Tver State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Tver State Medical University (Tver SMU) is a public university founded in 1936 in Tver, 160 km from Moscow. Its price order of 28 May 2026 gives 430,000 roubles for the first year of the English-use General Medicine programme in 2026/27 (about ₹4.9 lakh), which is about ₹29 lakh over six years if the price stays flat. Its FMGE results are the weak point: its graduates passed below the Russian average in every NBEMS report since 2020, and this page gives the year-by-year numbers.
In short: Tver State Medical University is a public medical university founded in 1936, 160 km from Moscow. Its price order of 28 May 2026 (No. 458) gives 430,000 roubles for the first year of the 2026/27 English-use programme, about ₹4.9 lakh. Six years at that price would be about 2,580,000 roubles, about ₹29 lakh; the order covers the first year only, so this is an estimate. The earlier 2024/25 list had 350,000 roubles. Over 2022–2025 its graduates passed FMGE at a combined 17.2%, below the Russian average of about 25%, and below it in every report. The price list says "with use of English", which does not by itself prove that every clinical year is taught in English.

Tver State Medical University, shortened to Tver SMU and sometimes still called Tver State Medical Academy, is a federal state budgetary institution of higher education under the Russian Ministry of Health. It is a public university, not a private college. Wikipedia gives 1936 as its founding year. The address is Sovetskaya str. 4, Tver 170100, and the website is tvgmu.ru; English admissions content sits under /abitur/ on the same site. Searches for "Tver State University" or "Tver university" can lead to other institutions, so make sure the address in your admission letter matches the one above.

Wikipedia puts the student body at about 4,000 undergraduates and 700 postgraduates, without a date. We found no published count of Indian students. Two other pieces of data point to a large international group. The admissions page (snapshot of April 2026) lists 1,037 fee-paying General Medicine places for 2025, and by our reading 1,000 of them are for foreign citizens on the English programme and 36 for foreign citizens on the Russian programme; we read the column order from a scanned page, so treat that as indicative. Also, 1,854 Tver graduates sat FMGE in 2022–2025, one of the larger groups of FMGE candidates from Russia. Neither number tells us how many are from Kerala.

Tver State Medical University fees for Indian students
The Tver State Medical University tuition is set in roubles. The official price list has a separate line for General Medicine "with use of the English language", with a price for each of the six years. The university's order on tuition for the 2026/27 admission year (No. 458 of 28 May 2026, published on its fee page at tvgmu.ru) gives 430,000 roubles for the first year of the English-use programme. That is the Tver State Medical University fee for Indian students that we can document from the university itself, and it replaces the 350,000 roubles of the 2024/25 list (full six years then 2,100,000 roubles) that many agent pages still copy.
Read the order carefully. It is a first-year price for new entrants only; it does not set a path for years 2 to 6. Our six-year figure is simply 430,000 × 6 = 2,580,000 roubles, a planning estimate, not a quotation. The order also lists foreign citizens on the Russian-language programme and citizens of Russia alongside, but we use only the English-use line. The wording "with use of English" is the university's own and does not by itself prove that every clinical year is taught in English.
Tver SMU fee structure 2026/27 (price order No. 458)
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years | ₹29.2 lakh |
In rupees, the Tver SMU tuition is about ₹4.9 lakh for the first year and about ₹29 lakh over six years at the Central Bank of Russia rate. A second price list, for students already enrolled in 2025/26 on the English programme, gives different prices by year: 365,750 roubles for year 2 (about ₹4.1 lakh), 312,675 for year 3 (about ₹3.5 lakh), 302,720 for year 4 (about ₹3.4 lakh), 252,764 for year 5 and 252,760 for year 6 (about ₹2.9 lakh each). Those figures show that later years have been cheaper than the first for earlier cohorts, but they belong to different cohorts, so do not mix them with the 430,000 and treat the total as your bill. Your later years may cost less than the flat estimate above, or they may be indexed upwards; ask Tver SMU what the contract fixes. Keep a reserve of 10–20% for fee increases and for the rouble-rupee rate.
| Cost item | What we know for Tver SMU |
|---|---|
| Tuition, English-use programme, first year | 430,000 RUB, about ₹4.9 lakh (price order No. 458 of 28 May 2026, intake 2026/27) |
| Tuition, six years, English-use programme | About 2,580,000 RUB, about ₹29 lakh (our estimate: first year × 6; the order does not give years 2–6) |
| Earlier list, English-use programme, first year | 350,000 RUB, about ₹4.0 lakh (2024/25; six years then 2,100,000 RUB) |
| Tuition, Russian-language programme for foreigners, first year | 265,000 RUB, about ₹3.0 lakh (2024/25 list; the 2026/27 amount was not read) |
| Hostel | Not found; ask the international office |
| Medical insurance | Compulsory for foreign students; ask whether the university arranges it |
| Food, transport, phone | Not published; ask senior students |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then a short trip to Tver |
Compare Tver SMU with other universities on the MBBS in Russia fees page. Its first-year tuition is still lower than at Kazan, Ufa or Nizhny Novgorod, but the gap is smaller after the 2026/27 rise, and the FMGE section below shows what the fee has bought in exam results. The cheaper Russian-language programme is not an option for an Indian student who needs an English-medium degree under the NMC rules. For a Kerala family, the useful comparison is with private MBBS fees in Kerala: ask each Kerala college for its current fee list and compare the total for the whole course, including hostel, travel and the FMGE preparation year.
Living cost in Tver
Beyond tuition and hostel, a student's monthly budget in Tver is made up of food, a mobile plan and internet, local transport, study material and winter clothing in the first year. We have no verified monthly figure for Tver, so we give none. Tver is a smaller city than Moscow, but it is close to it, which may help with shopping and travel. Ask senior Indian students what they really spend before you fix the family budget.
Hostel and hostel fees at Tver State Medical University
We could not find the hostel fee at Tver State Medical University or a description of the hostels, so we do not quote one. Ask the international office for the hostel fee in writing with the tuition, together with the room type, the number of students per room, kitchens and the distance from the hostel to the teaching hospitals. At Russian state universities the hostel is usually a small part of the budget compared with tuition.
Families often ask about the girls hostel at Tver State Medical University and its fees. Russian university residences are usually mixed buildings with separate rooms or floors. Ask how rooms are allocated, whether female students are placed together, and who guards the entrance. Ask also for recent photos or a video tour of the rooms you would be given. Search results for "Tver State Medical Academy photos" mostly show the older name and the buildings from outside, which says little about the residence.
NEET cut-off and eligibility
We found no Tver SMU-specific NEET cut-off. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE:
- NEET-UG: qualified, result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
The university publishes an extract of its admission rules titled "Features of admission of foreign citizens ... to English language programs". We could not read the entrance requirements in it, so ask whether admission is on documents and NEET alone or includes a test or interview. There is no published acceptance rate. With about 1,000 English-programme places on the 2025 admissions page, admission is probably not the hard part; the real filter is FMGE six years later. A student with a weak NEET score should think hard about the exam ahead. See the full eligibility and documents list.

Tver State Medical University ranking and recognition
Families search for the Tver State Medical University ranking, its world ranking and its ranking in Russia. We found no ranking for Tver SMU that we can verify, so we do not quote one; Russian national ratings change their methods often, and agent pages rarely name the list or the year. In our ranking by FMGE results Tver SMU is 19th of 24 universities with at least 300 candidates. Three things matter more for an Indian student:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask Tver SMU for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. We could not confirm Tver SMU's WDOMS listing, so check it yourself.
- FMGE results, below, which show how its Indian graduates actually do.
On English medium, be precise. The price list shows a separate "programme taught with the use of English" for all six years, and the admission rules mention English-language programmes. The wording "with use of English" does not prove that every lecture and clinical rotation is in English. Ask Tver SMU for written confirmation, year by year, of the language of teaching including the hospital years, before you pay.
FMGE passing percentage of Tver State Medical University
NBEMS publishes FMGE results for every foreign university. Tver SMU graduates have passed below the Russian average in every one of the seven reports from 2020 to December 2025. In 2022, 18.6% passed against a Russian average of 26.0%; in 2023, 14.0% against 19.4%; in 2024, 24.4% against 29.5%. In June 2025, 11.1% passed against 18.1%, and in December 2025 only 7.6% against 30.9%. Over 2022–2025 combined, Tver SMU passed 17.2% of 1,854 candidates, against about 25% for Russia as a whole.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 157 | 12 | 7.6% |
| June 2025 | 180 | 20 | 11.1% |
| 2024 | 484 | 118 | 24.4% |
| 2023 | 501 | 70 | 14.0% |
| 2022 | 532 | 99 | 18.6% |
| 2021 | 520 | 100 | 19.2% |
| 2020 | 514 | 62 | 12.1% |
The table is clear. The gap to the Russian average was about 4 to 7 points in most reports and widened to 23 points in December 2025, when 12 of 157 candidates passed. We do not know the reasons: they could be teaching, the entry level of students, the language of instruction or preparation after graduation. What the numbers say is that a Tver graduate has had a lower chance of passing FMGE at the first attempt than the Russian average. A student who still chooses Tver SMU for the fee or the nearness to Moscow should budget for serious FMGE preparation and possible resits. The older "MCI passing ratio" is the same thing: FMGE was run for the Medical Council of India before the NMC replaced it. Compare Tver SMU with every other university on the FMGE pass rate page.
Safety at Tver State Medical University and in Tver
Tver lies between Moscow and Saint Petersburg. It is not one of the border regions of Russia and not in the North Caucasus. We know of no published incident involving Indian students at Tver SMU. That says nothing certain about the future, so take the usual practical steps:
- Check the current advisory at mea.gov.in before travel and again before each return to Russia.
- Register with the Indian Embassy in Moscow after arrival; Tver is close to Moscow, so the embassy is within reach.
- Ask the university what security the hostel has: entrance guard, entry control, cameras.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Tver for Kerala students
Tver keeps Moscow time, which is 2.5 hours behind India. It lies between Moscow and Saint Petersburg. Its average January temperature is about -7.0 °C and July about 19.0 °C (1991–2020 averages). We found no verified count of Indian students or list of Indian shops in Tver, so ask current students. In the Russian interior, winters are cold, and students normally need a proper winter jacket, boots and thermal wear from the first year.
The best source on student life is a student already there. Before you commit, ask Tver SMU or us to connect you with current Indian students, preferably from Kerala, and ask them how the hostel kitchen works, where they buy rice and spices, whether the clinical teaching is really in English, and how they prepared for FMGE. Clinical training also means talking to Russian-speaking patients, so students who learn basic Russian in the first two years cope much better.
Where Tver SMU is: distance to Moscow, nearest airport and how to get there from Kerala
Tver State Medical University is at Sovetskaya str. 4 in Tver, between Moscow and Saint Petersburg. The distance from Tver to Moscow is about 160 km in a straight line, the shortest distance after Moscow itself in our list of Russian cities with medical universities. That means students normally land at a Moscow airport and continue to Tver by train or road. We have not verified the transfer time, so ask the international office whether it meets first-year students at the airport and how.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, and then to Tver. Aeroflot flies Delhi–Moscow nonstop about daily. Tver time is the same as Moscow, so a call to Kerala is a matter of remembering the 2.5-hour gap. Read more on the universities page and the map of all cities.
Scholarships, syllabus and courses
We found no Tver SMU scholarship that cuts tuition for Indian students as a rule, so plan to pay the full fee. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. Ask any agent who promises a Tver scholarship to show it in writing from the university.
The General Medicine programme lasts six years and follows the Russian federal standard. A typical six-year plan looks like this; ask Tver SMU for its own curriculum for the English-use programme before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. This page covers General Medicine only; ask the university which programmes are open to foreign students.
Tver SMU compared with similar universities
Families shortlisting Tver SMU usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Tver State Medical University | Tver | ₹4.9 lakh (2026/27 order) | 17.2% |
| Northern State Medical University | Arkhangelsk | ₹4.0 lakh | 22.5% |
| Tambov State University named after G.R. Derzhavin | Tambov | ₹4.0 lakh (agent figure) | 27.4% |
| North Ossetian State Medical Academy | Vladikavkaz | ₹4.1 lakh | 22.4% |
The other three universities in the table charge about ₹4 lakh, which is now about ₹0.8 to 0.9 lakh a year less than Tver SMU. All three have had better combined FMGE results than Tver SMU over the last four years, though two of them are also below the Russian average. Tver SMU's advantages are its distance from Moscow, only 160 km, and a large English-use intake. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
Tver SMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. Because Tver graduates' FMGE pass rate has been below the average, plan for a year or more, possibly longer if resits are needed, between the diploma and the first salary in India, and ask senior students how they prepared.

Six years at the same price would be about 2,580,000 roubles, about ₹29 lakh, but the order sets the first year only, so treat that as an estimate. Hostel, food, insurance and flights are extra.
What are the hostel facilities and hostel fees at Tver State Medical University?
We could not find the hostel fee or a description of the hostels. Ask the international office in writing for the fee, the room type, kitchens and how female students are housed, and ask for recent photos of the rooms.
What NEET score is required for admission to Tver State Medical University?
You need the NEET-UG qualifying score for your category: in NEET-UG 2026 that was 213 out of 720 for general and EWS candidates and 177 for SC, ST and OBC (in 2025 it was 144 and 113). We found no higher Tver SMU cut-off. Ask whether an entrance test or interview is also held.
