 | 24.5% |
Over 2022–2025 combined, Penza passed 30.2% of 1,017 candidates, sixth among the 24 Russian universities with at least 300 candidates in our ranking by FMGE results. That is roughly five points above the Russian combined figure of about 25%. The older "MCI passing ratio" is the same exam: FMGE was run for the Medical Council of India before the NMC replaced it. Compare every university on the FMGE pass rate page.
Safety in Penza for Indian students
Penza is in the Volga region, about 560 km in a straight line from Moscow and far from the Ukrainian border. It is not among the regions for which the Indian Embassy in Moscow issued a precaution advisory in August 2024 (Bryansk, Belgorod, Kursk). We found no published report of an incident involving Indian students of Penza State University. Drone alerts and temporary airport restrictions have affected many Russian regions since 2022, so travel plans should always have a buffer.
- Register with the Indian Embassy in Moscow after arrival and save its emergency numbers.
- Check the current advisory at mea.gov.in before you travel; it can change.
- Ask the university about security at the residence and the entrance control.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Penza for Kerala students
Penza is a quiet city of about 501,000 people (2021 census) in the Volga region. It has a lower cost of living than the capitals, local public transport, and a student life focused on the university. Do not expect the Indian community of Ufa or Kazan: we found no official count of Indian students at Penza State University, so ask the international office how many Indian and Malayali students study there now and whether you can speak to them before you pay.
The winters are cold and the summers are warm. The January mean is −8.6 °C and the July mean 20.7 °C by Wikipedia's climate tables, and snow cover lasts for months. A good winter jacket, boots and thermal wear are essential from the first year.

On food: Indian students in smaller Russian cities typically cook in hostel kitchens and buy rice, lentils, spices and tea at supermarkets and from online shops. Hostel kitchens and shared cooking keep costs low. Check with seniors where they buy ingredients; we do not have a verified list of Indian restaurants in Penza. See our guide to Indian food in Russia.
Where Penza State University is: distance to Moscow and how to get there from Kerala
Penza State University is in Penza, in the Volga region. The distance from Penza to Moscow is about 560 km in a straight line. The flight takes around 1.3 hours and the overnight train 11–13 hours. The nearest airport is Penza Vissarion Belinsky Airport (PEZ), which is operating according to Wikipedia. The time zone is Moscow time, 2.5 hours behind India.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic flight or an overnight train to Penza. Ask the university whether it arranges airport pick-up from Moscow for first-year students. Read more on the universities page and the map of all cities.
Scholarships, syllabus and courses
We found no Penza State University scholarship that cuts tuition for Indian students as a rule. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. Indian families should plan to pay the full fee.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask the university for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so students who learn basic Russian in the first two years cope much better. The international pages also list a preparatory course and clinical residency, but we use only General Medicine for a new MBBS student.
Penza State University compared with similar universities
Families shortlisting Penza usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Penza State University | Penza | ₹4.4 lakh | 30.2% (rank 6) |
| Rostov State Medical University | Rostov-on-Don | ₹4.2 lakh | 14.5% (rank 21) |
| Belgorod State National Research University | Belgorod | ₹4.6 lakh | 12.1% (rank 23) |
| Dagestan State Medical University | Makhachkala | ₹4.8 lakh (English, price order) | 11.7% (rank 24) |
At a similar fee, Penza has had much better FMGE results than the other three, which rank 21, 23 and 24 of 24. Rostov and Belgorod are also in border-area regions: the Indian Embassy advised precautions in the Belgorod region in August 2024, and Rostov airport has been closed since February 2022. Penza's disadvantages are the smaller Indian community and the unclear fee line. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
Penza State University awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. Plan for a year or more between the diploma and the first salary in India. Our after MBBS in Russia guide explains each step.
