Tambov State University named after G.R. Derzhavin (Medical Institute): MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
There is no separate 'Tambov State Medical University': the medical programmes are taught in the Medical Institute of Derzhavin Tambov State University, in Tambov, 420 km south-east of Moscow. Over 2022–2025 its graduates passed FMGE at 27.4% of 945 candidates, above the Russian average. The fee for foreign students is unclear: agents quote about US$4,200 a year (₹4.0 lakh), the official portal lists a Russian-taught line at 335,000 roubles, and the university order we read is a general list at 190,000 roubles.
In short: Tambov State Medical University, as people search for it, is the Medical Institute of Derzhavin Tambov State University; the university was created by decree in 1994 and the medical institute began teaching in 2007. Over 2022–2025 its graduates passed FMGE at a combined 27.4% of 945 candidates, above the Russian average of about 25% and 11th of 24 universities with at least 300 candidates. The fee for foreigners is not clear: agents quote about US$4,200 a year (₹4.0 lakh), while the university's own 2025/26 order lists 190,000 roubles in a general list. English-medium teaching is not confirmed by an official page.

The institution is Derzhavin Tambov State University, named after G.R. Derzhavin, and its medical programmes are taught in the Medical Institute. Searches for Tambov State Medical University, Tambov Medical University or Tambov University Russia lead to it. The university was formed by a decree of 29 December 1994 by merging the Tambov State Pedagogical Institute and the Tambov State Institute of Culture, and WDOMS says medical instruction began in 2007. So when sites call it "established" in 1994, 2007 or earlier years, they are counting different things. We use 1994 as the university's founding year, with this note.
It is a state university, but it is under the Ministry of Science and Higher Education, not the Ministry of Health, which is the ministry for most Russian medical universities. For an Indian family this is not a problem in itself: the NMC looks at the course, the language, the internship and the licence to practise, not at which ministry runs the university. It is a difference worth knowing, and worth asking the university about. The official address is Internatsionalnaya Street 33, Tambov 392036; the main website is tsutmb.ru. The Medical Institute also runs an international-students portal (intermed.tsutmb.ru), and there is an English site at eng.tsutmb.ru. The sites were not reachable from our machine in October 2026, so we could not read them directly.
The university says its Medical Institute has foreign students from 57 countries, and that the whole university had more than 2,500 international students from 63 countries in an older figure. We found no official count of Indian students or of students from Kerala. The FMGE reports show 945 Tambov graduates in 2022–2025, so the Indian group is sizeable. WDOMS lists the Medical Institute, but leaves the language field blank.

Tambov State Medical University fees for Indian students
People search for the Tambov State Medical University fee structure or fees structure, and this is the hardest part to pin down, because we have four different kinds of source and they do not match:
| Source | What it lists | Per year | ₹ per year |
|---|---|---|---|
| University order No. 279 of 3 June 2025 (first course 2025/26) | 31.05.01 General Medicine, one line for all students, not split by citizenship or language | 190,000 RUB | ₹2.2 lakh |
| Official Study in Russia portal, listing live in 2026 | General Medicine "taught in Russian" | 335,000 RUB | ₹3.8 lakh |
| Agent figures (matchtocollege.com, selectyouruniversity.com) | MBBS, English with Russian classes (agents' words) | US$4,200 (range 3,000–4,500) | ₹4.0 lakh |
| Agent (rmcedu.com) | Tuition and hostel together; six-year total 2,460,000 RUB | 410,000 RUB | ₹4.6 lakh |
The order (adopted by the Academic Council on 19 May 2025) also lists Pediatrics at 180,000, Dentistry at 220,000 and Pharmacy at 170,000 roubles. A companion order for the second to sixth courses exists, but we did not read it. The page listing the university's paid-services documents, in a snapshot of April 2026, showed only 2024/25 files, so there was no 2026-27 order yet.
What can we conclude? The 190,000-rouble order is a general list that does not mention foreigners or English, so we cannot say it is the fee for an Indian student. The portal figure is for a Russian-taught programme. The agents' US$4,200 is the figure Indian families will be quoted, but no university document supports it. So the first rule is simple: do not pay until the university gives you a contract with a named programme, language and fee for each year.
Tambov State University fee structure 2026-27
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years (agent figure) | ₹23.9 lakh |
The table above converts the agent figure of US$4,200 a year and multiplies it by six, about ₹24 lakh over six years. It is an agent estimate. Keep a reserve of 10–20% for fee increases and the rouble-rupee rate, and ask whether the contract fixes the price for six years.
For a Kerala family: a Kerala government MBBS seat costs about ₹23,150 a year in tuition, a self-financing seat about ₹8.1 lakh a year (one college's 2025-26 provisional fee was ₹8,10,175) and an NRI seat about ₹22.7 lakh a year. At the agent figure, Tambov tuition is about half the Kerala self-financing fee.
| Cost item | What we know for Tambov |
|---|---|
| Tuition, foreign students | No official figure for foreigners; agents quote US$4,200 a year |
| Hostel | Agent figure US$550 a year (about ₹52,000); no university document |
| Medical insurance | Compulsory for foreign students; ask what it covers |
| Food | Mostly cooked in hostel kitchens; no verified monthly figure for Tambov |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then a train of about 7.8 hours or a short flight |
Compare Tambov with other universities on the MBBS in Russia fees page, where fees with an official source are marked.
Living cost in Tambov
A student's monthly budget in Tambov is made of food (mostly cooked in the hostel kitchen), a mobile plan and internet, local transport, study material and winter clothing in the first year. Tambov is a small city of about 262,000 people (2021 census) and is usually cheaper to live in than Moscow. We have no verified monthly figures, so we give none. Ask senior Indian students for their real monthly spend before you fix the family budget.
Tambov State University hostel and hostel fees
We found no official hostel fee or room description for foreign students. An agent quotes US$550 a year, but it is not a university document. Ask the international office, in writing, for the fee, the room type, how many students share, the kitchen arrangements, heating, the distance to the classes and the teaching hospitals, and whether a place is kept for all six years.
Parents often ask about the girls hostel at Tambov State University. Russian university residences usually allocate rooms or floors by gender, but the rules differ. Ask how female students are placed and what security there is at the entrance.
NEET cut-off and eligibility for Tambov State University
We found no NEET cut-off set by the Medical Institute above the national qualifying score. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE:
- NEET-UG: qualified, result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
We do not know whether the Medical Institute holds an entrance test or interview for foreign applicants. There is no published acceptance rate. In practice, applicants who meet the criteria and apply on time are usually admitted, and the real filter is FMGE six years later. See the full eligibility and documents list.

Admission letter and contract
The university checks the documents and issues an admission letter and a contract. Read it for the programme name, the language of instruction, the fee for each year, the hostel and the internship.
Invitation and visa
The university applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.
Travel to Tambov
Fly to Moscow through a Gulf hub or Delhi, then take the train to Tambov or a flight to Tambov Donskoye Airport. The university completes your migration registration after arrival.
Groups for foreign students usually start in September. Apply soon after the NEET result, because the invitation and visa take several weeks. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail.
Ranking and recognition: Tambov ranking and world ranking
Families search for the Tambov State Medical University ranking, its world ranking, its Russia ranking and the Tambov State University ranking. We found no placement of the university or its Medical Institute in the main global rankings for medicine, and no ranking claim on official pages, so we show none. The only ranking we can offer is our own: 11th of 24 universities with at least 300 FMGE candidates in 2022–2025. Three things matter more than any ranking:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask the Medical Institute for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. The Medical Institute of Tambov State University is listed in WDOMS, but the language of instruction is blank there. That is one more reason to get the language in writing.
- FMGE results, below, which show how its Indian graduates actually do.
FMGE passing percentage of Tambov State University
NBEMS publishes FMGE results for every foreign university. The Tambov Medical Institute has done better than the Russian average in most sessions. In 2022, 33.0% passed (68 of 206) against a Russian average of 26.0%; in 2023, 19.8% (47 of 237) against 19.4%; in 2024, 28.0% (72 of 257) against 29.5%, slightly below. In June 2025, 20.0% passed (20 of 100) against 18.1%, and in December 2025 35.9% (52 of 145) against 30.9%. Over 2022–2025 combined, 259 of 945 candidates passed, which is 27.4%, above the Russian combined figure of about 25%. In 2020 it was 34.0% (36 of 106) and in 2021 34.3% (48 of 140).
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 145 | 52 | 35.9% |
| June 2025 | 100 | 20 | 20.0% |
| 2024 | 257 | 72 | 28.0% |
| 2023 | 237 | 47 | 19.8% |
| 2022 | 206 | 68 | 33.0% |
| 2021 | 140 | 48 | 34.3% |
| 2020 | 106 | 36 | 34.0% |
The numbers are large enough to be meaningful. Even so, about seven in ten candidates did not pass in those sessions, and the 2023 result was barely above the average. The older "MCI passing ratio" is the same exam. Compare Tambov with every other university on the FMGE pass rate page and in the ranking by FMGE results.
Safety in Tambov
Tambov is in central Russia, about 420 km from Moscow in a straight line, and is not on the Ukrainian border. It is not one of the regions in the Indian Embassy's August 2024 advisory, which advised Indians in the Bryansk, Belgorod and Kursk regions to take precautions and relocate temporarily. We found no incident involving the Medical Institute's students. One practical point from our city data: flights from Tambov Donskoye Airport were briefly suspended in October 2025 during drone-related airport closures, which shows that cities well away from the border can be affected. What we suggest:
- Check the current advisory at mea.gov.in before travel and before each return from holidays.
- Register with the Indian Embassy in Moscow after arrival and keep its numbers in the phone.
- Ask the university what the hostel's entry control and emergency arrangements are, and what happens to classes if an airport or road is closed.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Tambov for Kerala students
Tambov is a small city of about 262,000 people (2021 census) in central Russia. Winters are cold and summers pleasant: the January mean is about −7.5 °C and the July mean about 20.7 °C (1991–2020 averages). Buy a proper winter jacket, boots and thermals in the first autumn. Tambov uses Moscow time, two and a half hours behind India.
The university describes a large foreign cohort (57 countries in the Medical Institute) and the FMGE numbers show a sizeable Indian group, so a student from Kerala is unlikely to be alone. We have no verified information on Indian groceries, restaurants or the size of the Malayali group. Agents say there are Russian-language classes in the first years for patient communication. Ask the university for contacts of current Indian students, and ask us to connect you with a Malayalam-speaking counsellor.

Where Tambov State University is: distance to Moscow and how to reach Tambov from Kerala
The Medical Institute of Tambov State University is in Tambov, in central Russia. The distance from Tambov to Moscow is about 420 km in a straight line. The nearest airport is Tambov Donskoye Airport (TBW), which is operating, with RusLine flights to Moscow Vnukovo of about 1.1 hours; it was briefly suspended in October 2025. A direct train from Moscow takes about 7.8 hours.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then the train or a flight to Tambov. Read more on the universities page and the map of all cities.
Scholarships, syllabus and courses
We found no Tambov scholarship that cuts tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on education-in-russia.com; competition is high and places in medicine are few. Indian families should plan to pay the full fee.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask the Medical Institute for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so students who learn basic Russian in the first two years cope much better. Besides General Medicine, the 2025/26 order lists Pediatrics, Dentistry and Pharmacy at the university.
Tambov State University compared with similar universities
Families shortlisting Tambov usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Tambov State University (Medical Institute) | Tambov | ₹4.0 lakh (agent figure) | 27.4% |
| Tver State Medical University | Tver | ₹4.9 lakh (2026/27 order) | 17.2% |
| Northern State Medical University | Arkhangelsk | ₹4.0 lakh | 22.5% |
| North Ossetian State Medical Academy | Vladikavkaz | ₹4.1 lakh | 22.4% |
At a similar fee, Tambov has had a better FMGE pass rate than Northern and North Ossetian, and than Tver (now about ₹0.9 lakh a year dearer), over the last four years. Its weak points are the unclear fee and language, and the fact that it is a Medical Institute within a general university. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
The Medical Institute awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. Plan for a year or more between the diploma and the first salary in India, and plan your FMGE preparation from the middle of the course.
Pros and cons for a student from Kerala
| Pros | Cons |

| Sizeable Indian group: 945 FMGE candidates in 2022–2025 | English-medium not confirmed officially; the portal lists a Russian-taught programme |
| Agent tuition about ₹4.0 lakh a year, about half the Kerala self-financing fee (unconfirmed) | A Medical Institute within a general university, under the Ministry of Science and Higher Education |
| Central Russia, 7.8 hours by train from Moscow; Moscow time | Airport briefly suspended in October 2025; hostel fee not published |
| Small, affordable city; listed in WDOMS | Cold winters; no direct flight from Kerala |

What are the hostel facilities and hostel fees at Tambov State University named after G.R. Derzhavin?
We found no official hostel fee or room description. An agent quotes US$550 a year, but it is not a university document. Ask the international office for the fee, room type, security and whether a place is kept for all six years.
What NEET score is required for admission to Tambov State University named after G.R. Derzhavin?
You need the NEET-UG qualifying score for your category: in NEET-UG 2026 that was 213 out of 720 for general and EWS candidates and 177 for SC, ST and OBC (in 2025 it was 144 and 113). We found no higher cut-off set by the university and no information on an entrance test for foreigners.
Does MBBS at Tambov State University named after G.R. Derzhavin meet NMC rules and is it taught in English?
We could not confirm an English-medium programme from an official page: the portal lists a Russian-taught programme, WDOMS leaves the language blank, and agents say English with Russian classes. The NMC requires the whole course in English, at least 54 months of study and a 12-month internship at the same university, so get written confirmation of each point before you pay.
Are there students from Kerala at Tambov State University named after G.R. Derzhavin, and is Indian food available in Tambov?
