Izhevsk State Medical Academy: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students

Izhevsk State Medical Academy, now Izhevsk State Medical University, in Udmurtia lists English-medium General Medicine for 2025 entrants at 350,460 roubles a year (₹4.0 lakh), a price it says does not change until the end of study. Its graduates passed FMGE at 7.0% over 2022–2025, with no passes in three consecutive reports. Here are the fees, the exam record, the hostel, NEET, the cold and the safety position.

In short: Izhevsk State Medical Academy (renamed Izhevsk State Medical University around 2025) is a state university founded in 1933 in Izhevsk, the capital of Udmurtia. Its price order No. 220/07-02 of 30 May 2025 gives 350,460 roubles a year (about ₹4.0 lakh) for English-medium General Medicine for 2025 entrants, and the university says the price does not change until the end of study. Over 2022–2025 its graduates passed FMGE at a combined 7.0% (5 of 71 candidates), against a Russian average of about 25%. The university has a separate English price line, but no official statement that all six years are in English.

Izhevsk State Medical Academy (ISMA) is the main medical school of the Udmurt Republic, in the western Urals. It began as Izhevsk State Medical Institute and was founded in 1933. It later became an academy, and around 2025 it was renamed Izhevsk State Medical University: Russian Wikipedia now uses the new title, citing a Kommersant report of 2 December 2025, and the university's own pages show both names. It is the same institution, so students still search for it under both names. It is a federal state institution under the Ministry of Health, at Kommunarov Street 281, Izhevsk. The World Directory of Medical Schools lists it (listing F0000297) with the language of instruction given as Russian.

The university says it has trained foreign students since 1988, and its Faculty of Foreign Students publishes a separate price for training in English, limited to General Medicine. We found no official count of Indian students, so we cannot say how big the Indian group is today.

Izhevsk State Medical Academy fees for Indian students

The university's Faculty of Foreign Students page publishes a price order each year. The latest we could trace is Order No. 220/07-02 of 30 May 2025 (Academic Council protocol No. 9 of 27 May 2025), Annex 1, "cost of paid educational services for entrants in 2025, specialitet". For General Medicine it lists three columns: Russian citizens and equal-rights persons, 233,640 roubles; foreign citizens in Russian, 280,368 roubles; and foreign citizens in English, 350,460 roubles. Only the first-year price is given; the university states that the price does not change until the end of study. We could not find a 2026 price list.

The 350,460 roubles come to about ₹4.0 lakh a year at today's rate, and because the price is fixed for the study of the 2025 intake, about ₹24 lakh over six years for that intake. A student entering in 2026 will pay whatever price the 2026 order sets, and the trend is upward: the English-medium price was 263,400 roubles for 2023 entrants, 294,000 for 2024 and 350,460 for 2025, so it rose about 12% and then about 19%. Treat ₹4.0 lakh as a minimum for the 2026 intake and ask the university for the 2026 order. Keep a reserve of 10–20% for increases in later intakes and for the rouble-rupee rate. Agents quote more: US$4,400 a year (about ₹4.2 lakh) on one page and ₹4.69 lakh for the first year on another, updated in December 2024.

Living cost in Izhevsk

Beyond tuition and hostel, a student's monthly budget in Izhevsk is made of food, a mobile plan and internet, local transport, study material and heavy winter clothing. Izhevsk has 623,472 people (2021 census) and is cheaper than Moscow. We have no verified price list for the city, so ask senior students for their real monthly spend before you fix the family budget.

Hostel and hostel fees

The university houses foreign students in student residences, normally in shared rooms with common kitchens. The university did not publish a hostel price on the pages we could read. An agent quotes about US$1,000 a year (about ₹0.95 lakh). Ask the international office for the Izhevsk State Medical Academy hostel fee in writing, whether it is charged per month or per year, and whether a place is certain in the first year.

Parents often ask about the girls hostel. We found no statement on it. Ask how rooms are allocated, whether female students are placed together, what the entrance security is, and how far the hostel is from the teaching buildings and clinics.

NEET cut-off and eligibility

The university does not set a NEET cut-off above the national qualifying score that we could find. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot practise in India:

  • NEET-UG: qualified, result valid for three years. In NEET-UG 2026 the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (144, 127 and 113 in 2025).
  • Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
  • Age: 17 by 31 December of the admission year.

We found no published entrance exam for foreign applicants. Ask whether the university holds an interview or a test in biology and chemistry. There is no published acceptance rate. Students who meet the criteria and apply on time are usually admitted, so the real filter is FMGE six years later, and the FMGE record below is the main question for a family. See the full eligibility and documents list.

Ranking and recognition

Families search for the Izhevsk State Medical Academy ranking and its world ranking. We could not verify a ranking position for it, in Russia or globally. Three things matter more for an Indian student:

  • NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask the university for written confirmation of each point. See NMC rules.
  • World Directory of Medical Schools. The academy is listed in WDOMS (F0000297) with language of instruction Russian. Check the entry yourself, and ask why English is not shown; an Indian graduate needs a degree from a recognised medical school.
  • FMGE results, below, which show how its Indian graduates actually do.

FMGE passing percentage of Izhevsk State Medical Academy

NBEMS publishes FMGE results for every foreign university. The numbers for Izhevsk are small and very low. In 2022, 1 of 16 candidates passed (6.2%) against a Russian average of 26.0%; in 2023, none of 14; in 2024, none of 16; in June 2025, none of 6. In December 2025, 4 of 19 passed (21.1%) against 30.9%. Over 2022–2025 combined, 5 of 71 candidates passed, 7.0% against about 25% for Russia. Izhevsk has fewer than 300 candidates in those four years, so it is not ranked in our ranking.

Source: NBEMS FMGE reports. Annual figures combine both sessions.

Earlier reports were no better: none of 15 in 2020 and 1 of 17 in 2021. December 2025 is the only session on record with more than one pass, but 19 candidates is a small sample. We do not know the reasons, and the NBEMS data do not give them. The older "MCI passing ratio" is the same thing as FMGE. Compare Izhevsk with every other university on the FMGE pass rate page. A family considering Izhevsk should ask the university directly how many of its Indian graduates cleared FMGE in the last three years and what preparation it offers.

Safety in Izhevsk for Indian students

Izhevsk is in Udmurtia in the western Urals, about 970 km from Moscow in a straight line and more than 1,300 km from the Ukrainian front. It is not one of the three regions (Bryansk, Belgorod and Kursk) where the Indian Embassy in Moscow advised in August 2024 that Indians take precautions and relocate temporarily. The city does, however, host a large defence-industry plant. On 17 November 2024 a drone strike damaged an air-defence factory in Izhevsk, and on 1 July 2025 Ukrainian drones struck the Kupol plant, which makes air-defence systems and drones. The Udmurt governor reported three people dead and dozens injured, according to Novaya Gazeta and Meduza. Reports said no air-raid siren sounded and that mobile internet outages prevented residents from receiving warnings. We found no report of a 2026 strike, and no incident involving Indian students in the sources we checked.

What we suggest for a family considering Izhevsk:

  • Ask the university what happens during alerts: shelters, evacuation rules and whether classes move online.
  • Ask about hostel security: guards, entry control and cameras, and how far the hostel is from industrial areas.
  • Keep the Indian Embassy in Moscow in your phone and register with it after arrival.
  • Check the current advisory at mea.gov.in before travel.
  • Never accept a job or "contract" offer that involves the Russian military.

Life in Izhevsk for Kerala students

Izhevsk is a city of about 620,000 people, the capital of Udmurtia, with a long cold winter. Long-term averages are −12.1 °C in January and 18.8 °C in July; frost can be severe, so a proper winter jacket, boots, thermal wear, gloves and a hat are needed from the first day. Summers are short and mild.

People search for Izhevsk State Medical Academy photos before applying. The academy's own site and the international office are the places to see the hostel rooms and teaching hospitals; ask for recent photos or a video call with a current Indian student. We found no verified information on Malayali students or Indian food in Izhevsk. Most Indian students in smaller cities cook in the hostel kitchen. Ask us, and we can connect you with families whose children are already in Russia.

Scholarships, syllabus and courses

We found no academy scholarship that reduces tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. Indian families should plan to pay the full fee.

The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask the university for its own curriculum before you sign:

YearsMain subjects
1–2Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language
3Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery
4–5Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry
6Clinical rotations in hospitals and the state final examinations

The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Agents say all six years are in English; we found no official statement on Russian in the clinical years. Clinical training involves Russian-speaking patients, so basic Russian in the first two years helps. The programmes we can confirm are General Medicine in English and in Russian for foreigners.

Izhevsk compared with similar universities

Families shortlisting Izhevsk usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.

UniversityCityTuition per yearFMGE 2022–2025
Izhevsk State Medical AcademyIzhevsk₹4.0 lakh (price order, English track, 2025)7.0% (not ranked)
Tver State Medical UniversityTver₹4.9 lakh (2026/27 order)17.2%
Northern State Medical UniversityArkhangelsk₹4.0 lakh (price list 2026-27)22.5%
Tambov State UniversityTambov₹4.0 lakh (agent figure)27.4%
Fees at the Central Bank of Russia rate of 15 October 2026. Tambov's order lists a general price of 190,000 roubles without a foreigner or English line, so its agent figure is shown. Confirm current fees with each university.

At the same fee, Northern and Tambov, and at about ₹0.9 lakh more a year Tver, have had FMGE results from two to nearly four times Izhevsk's. Izhevsk's advantage is the price fixed for the whole course, but the FMGE record is the weakest of the four.

After graduation: FMGE, internship and registration in Kerala

The university awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:

  1. Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
  2. Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
  3. Register with the Travancore-Cochin Medical Council to practise in Kerala.

After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. Plan for a year or more between the diploma and the first salary in India. Degree documents are attested through the MEA apostille and, in Kerala, via NORKA Roots.
