Kirov State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Kirov State Medical University is a state medical university in Kirov, 790 km north-east of Moscow. Its price order for 2025/26 gives 350,000 roubles (about ₹4.0 lakh) for the first year on the English track for foreigners, which is higher than the $4,000 an agent page quotes. We could find no FMGE results under its name, so no pass rate can be given.
In short: Kirov State Medical University is a state university under the Russian Ministry of Health in Kirov, a city of about 468,000 people. The university's price order for the 2025/26 intake lists 350,000 roubles (about ₹4.0 lakh) for the first year of General Medicine on the English intermediary-language track for foreign citizens, against 206,000 roubles for the Russian-language track. We could not find its graduates under a recognisable name in the NBEMS FMGE reports, so we cannot give a pass rate. The university lists General Medicine as taught in English, but does not say that Russian is absent in the later years.

Kirov State Medical University (Kirov GMU, in Russian Кировский ГМУ) is a federal state budgetary institution under the Ministry of Health, so it is a public university. It began in 1987 as the Kirov branch of the Perm State Medical Institute, became the independent Kirov State Medical Institute in 1994, and was called Kirov State Medical Academy from 1999 to 2016. People still search for it as Kirov Medical University or Kirov State Medical Academy. The address in the World Directory of Medical Schools (WDOMS) is Karl Marx street 112, Kirov 610027; the Russian Wikipedia gives Vladimirskaya street 112 with the same postal code, so check the address on your admission letter.
The English site, eng.kirovgma.ru, lists General Medicine as a six-year full-time programme taught in English, and the foreign-student office is reachable at a dedicated email address on that site. We found no official number of Indian students and none for Kerala. That is the main gap: before you pay, ask the international office how many Indian students are enrolled today and for a contact in each year.

Kirov State Medical University fees for Indian students
This is the part where agent pages and the university disagree. One agent page quotes $4,000 a year (about ₹3.8 lakh) for all six years, and another lists 360,000 roubles. The university's own documents give a different picture. Its price order No. 314-OD of 30 May 2025, restated by Order No. 380-OD of 2 July 2025 (Annex 1, indexed for inflation), sets prices for the 2025/26 intake. For General Medicine 31.05.01 it lists two lines for foreign citizens:
- "Training with the use of an intermediary language (English)": 350,000 roubles for the first course, about ₹4.0 lakh.
- Russian-language General Medicine for foreigners: 206,000 roubles for the first course, about ₹2.3 lakh.
The English line is the one that applies to an Indian student who joins an English group. The words "intermediary language" are the university's own, and they describe teaching that uses English as a bridge; they are not a promise that every lecture and every hospital class is in English.
Kirov State Medical University fee structure 2025-26
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years | ₹23.8 lakh |
The table above uses the order: 350,000 roubles is about ₹4.0 lakh for the first year, and about ₹24 lakh over six years if the first-year fee never changed. The same order gives lower prices for the second to sixth courses (290,520, 283,280, 271,630, 256,700 and 231,370 roubles), but those are the 2025/26 prices for students who joined in earlier years at their own intake's fees. They do not show what a student admitted now will pay later, so do not add them up. We saw no price order for the 2026/27 intake; ask for it before you sign.
Whatever the final figure, plan with a reserve of 10–20% for increases and for the rouble-rupee rate. The university states on its English site that the contract is signed and tuition is paid before the invitation for the visa is issued. That means a large payment goes out before you have a visa, so read the refund clause for a visa refusal carefully.
| Cost item | What we know for Kirov |
|---|---|
| Tuition, first year (English track) | 350,000 RUB (price order No. 314-OD as restated by No. 380-OD, 2025/26) |
| Tuition, first year (Russian track) | 206,000 RUB (same order) |
| Hostel | Paid monthly to the university; agents quote about $650 a year or 80,000 RUB a year |
| Medical insurance | Compulsory for foreign students; ask what it covers |
| Food | Not verified for Kirov; most students cook in the hostel |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then about 1.7 hours by air or an overnight train to Kirov |
Compare Kirov with other universities on the MBBS in Russia fees page. At 350,000 roubles it sits in the lower middle of our list, the same as Northern State Medical University; Tver's 2026/27 order is now 430,000 roubles.
Living cost in Kirov
Beyond tuition and hostel, a monthly budget in Kirov is made of food, a mobile plan and internet, local transport, study material and winter clothing in the first year. Kirov is a regional city of about 468,000 people, and we have no verified monthly figure for it, so we do not give one. Ask senior Indian students for their actual spend; it varies most with how often a student eats out.
Kirov State Medical University hostel and hostel fees
The official English site says that the dormitory is paid monthly and that the payment receipt is handed to the dean's office. It does not show the amount in the pages we could read. Agents quote about $650 a year (about ₹62,000) in one place and 80,000 roubles a year (about ₹91,000) in another, so the range is wide. Ask the international office, in writing, for the monthly rate, the room type, the number of students per room, the kitchen and the distance to the teaching hospitals, and ask whether a place is kept for all six years or must be applied for every year.
Families also ask about a girls hostel at Kirov State Medical University. Russian residences usually allocate rooms or floors by gender, but the rules differ. Ask how female students are placed, who controls the entrance and what the rules are for visitors in the evening.
NEET cut-off and eligibility for Kirov State Medical University
The university does not publish a NEET cut-off above the national qualifying score in the sources we found. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot practise in India:
- NEET-UG: qualified, result valid for three years. In NEET-UG 2026 the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026; the result came on 16 July 2026). In 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
We have not confirmed whether Kirov holds an entrance exam or an interview for Indian applicants, and there is no published acceptance rate. Ask for the list of requirements and the deadline of your intake. The full eligibility and documents list is on our admission page.

Invitation and visa
The university requests your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.

Fly to Moscow through a Gulf hub or Delhi, then take a flight to Kirov or an overnight train. The university completes your migration registration after arrival.
Apply soon after NEET results, because the invitation and visa take several weeks. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail.
Kirov State Medical University ranking and recognition
Families search for the Kirov State Medical University ranking in Russia and its world ranking. We found no global ranking for it and no national rating we could verify, so we quote none. We cannot give our own FMGE-based ranking either, because the university does not appear in the NBEMS reports under a name we recognise. Three things matter more than a ranking:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, in-person clinical training and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask the university for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. The university is listed in WDOMS, although the record we saw is older and gives Russian as the language. Open the entry yourself.
- FMGE results, next, which show how Indian graduates of a university actually do.
On English medium: the English site says General Medicine is taught in English over six years, and the price order calls the track "intermediary language (English)". We found no official statement on the use of Russian in the later years, so full English cannot be confirmed for NMC purposes. Get a written statement for each year, including hospital practice.
Kirov State Medical University FMGE passing percentage
NBEMS publishes FMGE results by institute, and we searched its reports for 2020 to 2025 for Kirov. No row matched a recognisable Kirov name. That does not prove that nobody from Kirov sat the exam; the institute may be entered under another spelling, or the number of Indian graduates may be small. It does mean we have no pass rate for Kirov, and we will not guess one. The Russian averages for comparison were 26.0% in 2022, 19.4% in 2023, 29.5% in 2024, 18.1% in June 2025 and 30.9% in December 2025, about 25% over 2022–2025.
What to do: ask the university for the number of its Indian graduates who sat FMGE and passed in the last three years, with the NBEMS score cards, not a percentage on a brochure. A university that cannot show this is asking you to take the exam risk on trust. The older "MCI passing ratio" means the same thing: FMGE was run for the Medical Council of India before the NMC replaced it. Compare the universities with published results on the FMGE pass rate page and in the ranking.
Safety in Kirov for Indian students
Kirov is not on the border and not in the North Caucasus. It is about 790 km north-east of Moscow in a straight line. The Indian Embassy in Moscow advised in August 2024 that Indians in the Bryansk, Belgorod and Kursk regions take precautions and relocate temporarily; Kirov is not one of them. We found no published incident involving students of the university. Advisories and drone alerts can change quickly across Russia, so check mea.gov.in before you travel. Practical points for any family:
- Ask what security and entry control the residence has, and who is on duty at night.
- Register with the Indian Embassy in Moscow after arrival and keep its numbers in your phone.
- Check that the insurance covers emergency treatment and return to India.
- Never accept a job or "contract" offer that involves the Russian military.
The main daily risk for a Kerala student in Kirov is not crime but cold, and the first winter needs preparation.

Life in Kirov for Kerala students
Kirov has about 468,000 people (2021 census). Winters are long: the January mean is about −11.5 °C and the July mean about 18.9 °C. That is about 5 degrees colder than Moscow in January (−6.2 °C). A good winter jacket, insulated boots, gloves and thermal underwear are essential from the first week.

We have no verified information on Indian groceries, Indian restaurants or a Malayali community in Kirov, so we do not describe them. In a smaller city, food usually means cooking in the hostel kitchen, with rice, lentils and spices brought from home or ordered online. Ask for the contact of a current Indian student, ideally from Kerala, before you pay.
Where Kirov State Medical University is: distance to Moscow and how to get there from Kerala
The university is in Kirov, on Karl Marx street according to the WDOMS record. The distance from Kirov to Moscow is about 790 km in a straight line: about 1.7 hours by air or about 12 hours by overnight train. The nearest airport is Pobedilovo (KVX), 22 km south-west of the city, and it is operating. Kirov is on Moscow time, 2.5 hours behind India.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic flight to Kirov or the overnight train. See the universities page for the map of all cities.
Scholarships, syllabus and courses
We found no Kirov scholarship that reduces tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. Indian families should plan to pay the full fee.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. We did not find the Kirov curriculum online. A typical six-year plan looks like this; ask the university for its own before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
Basic sciences come first, then clinical subjects, then hospital practice. Patients speak Russian, so students who learn the language in the first two years do far better on the wards. The price order also lists other specialties, such as dentistry, but we checked only General Medicine for this page.
Kirov State Medical University compared with similar universities
Families shortlisting Kirov usually compare it with other universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Kirov State Medical University | Kirov | ₹4.0 lakh (price order) | no result found |
| Voronezh State Medical University | Voronezh | ₹4.9 lakh (2026/27 order, English-supported line) | 19.1% |
| Tver State Medical University | Tver | ₹4.9 lakh (2026/27 order) | 17.2% |
| Northern State Medical University | Arkhangelsk | ₹4.0 lakh | 22.5% |
Northern, at almost the same fee, and Tver, at about ₹0.9 lakh more, have FMGE results below the Russian average of about 25%, and Voronezh costs more. Kirov's advantage is that its fee is published in a dated order; its disadvantage is that nothing is known about how its graduates do in FMGE. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
The university awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia needs Russian accreditation and fluent Russian. Plan for a year or more between the diploma and the first salary in India. With no published FMGE record for Kirov, assume that the exam is the usual hurdle, about three in four Russian-trained candidates not passing at a given sitting, and prepare from the first year.
Pros and cons for a student from Kerala
| Pros | Cons |
|---|---|
| Fee published in a dated price order: 350,000 RUB (about ₹4.0 lakh) on the English track | The order is for 2025/26; the current intake's price must be confirmed |
| State medical university under the Ministry of Health, listed in WDOMS | "Intermediary language (English)" does not promise full English for six years |
| Not a border or Caucasus region; Kirov airport (Pobedilovo) is working | No FMGE result found under its name; no way to compare with other universities |
| Overnight train or 1.7-hour flight from Moscow | Long, cold winters; no direct flight from Kerala |
| Smaller city than Moscow or Saint Petersburg | Contract and payment come before the invitation; no official count of Indian students |
