Perm State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students

Perm State Medical University named after E.A. Wagner (PSMU) is a public medical university in Perm, in the western Urals, about 1,150 km from Moscow. Its price order for 2025-26 (No. 199-osn) gives 362,000 roubles (about ₹4.1 lakh) for the first year for foreign students studying in English, about ₹24.6 lakh over six years if the price stays flat. Here are the fees in rupees, the FMGE results year by year, the hostel questions to ask, and what the Urals winter means for a student from Kerala.

In short: PSMU is a public medical university in Perm, founded in 1916 according to Wikipedia. Its price order for 2025-26 (No. 199-osn of 30 May 2025) gives 362,000 roubles (about ₹4.1 lakh) for the first year for foreign students studying in English; six years at that price would be about 2,172,000 roubles, about ₹24.6 lakh (first year × 6, our estimate). Over 2022–2025 its graduates passed FMGE at a combined 27.7%, above the Russian average of about 25%. The order has an English column, but we found no page that confirms English for all six years, so ask for written confirmation before you pay.

Perm State Medical University is a medical college in Perm, Russia, in the western Urals. According to the Wikipedia infobox it was founded in 1916. It has also been called the Perm Medical Institute and the Perm State Medical Academy. It is a federal state institution under the Russian Ministry of Health, so it is a public university and not a private college. The official address is Petropavlovskaya Street 26, Perm 614990. The main website is psma.ru, there is an English version at psma.ru/en/, and the admission office for foreign students has its own page at abit.psmu.ru.

Wikipedia gives about 3,400 students, without a date. We found no official figure for Indian students at PSMU or for students from Kerala, but the FMGE reports give a clear sign: 2,588 PSMU graduates sat FMGE between 2022 and 2025, one of the largest Indian groups at any Russian university. We could not verify a WDOMS record. The official English site has a "Training of foreign students" section, and a university news item mentions students studying in English. Do not confuse this university with other Perm institutions such as Perm State University: the medical one is the university named after Academician Wagner.

Perm State Medical University fees for Indian students

PSMU sets its tuition in roubles. The university's order No. 199-osn of 30 May 2025 "on the cost of study for foreign citizens in 2025-2026" (Annex 1; Academic Council protocol No. 6 of 28 May 2025) gives 362,000 roubles for the first year of the specialist programme Lechebnoe delo, which is General Medicine, for foreign students studying in English. The same annex has a separate column for foreign students studying in Russian. That is the PSMU fee for Indian students on the English track that we can document from the university. The order is for new students entering in 2025-26; we found no 2026-27 order in the snapshot we read.

Be careful with older figures. A different order of the same date (No. 198-osn) has a single price line of 270,000 roubles for General Medicine that is not specific to foreigners or to English, and many pages still repeat it. The university site labels the file for the new order "No. 266 of 30.05.2024", while the scanned order itself reads 199-osn of 30.05.2025, so quote the order number as printed on the order. We read it as a scanned PDF, so confirm the digits with the international office.

Tuition, 6 years₹24.6 lakh
Converted at the Central Bank of Russia rate of 2026-10-15. Food, insurance, visa and flights are extra; see the fees page.

In rupees, the Perm State Medical University fee structure for 2025-26 works out to about ₹4.1 lakh for the first year in tuition at today's exchange rate, or about ₹24.6 lakh over six years if the fee never rose. The order sets a first-year price only, so the six-year figure is our estimate. This is the order for 2025-26, so the 2026-27 fee may be different; ask for it in writing. Russian universities usually raise fees over time and the rouble moves against the rupee, so keep a reserve of 10–20%. The question is where the fee sits in a Kerala budget: compare it with the cost of the Kerala college seat you actually have an offer for, and not with a general average.

Older web pages show a Perm State Medical University fees structure for 2021 or 2022, and some list a Perm State Medical University Russia fee structure with no source. Those figures are out of date. Answers about the university on forums and social media are also mostly old or written by agents; check the date and ask for the current price list for the year you will enter.

Living cost in Perm

Beyond tuition and hostel, a student's monthly budget in Perm is made of food, a mobile plan and internet, local transport, study material and winter clothing in the first year. We have no verified monthly figure for Perm and will not invent one. Ask current Indian students at PSMU for their real spend, and ask what changes in the winter months, when heating, clothing and transport all cost more attention and money.

Hostel and hostel fees

We found no hostel price for Perm State Medical University, and no description of the rooms. Families often ask for the PSMU hostel fees, so the honest answer is that the figure has to come from the international office, in writing, together with the tuition. Ask:

  • Is a hostel place kept for foreign students for all six years, or is it allocated each year?
  • How many students share a room, and are kitchens, washing machines and internet included?
  • Is the fee charged monthly, per semester or per year, and is a deposit taken?
  • How are rooms allocated, and is there a separate floor or building for girls? Families often ask about the girls hostel at PSMU; we have no verified answer.
  • What is the entrance security, and how is the building heated in winter?

Russian university residences are usually mixed buildings with separate rooms or floors. If the university does not give a clear answer, treat it as a warning about how it will handle other questions later. Ask for photos of the actual rooms rather than photos from agent sites.

NEET cut-off and eligibility

We found no NEET cut-off set by PSMU above the national qualifying score. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE or practise in India:

  • NEET-UG: qualified, result valid for three years. In NEET-UG 2026 the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026; the result came on 16 July 2026). In 2025 it was 144, 127 and 113.
  • Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
  • Age: 17 by 31 December of the admission year.

We found no published acceptance rate and no entrance exam rules for foreign applicants. Ask the international office whether there is an interview or test in biology and chemistry. The real filter is FMGE six years later, so a student with a weak NEET score should think hard about the exam ahead. See the full eligibility and documents list.

Admission process at PSMU

  1. Apply online

Send scans of your passport, Class 10 and 12 mark sheets and NEET score card to the university's admission office for foreign students, directly or through us.

  2. Admission letter and contract

The university checks the documents and issues an admission letter. Read the contract for the fee, the language of instruction in every year, and the internship.

  3. Invitation and visa

PSMU applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.

  4. Travel to Perm

Fly to Moscow through a Gulf hub or Delhi, then go on to Perm by a domestic flight or train. The university completes your migration registration after arrival.

Apply soon after NEET results, because the invitation and visa take several weeks. We do not have PSMU's intake dates, so ask for them in writing. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail. Older pages list "admission 2022" dates; do not rely on them.

Ranking and recognition

Families search for the Perm State Medical University ranking in Russia, its QS ranking and its world rating. We found no national or world ranking for PSMU that we can source, so we do not quote one. Rankings also say little about what matters for an Indian student. Three things matter more:

  • NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask PSMU for written confirmation of each point. See NMC rules.
  • World Directory of Medical Schools. We could not verify a WDOMS record for PSMU. Search the directory yourself under the university's name and check the languages shown; an Indian graduate needs a degree from a recognised medical school.
  • FMGE results, below, which show how its Indian graduates actually do. On our own ranking by FMGE results, PSMU is 9th of 24 universities with at least 300 candidates.

FMGE passing percentage of Perm State Medical University

NBEMS publishes FMGE results for every foreign university. PSMU graduates have done better than the Russian average in every report since 2022 except the last one. In 2022, 31.2% passed against a Russian average of 26.0%; in 2023, 25.8% against 19.4%; in 2024, 31.2% against 29.5%. In June 2025, 19.8% passed against 18.1%. In December 2025 the result was 27.7%, below the Russian 30.9%. Over 2022–2025 combined, PSMU passed 27.7% of 2,588 candidates, against about 25% for Russia. The numbers before 2022 are very small (3 candidates in 2020 and 20 in 2021) and say nothing useful.

The number of candidates grew from 160 in 2022 to several hundred a session, so the recent figures are more reliable than the early ones. The older "MCI passing rate" that people search for is the same thing: FMGE was run for the Medical Council of India before the NMC replaced it. Compare PSMU with every other university on the FMGE pass rate page and in the ranking by FMGE results.

Safety in Perm

Perm is in the western Urals, far from the border regions that the Indian Embassy in Moscow named in its August 2024 advice (Bryansk, Belgorod and Kursk). We know of no published incident involving students at PSMU. Check the current advisory at mea.gov.in before booking travel, because it can change.

Practical safety in Perm is mostly about the cold and ordinary city habits:

  • Dress for the coldest day. Frostbite and falls on ice are the common winter injuries.
  • Ask seniors which streets and hours to avoid late in the evening, as you would in any large city.
  • Register with the Indian Embassy in Moscow after arrival and keep its contact details in your phone.
  • Never accept a job or "contract" offer that involves the Russian military.
  • Ask PSMU about residence security: guards, entry control and who to call at night.

Life in Perm for Kerala students

Perm is a large city in the western Urals, on a different time zone from Moscow: it is two hours ahead of Moscow and only half an hour behind India. That makes calls home easier than from most Russian cities. We have no verified information about Indian groceries, Indian restaurants or the size of the Indian student group in Perm. Most Indian students in Russian cities cook in hostel kitchens, so ask PSMU seniors where rice, spices and lentils are bought and what they cost.

The hard part is the winter. Frost of −30 to −40 °C is the main question for Ural cities. Buildings are heated, so the cold is a problem on the way between the hostel and the classroom. A good winter coat, insulated boots, gloves, a hat and thermal wear are essential from the first year. If you arrive in September you have time to adjust before the deep cold.

The Perm State Medical University location is Petropavlovskaya Street 26 in Perm, in the western Urals. The distance from Perm to Moscow is about 1,150 km in a straight line. We have not verified the Moscow–Perm timetable or the nearest airport arrangements, so ask PSMU what it recommends and who meets new students.

From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic flight or train to Perm. Book the domestic leg only after the admission letter. Perm time is Moscow time plus two hours. Read more on the universities page and the map of all cities.

Scholarships, syllabus and courses

We found no PSMU scholarship that cuts tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. Indian families should plan to pay the full fee.

The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask PSMU for its own curriculum before you sign:

YearsMain subjects
1–2Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language
3Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery
4–5Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry
6Clinical rotations in hospitals and the state final examinations

The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so students who learn basic Russian in the first two years cope much better. We have not verified other courses taught at PSMU, so we list only General Medicine here.

PSMU compared with similar universities

Families shortlisting PSMU usually compare it with other universities in our list. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.

UniversityCityTuition per yearFMGE 2022–2025
Perm State Medical UniversityPerm₹4.1 lakh (order, English, 2025-26)27.7%
Kabardino-Balkarian State UniversityNalchik₹2.8 lakh (agent figure)25.5%
Kursk State Medical UniversityKursk₹2.7 lakh21.6%
Altai State Medical UniversityBarnaul₹4.0 lakh (university table, English line, 2025)23.7%
Fees at the Central Bank of Russia rate of 15 October 2026. The Kabardino-Balkarian figure is an agent figure; the others come from the universities' own price documents for different years. Confirm current fees with each university.

PSMU has the highest combined FMGE pass rate of the four, but after the 2025-26 order it is also the dearest of the four, about ₹0.1 lakh above Altai and ₹1.3 to 1.4 lakh above Nalchik and Kursk. Nalchik is in the North Caucasus and Kursk is a border region, so both need a separate look at safety before you compare fees. See the full ranking by FMGE results.

After graduation: FMGE, internship and registration in Kerala

PSMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:

  1. Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
  2. Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
  3. Register with the Travancore-Cochin Medical Council to practise in Kerala.

After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. Plan for a year or more between the PSMU diploma and the first salary in India. A pass rate above the Russian average is encouraging, but about seven in ten candidates from the university still did not pass over 2022–2025, so plan your FMGE preparation from the middle of the course.

What is the MBBS fee at Perm State Medical University named after E.A. Wagner for Indian students?

The university's order No. 199-osn of 30 May 2025 gives 362,000 roubles for the first year for foreign students studying in English in 2025-26, about ₹4.1 lakh at the Central Bank of Russia rate of 15 October 2026. Six years at the same price would be roughly 2,172,000 roubles, about ₹24.6 lakh, but the order sets the first year only. An older single line of 270,000 roubles (₹3.1 lakh) for all students circulates online; it is not the English-track fee. Hostel, food, insurance and flights are extra.

What are the hostel facilities and hostel fees at Perm State Medical University named after E.A. Wagner?

We found no published hostel price or room description. Ask the international office for the fee, the room type, how many students share a room, security and heating, and whether a place is kept for all six years. Get the answers in writing together with the tuition.

What NEET score is required for admission to Perm State Medical University named after E.A. Wagner?

You need the NEET-UG qualifying score for your category: for the 2026 intake that is 213 out of 720 for general and EWS candidates and 177 for SC, ST and OBC (in 2025 it was 144 and 113; the marks rose in 2026 after the exam was re-held). We found no higher cut-off set by PSMU; ask whether it holds an entrance test or interview for foreign applicants.

Does MBBS at Perm State Medical University named after E.A. Wagner meet NMC rules and is it taught in English?

The price order has a separate column for foreign students studying in English, but we found no page that lists the language and duration of every year; the official English site only has a section on training foreign students. The NMC requires the whole course in English, at least 54 months of study and a 12-month internship at the same university, so get written confirmation of each point.

Are there students from Kerala at Perm State Medical University named after E.A. Wagner, and is Indian food available in Perm?

There is no official count of students from Kerala, but PSMU has one of the largest Indian groups in Russia: 2,588 of its graduates sat FMGE in 2022–2025.
