Voronezh State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students

Voronezh State Medical University named after N.N. Burdenko is a public medical university in Voronezh, founded in 1918. Its 2026/27 price order gives 430,000 roubles (about ₹4.9 lakh) for the first year of General Medicine with elements of English. Two facts should weigh as much as the fee: its graduates passed FMGE at 19.1% in 2022–2025, below the Russian average, and Voronezh is a border-region city whose airport has been closed since 2022 and which was hit by drones in 2026.

In short: Voronezh State Medical University (Burdenko) is a state university founded in 1918, 470 km south of Moscow. Its price order for 2026/27 gives 430,000 roubles (about ₹4.9 lakh) for the first year of the programme with elements of English. Over 2022–2025 its graduates passed FMGE at a combined 19.1% of 629 candidates, below the Russian average of about 25% in every session. Voronezh is a border-region city with a closed airport and drone attacks in 2026; read the safety section before you apply.

Voronezh State Medical University named after N.N. Burdenko, called VSMU or Burdenko University, is a federal state budgetary institution of higher education under the Russian Ministry of Health. It is a public university, not a private college. Russian Wikipedia gives 12 November 1918 as its date, when a medical faculty opened at Voronezh University; it became the Voronezh State Medical Institute named after N.N. Burdenko in 1930, an academy in 1994 and a university in 2015. The World Directory of Medical Schools lists an earlier start, 1802, through the lineage of a medical department at the University of Derpt. The address is Studencheskaya St. 10, Voronezh 394036, and the site is vrngmu.ru, with an English section at vrngmu.ru/english/.

Voronezh State University and Voronezh State Technical University are different institutions; searches such as "Voronezh State University fees" can lead to them. This page is for the medical university.

We found no official count of Indian students. The data suggest a mid-sized group: 629 VSMU graduates sat FMGE in 2022–2025. The university's international office is called MIMOS and its telephone is +7 473 253-12-22.

Voronezh State Medical University fees for Indian students

The best source for the Voronezh State Medical University fees is the university's own list "Education services and fees, 2026-2027", an appendix to order No. 280 of 5 May 2026, as amended by rector's order No. 326 of 29 May 2026. Its section for foreign citizens from "far abroad" countries, which includes India, has two General Medicine lines. The Russian-language line is 400,000 roubles for the first year (about ₹4.5 lakh). The line "with elements of the English language", which is the English-supported track, is 430,000 roubles for the first year (about ₹4.9 lakh). Dentistry with English elements is 520,000 roubles (about ₹5.9 lakh).

The order also lists prices for each course in 2026/27 for the English-supported line: 430,000, 412,980, 412,980, 386,130, 386,130 and 384,205 roubles for years one to six. Note what these are: the 2026/27 prices for students now in each year, not a fixed path for a new student. If you add them up you get 2,412,425 roubles, about ₹27.3 lakh, but the university does not promise that your own second year will cost 412,980 roubles. Use the first-year figure as the anchor and expect later years to be of the same order, with a reserve for increases.

VSMU fee structure 2026-27

The block below multiplies the 2026/27 first-year price of 430,000 roubles by six. The order also lists prices for later courses, but those apply to students admitted in earlier years, so treat the six-year line as an estimate at today's fee. An older brochure for international applicants gave 340,000 roubles (2023-24); it is out of date.

Six years at today's fee (fees usually rise each year)INR
Tuition, 6 years₹29.2 lakh
Hostel, 6 years₹1.7 lakh
Tuition and hostel, 6 years₹30.9 lakh
Converted at the Central Bank of Russia rate of 2026-10-15. Food, insurance, visa and flights are extra; see the fees page.

The same brochure showed a second figure, 280,000 roubles, without a clear label, which may be a Russian-language line. The "Voronezh State Medical University fees structure 2022" that some sites still show is out of date for the same reason. Agent sites quote USD 4,680 a year (about ₹4.4 lakh), USD 5,000 (about ₹4.8 lakh) and 465,000 roubles (about ₹5.3 lakh); these are agent figures, and the order is more reliable. Keep a reserve of 10–20% for increases and for the exchange rate; see the rouble to INR page.

The MBBS in Russia fees page ranks universities by tuition; compare Kerala private fees on the Kerala vs Russia page.

Living cost in Voronezh

A student's monthly budget in Voronezh is made of food (mostly cooked in the hostel), a mobile plan and internet, local transport, study material and winter clothing. Voronezh has just over a million people and is cheaper than Moscow. We have no verified monthly figure and will not guess; the cost of living in Russia page lists what to ask senior students.

Hostel and hostel fees at Voronezh State Medical University

The brochure for international applicants says the hostel for foreign students is in the city centre near the main building, with a starting price of USD 300 a year (about ₹28,500), and that private apartments are possible. The page is undated and "starting price" means the cheapest room, so the real fee may be higher; agents quote USD 700 and 80,000 roubles a year. Ask the MIMOS office for the actual fee for your room type, the number of students per room, whether kitchens and internet are included, the deposit and the summer arrangement.

For girls, ask how rooms are allocated, who is on duty at the entrance at night, whether entry is controlled by a card, and what the hostel does during an air-raid alert. Ask the university what its shelter plan is.

NEET cut-off and eligibility

VSMU does not publish a NEET cut-off above the national qualifying score that we could find. What you need is the NEET-UG qualifying score for your category:

  • NEET-UG: qualified, result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
  • Class 12: Physics, Chemistry and Biology with English, at least 50% in PCB (40% for reserved categories).
  • Age: 17 by 31 December of the admission year.

For the English-supported programme the university lists entrance tests in chemistry (online) and English (online) and a separate additional admission window from 18 August to 22 October 2026. Check the dates directly, because the window may be closed when you read this. There is no published acceptance rate. A student who meets the criteria is normally admitted, so the real filter is FMGE six years later, and VSMU's record is below the Russian average. See the admission page for documents.

Admission process at Voronezh State Medical University

  1. Apply to the international office

Send scans of your passport, Class 10 and 12 mark sheets and NEET score card, directly or through us, and ask which language track and fee line apply to your application.

  2. Online tests and admission letter

The English-supported track uses online tests in chemistry and English. The university then issues an admission letter. Read the contract for the fee, the language of each year, the internship and the refund terms.

  3. Invitation and visa

The university applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.

  4. Travel to Voronezh

Fly to Moscow through a Gulf hub or Delhi, then take the train to Voronezh because the local airport is closed. The university completes your migration registration after arrival.

Apply soon after NEET results, because the invitation and visa take several weeks. The admission process page explains documents, apostille through NORKA Roots and the visa.

Is Voronezh State Medical University taught in English and does it meet NMC rules?

The university runs an English-medium General Medicine programme according to its site, but its price order calls the track "with elements of the English language", and we found no statement that every one of the six years is in English. The WDOMS record (an old one) lists Russian only. The NMC Foreign Medical Graduate Licentiate Regulations 2021 need at least 54 months of study in English, a 12-month internship at the same university and the whole course in one institution. Ask VSMU in writing which years and which clinical rotations are in English. The NMC keeps no list of approved universities, so "MCI approved" in adverts means nothing; see NMC rules.

Voronezh State Medical University ranking and recognition

People search for the Voronezh State Medical University ranking and the world ranking. We found no ranking of VSMU in the main global tables, so we quote none. VSMU is in the World Directory of Medical Schools, with an older record; check it yourself. What an Indian student can measure is the FMGE record, in the next section.

Voronezh State Medical University FMGE passing percentage

NBEMS publishes FMGE results for every foreign university, and VSMU's results are below the Russian average in every session since 2020. In 2022, 15.7% passed (19 of 121) against 26.0%; in 2023, 11.6% (17 of 146) against 19.4%; in 2024, 28.1% (55 of 196) against 29.5%; in June 2025, 14.6% (13 of 89) against 18.1%; in December 2025, 20.8% (16 of 77) against 30.9%. Over 2022–2025 combined, 19.1% of 629 candidates passed, 17th among 24 Russian universities with at least 300 candidates in our ranking.

Source: NBEMS FMGE reports. Annual figures combine both sessions.

The one near-average result is 2024, 28.1% against 29.5%, but it was followed by two weaker sessions. Four in five VSMU candidates failed on the first try in 2022–2025, so a student should plan FMGE preparation from year 4. Compare all universities on the FMGE pass rate page. The old term "MCI passing ratio" means the same exam.

Safety in Voronezh: read this before you apply

Voronezh is a border-region city. The Indian Embassy in Moscow advised in August 2024 that Indians in the Bryansk, Belgorod and Kursk regions take precautions and relocate temporarily; Voronezh was not named in that advisory. But Voronezh Airport has been closed to civil flights since February 2022 and was still closed in August 2026, with the transport ministry only "reviewing" a reopening in January 2026, and the city was attacked by drones in 2026.

  • 10–11 January 2026. Governor Alexander Gusev said Voronezh suffered one of the heaviest drone attacks since the war began. Air defences shot down 17 drones. One person died and three were injured; more than ten apartment buildings, private houses and a school were damaged (Al Jazeera, Novaya Gazeta).
  • 23 July 2026. A three-year-old boy was killed after falling drone debris started a fire at a residence, and a 19-year-old was lightly injured, the governor said; several buildings and a warehouse roof were damaged (The Moscow Times).

We found no report of harm to students of VSMU and no university statement; we cannot tell you whether classes were disrupted. What a family can do:

  • Check the current advisory at mea.gov.in before applying and before every trip. If the embassy extends its advice to Voronezh, treat it as a reason to wait.
  • Ask VSMU in writing what it does during an alert: where students go, whether classes move online, and whether it can arrange a transfer in the English programme. Because the NMC requires the whole course at one university, a later move to another city can break eligibility, so decide before you start.
  • Register with the Indian Embassy in Moscow after arrival and keep its number.
  • Ask how students leave if needed: with no airport, the route is by train to Moscow, 6.5–8 hours.
  • Never accept a job or "contract" offer involving the Russian military.

A family with a lower risk appetite can compare safer cities such as Kazan, Ufa or Perm on the universities page. Also read is MBBS in Russia safe.

Life in Voronezh for Kerala students

Voronezh has 1,057,681 people (2021 census) and is one of the larger cities of southern Central Russia. The climate is milder than in the Urals: the January mean is −6.0 °C and the July mean is 21.1 °C. You still need a winter jacket, boots and thermal wear from November; see the winter packing list.

Illustration: Even in the milder south, plan for proper winter clothing in the first year.

We found no verified information about a Kerala group or Indian shops in Voronezh, so do not assume Indian food is on sale. Plan to cook in the hostel and bring spices. Read Indian food in Russia and ask senior students where rice and lentils are sold.

Voronezh: 470 km from Moscow in a straight line; local time is 2.5 h behind India.

Voronezh State Medical University is in Voronezh, in the south of Central Russia, about 470 km from Moscow in a straight line. The city airport (Chertovitskoye) is closed; the nearest working airports are the Moscow ones, and the Lastochka train from Moscow takes about 6.5 hours (older trains about 8). Voronezh uses Moscow time, 2.5 hours behind India.

From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow via Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then the train to Voronezh. Allow a night in Moscow if your flight is late. See the Voronezh city page.

Scholarships, syllabus and courses

We found no VSMU scholarship that lowers tuition for Indian students. The Russian government gives a limited number of state-funded places to foreigners each year through its quota programme at education-in-russia.com; places in medicine are few. Plan to pay in full; see the scholarship guide.

The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask VSMU for its own curriculum before you sign:

YearsMain subjects
1–2Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language
3Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery
4–5Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry
6Clinical rotations in hospitals and the state final examinations

The basic sciences come first and clinical subjects follow, with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so a student who does not learn Russian in the first two years struggles in the clinic, whatever the language of the lectures. Besides General Medicine, the 2026/27 order lists dentistry with English elements at 520,000 roubles.

VSMU compared with similar universities

The table sets VSMU against three universities with a similar fee. FMGE is the combined 2022–2025 rate from the NBEMS reports.

UniversityCityTuition per yearFMGE 2022–2025
Voronezh State Medical UniversityVoronezh₹4.9 lakh (2026/27 order, English elements)19.1%
Tver State Medical UniversityTver₹4.9 lakh (2026/27 order)17.2%
Northern State Medical UniversityArkhangelsk₹4.0 lakh22.5%
Tambov State UniversityTambov₹2.2 lakh (190,000 roubles: the university's general 2025/26 price, not confirmed for the English group)27.4%
Fees at the Central Bank of Russia rate of 15 October 2026, from university price orders where we could read them; confirm current fees with each university.

Of the four, Tambov has the best exam record and, on its order, the lowest published fee, though that order does not say it covers an English track. VSMU and Tver are the dearest here on 2026/27 numbers, both at 430,000 roubles, and both have FMGE rates below the Russian average. See the full ranking by FMGE results.

After graduation: FMGE, internship and registration in Kerala

VSMU awards the Russian specialist diploma in General Medicine after six years. To practise in India a graduate then needs to:

  1. Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
  2. Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
  3. Register with the Travancore-Cochin Medical Council to practise in Kerala.

After registration a graduate can take NEET-PG like any other doctor. Plan for a year or more between the diploma and the first salary in India. See after MBBS in Russia and the FMGE exam.

What NEET score is required for admission to Voronezh State Medical University named after N.N. Burdenko?

You need the NEET-UG qualifying score for your category: in NEET-UG 2026 that was 213 out of 720 for general and EWS candidates and 177 for SC, ST and OBC (in 2025 it was 144 and 113).
