Omsk State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students

Omsk State Medical University (OSMU) is a state medical university in Western Siberia, about 2,240 km from Moscow. Its price order for 2025/26 (No. 318-o) lists 330,000 roubles a year for General Medicine for foreign students from far-abroad countries, about ₹3.7 lakh, while the university's English tuition page shows 363,000 (about ₹4.1 lakh); the university says the programme for foreign students is taught in English. Few Indian graduates have sat FMGE from here so far, and the winters are among the hardest in this list; both facts are covered below.

In short: Omsk State Medical University is a state university in Western Siberia, founded in 1920. Price order No. 318-o of 23 April 2025 lists General Medicine for far-abroad foreign students at 330,000 roubles a year (about ₹3.7 lakh) for 2025/26, about ₹22 lakh over six years if the price stays flat (first year × 6, our estimate). The university's English tuition page shows a higher 363,000 roubles (about ₹4.1 lakh), so budget for the higher figure until the contract says otherwise. Only 9 Indian graduates sat FMGE from Omsk in 2022–2025 and none passed, which is too few to judge the teaching but is a fact you should know. The university says the programme for foreign students is taught in English, and winters bring frosts of −30 to −40 °C.

Omsk State Medical University is the main medical school of Omsk, a large city in Western Siberia. Russian sources give 8 November 1920 as its founding date, while the World Directory of Medical Schools says instruction began in 1921. The names changed several times. Many websites still use the older ones: Western Siberian State Medical Institute (1921), Omsk State Medical Institute named after M.I. Kalinin (until 1994) and Omsk State Medical Academy (1994–2015). So when you see "Omsk Medical Academy" or "Omsk State Medical Academy" in an agent brochure, it is the same institution that is called a university today. Listing sites that write "Omsk Medical University Russia" or "Omsk State Medical University Russia" mean the same place.

It is a federal state budgetary institution under the Ministry of Health of Russia, so it is a public university, not a private college. The address is Lenina St. 12, Omsk 644099. The university's English pages describe General Medicine (specialty 31.05.01) for foreign citizens, a six-year programme. An official news item says that the first students from far-abroad countries, among them India, Lebanon and Serbia, have arrived. We found no count of Indian students and no confirmed number of students from Kerala, so treat this as a university that is still building its Indian community.

Omsk State Medical University fees for Indian students

Families searching for Omsk State Medical University fees will find different numbers on different sites, and the university itself publishes two. The price order is No. 318-o of 23 April 2025 "on approving the list of paid services and fees for 2025/26". Its section 1.2.2, for foreign students from far-abroad countries on the specialist programme, gives 330,000 roubles for the first year of General Medicine. That order has no separate English line, so it does not by itself say that 330,000 is the price of an English group. The other figure is on the university's English tuition page: 363,000 roubles a year for General Medicine with English as the language of instruction, shown for the 2026-2027 intake, and the same sum in its FAQ for 2025-26. We read that page through a search excerpt because the site could not be opened from our office. A newer order, No. 262-o of 23 April 2026, is listed on the university site but we could not read it. Russian-medium General Medicine is 288,000 roubles in 2025-26 and is not an English-medium option.

So the fee you pay is either 330,000 or 363,000 roubles for the first year, a gap of 33,000 roubles (about ₹0.4 lakh). Ask the international office which figure the contract for the English-medium group will carry, and in which order it is written.

In rupees, the Omsk State Medical University fees structure comes to roughly ₹3.7 lakh for the first year in tuition at today's exchange rate on the order's 330,000 roubles, or about ₹22 lakh over six years if the fee never changed. On the English page's 363,000 roubles it would be about ₹4.1 lakh a year and about ₹24.7 lakh over six years. The six-year figures are our estimates: both sources give a first-year price. Russian fees usually rise, so keep a reserve of 10–20% for increases and for the rouble-rupee rate.

Other numbers you may meet, and what they are worth:

  • Russian-medium General Medicine: 288,000 roubles (2025-26) on the same university page. This is a different track and not the one for Indian students without Russian.
  • 303,000 roubles "with discount for private dormitory": the page mentions this figure, but the wording is unclear to us. Ask the university what the discount is and who qualifies.
  • Agent figures: one agent lists 4,250 US dollars a year for 2026-27 (about ₹4.0 lakh) and another page about 330,000 roubles for 2025-26 (about ₹3.7 lakh). The university's own figure is the one to use.

Living cost in Omsk

We have no verified monthly living cost for Omsk, and we will not make one up. The monthly budget is made of food, mobile plan and internet, local transport, study material and, above all in Siberia, proper winter clothing. Ask the dean's office for international students, or Indian seniors if you can reach any, what they spend in a normal month. Plan a separate reserve for the first winter: parka, boots, thermal wear and a heater for the room if the hostel needs one.

Hostel and hostel fees

The university's English page says foreign students live in dormitories with rooms for two or three people. The official hostel price depends on the dormitory number and is set by a university order from 6 November 2024; we could not read the amounts. One agent lists the hostel at 631 US dollars a year (about ₹0.6 lakh) and other agents give a range of 500 to 1,000 US dollars. Treat these as rough, and ask the university for the hostel price per year and per month, in writing, with the contract.

Parents often ask about the girls hostel at Omsk State Medical University. We have no information on how rooms are allocated. Ask the international office whether female students are placed on separate floors, who is at the entrance, whether there are cameras, and whether the hostel is a walk from the teaching buildings or a tram ride. Also ask whether the kitchens are shared by floor, because that decides how easily you can cook Indian food.

NEET cut-off and eligibility

OSMU does not publish a NEET cut-off above the national qualifying score. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot practise in India:

  • NEET-UG: qualified, result valid for three years. In NEET-UG 2026 the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026; the result came on 16 July 2026). In 2025 it was 144, 127 and 113.
  • Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
  • Age: 17 by 31 December of the admission year.

The university's pages for the English-medium programme mention entrance tests in chemistry and biology, held in English. We do not know the format for Indian applicants, whether it is online, and what the pass mark is. The university lists 200 paid places and no budget-funded places for foreigners in 2026. There is no published acceptance rate. Students who meet the criteria and apply on time are usually admitted, but the real filter is FMGE six years later. See the full eligibility and documents list.

Admission process at Omsk State Medical University

  1. Apply and sit the entrance test

Send scans of your passport, Class 10 and 12 mark sheets and NEET score card to the university's office for international students, directly or through us. Ask when the chemistry and biology test is held and how it is conducted.

  2. Admission letter and contract

Read the contract for the fee, the language of instruction and the internship. Make sure it names the English-medium programme, not the Russian-medium one.

  3. Invitation and visa

Ask the university who files your study invitation and how long it takes. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.

  4. Travel to Omsk

Fly to Moscow through a Gulf hub or Delhi, then take a domestic flight to Omsk. Ask whether the university or its agents meet students at the airport.

Apply soon after NEET results, because the invitation and visa take several weeks. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail. For Omsk, you can also call the dean's office for international students on +7 3812 243-360 before you decide.

Is Omsk State Medical University taught in English?

The university's website says the programme "General Medicine for foreign citizens" is meant for applicants from far-abroad countries who do not know Russian, and that teaching is in English. Russian is studied as a foreign language alongside. That is a statement by the university itself; we could not check it independently, and the official pages do not describe clinical training in Russian. The World Directory of Medical Schools lists the language of instruction only as "Russian".

The NMC needs the whole course in English, so this matters. Ask Omsk for a letter that says: English-medium, six years, internship at the same university. Also ask how patient contact in the clinical years works for a student who has learned only some Russian. Do not accept a verbal answer from an agent.

Ranking and recognition

Families search for the Omsk State Medical University ranking and its world ranking. We have no verified ranking figure for OSMU to publish, and we do not repeat unsourced numbers from agent sites. Rankings also say little about what matters for an Indian student. Three things matter more:

  • NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask OSMU for written confirmation of each point. See NMC rules.
  • World Directory of Medical Schools. OSMU is listed in the WDOMS directory. Check the entry yourself before you apply.
  • FMGE results, below, which show how its Indian graduates actually do.

FMGE passing percentage of Omsk State Medical University

NBEMS publishes FMGE results for every foreign university. For Omsk the numbers are very small. In 2022 one candidate appeared and 0 passed, against a Russian average of 26.0%. In 2023 four appeared and 0 passed (Russian average 19.4%). In 2024 two appeared and 0 passed (29.5%). In June 2025 one appeared and 0 passed (18.1%), and in December 2025 one appeared and 0 passed (30.9%). Over 2022–2025 combined, 0 of 9 candidates passed.

SessionAppearedPassedPass rate
December 2025100.0%
June 2025100.0%
2024200.0%
2023400.0%
2022100.0%
Source: NBEMS FMGE reports. Annual figures combine both sessions.

Because fewer than 300 candidates sat the exam in 2022–2025, Omsk is not ranked on our ranking. With nine candidates, a 0% result does not prove that the teaching is weak, and one pass would have moved it a long way. But it also means nobody can show you a track record of Omsk graduates clearing FMGE. Ask the university how many Indian students it has in the senior years, how many graduated, and whether any have registered to practise in India. The older "MCI passing ratio" is the same exam. Compare all universities on the FMGE pass rate page.

Safety at Omsk State Medical University and in Omsk

Omsk is not one of the border regions (Bryansk, Belgorod, Kursk) for which the Indian Embassy in Moscow advised in August 2024 that Indians take precautions and relocate temporarily. We found no published report of an incident involving Indian students at OSMU in our research. Check the current advisory at mea.gov.in before travel, because the situation in Russia can change.

The practical risks in Omsk are of another kind. Winter temperatures reach −30 to −40 °C, so frostbite, icy pavements and heating failures are real for a student from Kerala. Distance is the other risk: Omsk is about 2,240 km from Moscow in a straight line, so if something goes wrong you cannot just take the train to the embassy. What we suggest:

  • Register with the Indian Embassy in Moscow after arrival and keep its number in your phone.
  • Ask the university about security at the hostel: guards, entry control, cameras.
  • Keep money for an emergency flight home, and tell the family the dean's office number.
  • Never accept a job or "contract" offer that involves the Russian military.

Life in Omsk for Kerala students

Omsk is a large Siberian city. The main question for a student is the frost, up to −30 to −40 °C in winter. We have no information on the Malayali community in Omsk, on Indian restaurants or on Indian groceries, and we would rather say so than guess. Students everywhere in Russia cook in hostel kitchens, and spices and rice can usually be brought from Kerala in the first suitcase. Ask the university to connect you with current Indian students before you decide.

For a family from Kerala the climate is the real adjustment. Plan for a heavy winter coat, insulated boots, thermal layers, a hat, gloves and a scarf, bought on arrival or before travel. The first autumn is the time to learn to dress for the cold, because a student who gets ill in the first winter loses classes. Omsk time is 30 minutes ahead of India, which makes calls home easy.

Omsk: 2240 km from Moscow in a straight line; local time is 0.5 h ahead of India.

Omsk State Medical University is in the centre of Omsk in Western Siberia. The distance from Omsk to Moscow is about 2,240 km in a straight line. That is a domestic flight across several time zones; check the schedule when you book. Omsk time is MSK+3, that is, 30 minutes ahead of India.

From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic flight to Omsk. Aeroflot flies Delhi–Moscow nonstop about daily. Because the second leg is long, a delayed first flight can cost you the connection; leave a day of margin when you travel for admission. Read more on the universities page and the map of all cities.

Scholarships, syllabus and courses

The university's page lists no budget-funded places for foreigners in 2026, so do not plan on a university scholarship that cuts tuition. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. Indian families should plan to pay the full fee.

The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask OSMU for its own curriculum before you sign:

YearsMain subjects
1–2Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language
3Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery
4–5Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry
6Clinical rotations in hospitals and the state final examinations

The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so students who learn Russian well in the first two years cope much better. The programme we can confirm for foreign students is General Medicine.

OSMU compared with similar universities

Families shortlisting Omsk usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.

UniversityCityTuition per yearFMGE 2022–2025
Omsk State Medical UniversityOmsk₹3.7 lakh (order 318-o; English page ₹4.1 lakh)0.0% (0 of 9; not ranked)

Tambov State UniversityTambov₹4.0 lakh (agent figure)27.4%
Rostov State Medical UniversityRostov-on-Don₹4.2 lakh14.5%
Fees at the Central Bank of Russia rate of 15 October 2026. Tambov's figure comes from an agent; Omsk's is the order figure for 2025/26, while its English page shows ₹4.1 lakh. Confirm current fees with each university.

At ₹3.7 lakh on the order figure, Omsk has the lowest fee in this table, by ₹0.3 to 0.5 lakh a year; on the higher English-page figure of ₹4.1 lakh it is priced like its neighbours. The others have a real FMGE record; Omsk does not yet, and Vladikavkaz and Rostov are in regions that need their own safety check. See the full ranking by FMGE results.

After graduation: FMGE, internship and registration in Kerala

OSMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:

  1. Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
  2. Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
  3. Register with the Travancore-Cochin Medical Council to practise in Kerala.

After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. For Omsk, FMGE preparation deserves attention from the first year, because there is no senior batch of Indian graduates to learn from. Plan for a year or more between the diploma and the first salary in India.

Its English tuition page shows 363,000 roubles (about ₹4.1 lakh), so ask which figure your contract carries. Six years at 330,000 would be roughly ₹22 lakh in tuition (our estimate); fees usually rise, so keep a reserve. Hostel, food, insurance and flights are extra.

What are the hostel facilities and hostel fees at Omsk State Medical University?

Foreign students live in university dormitories, in rooms for two or three people. The official price depends on the dormitory and is set by a university order; we could not read the amounts. One agent quotes about 631 US dollars a year, so ask the university for the price in writing.

What NEET score is required for admission to Omsk State Medical University?

You need the NEET-UG qualifying score for your category: for the 2026 intake that is 213 out of 720 for general and EWS candidates and 177 for SC, ST and OBC (in 2025 it was 144 and 113; the marks rose in 2026 after the exam was re-held). OSMU does not publish a higher cut-off. The English-medium programme has entrance tests in chemistry and biology.

Does MBBS at Omsk State Medical University meet NMC rules and is it taught in English?

The university says General Medicine for foreign citizens is taught in English, but we could not verify this independently and WDOMS lists the language as "Russian". The NMC requires the whole course in English, at least 54 months of study and a 12-month internship at the same university. Ask for written confirmation of each point.

Are there students from Kerala at Omsk State Medical University, and is Indian food available in Omsk?

The university reported that its first far-abroad students, including some from India, arrived, but we found no count and no confirmation of students from Kerala. We also have no data on Indian restaurants or groceries in Omsk. Most students cook in hostel kitchens; ask the university to connect you with Indian seniors before you decide.
