Immanuel Kant Baltic Federal University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Immanuel Kant Baltic Federal University (IKBFU) in Kaliningrad teaches General Medicine in English, and its graduates passed FMGE at 42% to 53% in every report from 2023 to December 2025, well above the Russian average. The Study in Russia portal lists tuition at 347,300 roubles a year (₹3.9 lakh). Here are the fees, the FMGE record, the hostel, the NEET rule and the unusual route to this Baltic exclave.

Immanuel Kant Baltic Federal University (IKBFU, in Russian "Kantiana") is a federal state autonomous university under the Ministry of Science and Higher Education, not the Ministry of Health. It started in 1947 as Kaliningrad State Pedagogical Institute, became Kaliningrad State University in 1966, Russian State University named after Immanuel Kant in 2005 and the Baltic Federal University in 2010. Medicine is taught at its Institute of Medicine and Life Sciences, at A. Nevskogo Street 14, Kaliningrad. The World Directory of Medical Schools (WDOMS) lists the medical institute with instruction in Russian since 1947 and an English programme since 2017.
Note the difference from most universities on our list: this is a multi-subject federal university with a medical institute, not a stand-alone medical university. The Institute of Medicine page says 134 international students from India, Brazil, Mexico, Egypt, Morocco and other countries study there; the page does not break the number down by country or give a date, so we cannot say how many are Indian. The Study in Russia portal lists 200 contract places for General Medicine and no budget places.

Immanuel Kant Baltic Federal University fees for Indian students
The Study in Russia portal, run by Rossotrudnichestvo with data supplied by the universities, lists General Medicine at IKBFU, taught in English, six years, at 347,300 roubles a year. The listing was live in 2026 but carries no date, and we could not read the university's own price order; the IKBFU programme page shows the fee only as a garbled table. Treat 347,300 roubles as the portal's figure and ask the university for the order that applies to your intake.
IKBFU fee structure 2026-27
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years | ₹23.6 lakh |
In rupees, the portal fee works out to about ₹3.9 lakh a year in tuition at today's exchange rate, and about ₹24 lakh over six years if the fee never rose. One consultancy lists a total fee of ₹21.33 lakh for six years, undated; that is lower than our calculation and we cannot tell its date or source. The university also offers a preparatory course, listed at 196,000 roubles for 2024-25, which applies to applicants who need it. Plan with a reserve of 10–20% for fee increases and for the rouble-rupee rate. Tuition is paid in roubles to the university's account, per year or per semester.
| Cost item | What we know for IKBFU |
|---|---|
| Tuition, first year | 347,300 RUB (Study in Russia portal, English medium, undated listing) |
| Preparatory course | 196,000 RUB (2024-25), if you need it |
| Hostel | Separate from tuition; the university has not published an amount we could read |
| Medical insurance | Compulsory for foreign students; ask which policy and what it costs |
| Flights | Kerala to Moscow, then about 2.8 hours by air to Kaliningrad |

Living cost in Kaliningrad
Beyond tuition and hostel, a student's monthly budget in Kaliningrad is made of food, a mobile plan and internet, local transport, study material and clothing for a cool, wet winter. Kaliningrad has about 490,000 people (2021 census). We have no verified price list for the city, so ask senior students at IKBFU for their real monthly spend before you fix the family budget.
Hostel and hostel fees
The university's student housing page says the dormitory fee is separate from tuition and is not covered by quota places. It lists 13 to 15 dormitories and says students from countries that need a visa get priority for places. No amount is published on the page we could read. Agents give no reliable figure either, so ask the international office for the hostel fee in writing, whether it is charged per month or per year, and whether you will get a place in your first year.
Parents often ask about the girls hostel. We found no IKBFU statement on it. Ask how rooms are allocated, whether female students are placed together, what the entrance security is and how far each dormitory is from the Institute of Medicine at A. Nevskogo Street.
NEET cut-off and eligibility
IKBFU does not set a NEET cut-off above the national qualifying score that we could find. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot practise in India:
- NEET-UG: qualified, result valid for three years. In NEET-UG 2026 the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (144, 127 and 113 in 2025).
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
We found no published entrance exam for foreign applicants. Ask whether IKBFU holds an interview or a biology and chemistry test. There is no published acceptance rate. Students who meet the criteria and apply on time are usually admitted, so the real filter is FMGE six years later. See the full eligibility and documents list.

Admission process at IKBFU
Apply and send documents
Apply on the Study in Russia portal or to the university's international office, directly or through us, with scans of your passport, Class 10 and 12 mark sheets and NEET score card.
Admission letter and contract
The university checks the documents and issues an admission letter. Read the contract for the fee, the language of instruction and the internship.
Invitation and visa
The university applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.
Travel to Kaliningrad
Fly to Moscow through a Gulf hub or Delhi, then on to Kaliningrad Khrabrovo Airport. The university completes your migration registration after arrival.
Apply soon after NEET results, because the invitation and visa take several weeks. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail.
Ranking and recognition
Families search for the IKBFU ranking in Russia or its world ranking. We have not found a ranking position for its medical institute that we can verify. Three things matter more for an Indian student:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask IKBFU for written confirmation of each point, including how the internship in Russia is done. See NMC rules.
- World Directory of Medical Schools. The institute is listed in WDOMS (listing F0002974) with languages Russian and English. Check the entry yourself; an Indian graduate needs a degree from a recognised medical school.
- FMGE results, below, which show how its Indian graduates actually do.
FMGE passing percentage of Immanuel Kant Baltic Federal University
NBEMS publishes FMGE results for every foreign university. IKBFU first appears in the 2023 report, which fits an English programme that began in 2017 and a six-year course. Its graduates have passed far above the Russian average since then: in 2023, 11 of 26 passed (42.3%) against a Russian average of 19.4%; in 2024, 28 of 58 (48.3%) against 29.5%. In June 2025, 10 of 19 passed (52.6%) against 18.1%, and in December 2025, 24 of 45 (53.3%) against 30.9%. Over 2022–2025 combined, 73 of 148 candidates passed, 49.3% against about 25% for Russia. With fewer than 300 candidates in those four years, IKBFU is not ranked in our ranking.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 45 | 24 | 53.3% |
| June 2025 | 19 | 10 | 52.6% |
| 2024 | 58 | 28 | 48.3% |
| 2023 | 26 | 11 | 42.3% |
The numbers are small, so a single batch can move them, but four reports in a row above the Russian average is a pattern worth noting. The older "MCI passing ratio" is the same thing as FMGE. Compare IKBFU with every other university on the FMGE pass rate page.
Safety in Kaliningrad for Indian students
Kaliningrad is a Russian exclave between Poland and Lithuania on the Baltic Sea, about 1,090 km from Moscow in a straight line, and is reached from the rest of Russia mainly by air. It is not one of the three regions (Bryansk, Belgorod and Kursk) where the Indian Embassy in Moscow advised in August 2024 that Indians take precautions and relocate temporarily. We found no safety incident at IKBFU or in the city. Practical points for any family:
- Ask about hostel security: guards, entry control and cameras.
- Keep the Indian Embassy in Moscow in your phone and register with it after arrival.
- Check the current advisory at mea.gov.in before travel.
- Because the city is surrounded by European Union countries, plan every trip through Moscow or Saint Petersburg and check visa and transit rules before booking any route that crosses Poland, Lithuania or other EU states.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Kaliningrad for Kerala students
Kaliningrad is a port city of about 490,000 people, the only ice-free Russian port on the Baltic Sea, and its winter is mild by Russian standards. Long-term averages are −1.2 °C in January and 18.5 °C in July: cold, damp and grey rather than Siberian. A warm waterproof jacket, boots and an umbrella are the first purchases. Summers are cool by Kerala standards.

We found no verified information on Malayali students at IKBFU or on Indian food in Kaliningrad. The 134 international students come from several countries, not only India. Ask the university how many Indian students are in your year, and ask us: we can often connect you with families whose children are already in Russia.
Where IKBFU is: distance to Moscow and how to get there from Kerala
The Institute of Medicine is in Kaliningrad, on the Baltic coast. The distance from Kaliningrad to Moscow is about 1,090 km in a straight line, about 2.8 hours by air. The overnight train takes about 19.8 hours (aggregators say 19 to 21.5 hours), but most students fly. The nearest airport is Kaliningrad Khrabrovo Airport (KGD), which is operating, with flights through Moscow and Saint Petersburg.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic flight to Kaliningrad. Kaliningrad time is 3.5 hours behind India. Read more on the universities page and the map of all cities.
Scholarships, syllabus and courses
We found no IKBFU scholarship that reduces tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. The university notes that the quota does not cover dormitory fees. Indian families should plan to pay the full fee.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask IKBFU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. The university states that the language of instruction is English but does not say whether clinical years need Russian; clinical training involves Russian-speaking patients, so students who learn basic Russian in the first two years cope much better. The programme we can confirm for foreign students is General Medicine in English.
IKBFU compared with similar universities
Families shortlisting IKBFU usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Immanuel Kant Baltic Federal University | Kaliningrad | ₹3.9 lakh (portal listing) | 49.3% (not ranked) |
| Tver State Medical University | Tver | ₹4.9 lakh (2026/27 order) | 17.2% |
| Northern State Medical University | Arkhangelsk | ₹4.0 lakh (price list 2026-27) | 22.5% |
| Tambov State University | Tambov | ₹4.0 lakh (agent figure) | 27.4% |
At a similar fee (Tver's 2026/27 order is now about ₹1 lakh higher), IKBFU's FMGE results are the highest of the four, though on a smaller number of candidates. Its trade-offs are the distance, the exclave location and the lack of a published hostel fee.
After graduation: FMGE, internship and registration in Kerala
IKBFU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. Plan for a year or more between the diploma and the first salary in India. Degree documents are attested through the MEA apostille and, in Kerala, via NORKA Roots.
Pros and cons for a student from Kerala
| Pros | Cons |
|---|---|
| English-medium General Medicine stated by the university | Whether clinical years need Russian is not stated |
| FMGE 42% to 53% in four reports from 2023, above the Russian average each time | Fewer than 300 candidates in 2022–2025, so the sample is small |
| Portal tuition about ₹3.9 lakh a year, lower-middle for Russia | The portal listing is undated; hostel fee not published |
| Federal university with a medical institute, listed in WDOMS | Not a stand-alone medical university; the English programme dates from 2017 |
| Mild winter, airport operating | Exclave far from Kerala; the only practical route is through Moscow or Saint Petersburg |
