Ryazan State Medical University named after I.P. Pavlov: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Ryazan State Medical University named after Academician I.P. Pavlov (RyazSMU) is a public medical university about 180 km south-east of Moscow. Its price order for the 2026-27 intake gives 505,800 roubles a year (about ₹5.7 lakh) for General Medicine for foreign students, in a track described as 'with translator service', not as English. Here are the fees, FMGE results year by year, the hostel, the NEET requirement and the questions to ask before you pay.
In short: RyazSMU is a public medical university in Ryazan, founded in 1943 according to Russian Wikipedia. The university's price order No. 136-d of 3 March 2026 gives 505,800 roubles (about ₹5.7 lakh) a year for General Medicine for foreign citizens, in a track "with translator service". Over 2022–2025 its graduates passed FMGE at a combined 19.1% of 178 candidates, below the Russian average of about 25%. The order does not name English, so get written confirmation that the whole course is in English before you pay.

Ryazan State Medical University named after Academician I.P. Pavlov, often shortened to RyazSMU or RMU, is a federal state budgetary institution under the Russian Ministry of Health. That makes it a public university, not a private college. Russian Wikipedia dates the founding to 1943, when the Ryazan branch of a Moscow medical institute started work. The World Directory of Medical Schools (WDOMS) says teaching began in 1950, and the school became a university in 1993. If you read "established" on several sites and see different years, this is the reason; the 1943 date is the one we use, with that note.
The official address is Vysokovoltnaya Street 9, Ryazan 390026 (WDOMS gives number 7, so check the number on your admission letter). The main website is rzgmu.ru, with an English section at rzgmu.ru/en. People also search for it as the Ryazan Medical University, Ryazan University, Ryazan State University, Ryazan IP Pavlov Medical University or the Pavlov Ryazan university. Do not confuse it with other Ryazan institutions that have similar names; the medical one is the university named after Pavlov.
The university has a Faculty of International Students, which it says has existed since 1992, and it reports more than 1,000 students from 56 countries, without a split by nationality. We found no official count of Indian students or of students from Kerala. The first-year admissions page lists 105 places for General Medicine; that number is not specific to foreigners. Before the English-medium groups, the faculty taught foreign students with French translation, and its old price list from 2018/19 still shows that. That history is a reminder to check which language your group will really use.

Ryazan State Medical University fees for Indian students
RyazSMU sets its tuition in roubles. The most reliable document is the price order for foreign citizens: Order No. 136-d of 3 March 2026, "on approving the register of cost of study for 2026-2027 for foreign citizens", approved by the Academic Council on 17 February 2026 (protocol No. 7) and published as a scanned register for first-course entrants. We read the numbers from the scan and checked each yearly figure against its six-year total. The register gives these lines for foreign students:
| Programme (foreign citizens, 2026-27, first course) | Years | Per year, roubles | Per year, ₹ |
|---|---|---|---|
| General Medicine, with translator service | 6 | 505,800 | ₹5.7 lakh |
| Pediatrics, with translator service | 6 | 505,800 | ₹5.7 lakh |
| Dentistry, with translator service | 5 | 592,500 | ₹6.7 lakh |
| General Medicine taught in Russian | 6 | 353,400 | ₹4.0 lakh |
The order sets the same 505,800 roubles for every one of the six years, so the total for the course is 3,034,800 roubles, about ₹34 lakh. This is a register for new entrants of 2026, so it is a real path for one intake, not a list of continuing-student prices. A separate register exists for second-year students and later; we could not read it, so do not assume it matches.
RyazSMU fee structure 2026-27
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years (university list for this intake) | ₹34.4 lakh |
The table above uses the order's six-year total of 3,034,800 roubles. Two agent websites quote an older, lower figure of 414,000 roubles a year for Ryazan, and agents also quote a hostel of 50,000 roubles. Treat the order figures in the first table as the fee for the 2026-27 intake: 505,800 roubles a year, about ₹5.7 lakh, or about ₹34 lakh over six years. The gap between the two numbers is more than ₹1 lakh a year, which is exactly why you should not budget from an agent's brochure.
Two things stand out. First, the order describes the track as "with the use of a translator service", which is not the same as saying "taught in English". Second, the cheaper Russian-language line exists, so the extra roubles pay for the translated or English-assisted track. Ask the university what the translator service is, and whether it means lectures in English or Russian lectures with interpretation.
For a Kerala family, the useful comparison is with the college seat you actually hold. A Kerala government MBBS seat costs about ₹23,150 a year in tuition, a self-financing seat about ₹8.1 lakh a year (one college's 2025-26 provisional fee was ₹8,10,175) and an NRI seat about ₹22.7 lakh a year. At ₹5.7 lakh a year, RyazSMU tuition is below the Kerala self-financing fee but above the lower-fee universities in our list. Plan with a reserve of 10–20% for fee increases and for the rouble-rupee rate, and ask whether the contract fixes the fee for six years; this order does state the same price for each year.
| Cost item | What we know for RyazSMU |
|---|---|
| Tuition, 2026-27 first course | 505,800 RUB a year (price order No. 136-d, track "with translator service") |
| Preparatory course | 266,500 RUB in the same order; ask whether you need it |
| Hostel | Agents quote 50,000 RUB a year; the university's charge was not readable |
| Medical insurance | Compulsory for foreign students; ask what is included |
| Food | Mostly cooked in hostel kitchens; no verified monthly figure for Ryazan |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then about three hours by train |
Compare RyazSMU with other universities on the MBBS in Russia fees page. It sits in the upper half of our list on tuition.
Living cost in Ryazan
A student's monthly budget in Ryazan is made of food (mostly cooked in the hostel kitchen), a mobile plan and internet, local transport, study material and winter clothing in the first year. Ryazan is a city of about 529,000 people (2021 census) and is usually less expensive than Moscow, but we have no verified monthly figures, so we give none. Ask two or three senior Indian students for their real monthly spend before you fix the family budget.
RyazSMU hostel and hostel fees
The university says first-year students admitted to the programme can get a hostel place for the whole period of study, in rooms for two or three people. That is useful: you are not expected to find private housing in the first year. The hostel fee is not on the pages we could read. Agents quote 50,000 roubles a year (about ₹57,000), and one aggregator lists about US$500, but agents' figures are not a contract. Ask the international office for the hostel fee in writing with the tuition, and ask whether the place is kept for all six years.
Parents often ask about the girls hostel at RyazSMU. Russian university residences usually allocate rooms or floors by gender, but the rules differ. Ask how female students are placed, what security there is at the entrance, whether there are kitchens on each floor, and how far the hostel is from the teaching hospitals.
NEET cut-off and eligibility for RyazSMU
We found no NEET cut-off set by RyazSMU above the national qualifying score. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE:
- NEET-UG: qualified, result valid for three years. In NEET-UG 2026 the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026; the result came on 16 July 2026). In 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
The university may ask for an entrance test or interview for foreign applicants; the format is not published in the sources we read, so ask. There is no published acceptance rate. In practice, applicants who meet the criteria and apply on time are usually admitted, and the real filter is FMGE six years later. See the full eligibility and documents list.

Ranking and recognition: RyazSMU ranking and world ranking
Families search for the Ryazan State Medical University ranking, its world ranking and its QS rating. We found no placement of RyazSMU in the main global university rankings. The only ranking claim we found is an official news item of July 2024 saying the university "entered the top 50" best universities of Russia; the item does not name the ranking, so we do not rely on it. Rankings also say little about what matters to an Indian student. Three things matter more:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask RyazSMU for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. RyazSMU is listed in WDOMS, which gives its languages of instruction as Russian, French and English. Look at the listing yourself; it does not say that your group is taught in English throughout.
- FMGE results, below, which show how its Indian graduates actually do.
FMGE passing percentage of Ryazan State Medical University
NBEMS publishes FMGE results for every foreign university. RyazSMU graduates have been above the Russian average in some years and below it in most. In 2022, 21.3% passed (10 of 47) against a Russian average of 26.0%; in 2023, 10.6% (5 of 47) against 19.4%; in 2024, 27.3% (12 of 44) against 29.5%. In June 2025, 20.0% passed (4 of 20) against 18.1%, and in December 2025 15.0% (3 of 20) against 30.9%. Over 2022–2025 combined, 34 of 178 candidates passed, which is 19.1%, below the Russian combined figure of about 25%. Earlier, in 2021, 32.8% passed (22 of 67), and in 2020 only 8.2%.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 20 | 3 | 15.0% |
| June 2025 | 20 | 4 | 20.0% |
| 2024 | 44 | 12 | 27.3% |
| 2023 | 47 | 5 | 10.6% |
| 2022 | 47 | 10 | 21.3% |
| 2021 | 67 | 22 | 32.8% |
| 2020 | 49 | 4 | 8.2% |
The numbers of candidates are small, 20 to 47 a session in 2022–2025, so a few students move the percentage a lot. For that reason the university, with fewer than 300 candidates in those four years, is not in our ranking of larger universities. The older "MCI passing ratio" is the same exam. Compare RyazSMU with every other university on the FMGE pass rate page and in the ranking by FMGE results.
Safety in Ryazan
Ryazan is not on the Ukrainian border and is not one of the regions in the August 2024 advisory. In that month the Indian Embassy in Moscow advised Indians in the Bryansk, Belgorod and Kursk regions to take precautions and relocate temporarily; Ryazan was not named. Our sources contain no incident involving RyazSMU's students. Even so, the war has meant drone strikes and short airport closures in cities far from the border, so a family should stay current. What we suggest:
- Check the current advisory at mea.gov.in before travel and before each return from holidays.
- Register with the Indian Embassy in Moscow after arrival and keep its numbers in the phone.
- Ask the university what the hostel's entry control and emergency arrangements are.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Ryazan for Kerala students
Ryazan is a regional city with about 529,000 people (2021 census), on the railway line from Moscow that opened in 1864. It is smaller and calmer than Moscow, and the university is the main reason Indian students come. We have no verified information about Indian shops, restaurants or the size of the Malayali group in Ryazan. Ask the university for contacts of current Indian students, and ask us to connect you with a Malayalam-speaking counsellor.
The winter is cold but milder than in the Urals or Siberia. The January mean is about −7 °C and the July mean about 20 °C (1991–2020 averages). Buy a proper winter jacket, boots and thermals in the first autumn. Most Indian students cook in the hostel kitchen, so bring your usual masalas and ask seniors what is sold locally.

Where RyazSMU is: distance to Moscow and how to reach Ryazan from Kerala
Ryazan State Medical University is in Ryazan, south-east of Moscow. The distance from Ryazan to Moscow is about 180 km in a straight line. Ryazan has no scheduled passenger flights: its small Turlatovo airfield is used for parachuting and training and was reported closed in November 2024. The nearest working airports are the Moscow ones, and Domodedovo is the closest of the three. From Moscow, a fast Lastochka-type train takes about 2.6 to 3 hours.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then the train. Ryazan uses Moscow time, which is two and a half hours behind India. Read more on the universities page and the map of all cities.
Scholarships, syllabus and courses
We found no RyazSMU scholarship that cuts tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on education-in-russia.com; competition is high and places in medicine are few. Indian families should plan to pay the full fee.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask RyazSMU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so students who learn basic Russian in the first two years cope much better. Besides General Medicine, the register of fees lists Pediatrics, Dentistry and preparatory courses for foreign students.
RyazSMU compared with similar universities
Families shortlisting RyazSMU usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Ryazan State Medical University | Ryazan | ₹5.7 lakh (2026-27 order) | 19.1% |
| Mari State University | Yoshkar-Ola | ₹4.8 lakh | 28.2% |
| Belgorod State National Research University | Belgorod | ₹4.6 lakh | 12.1% |
| Penza State University | Penza | ₹4.4 lakh | 30.2% |
Mari State and Penza charge less and have had better FMGE results than RyazSMU over the last four years. Belgorod charges less but has a lower pass rate and sits in a region the Indian Embassy named in its 2024 advisory. RyazSMU's advantages are its distance of three hours by train from Moscow and its dedicated faculty for international students; its disadvantages are the higher fee and the unclear language. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
RyazSMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. A pass rate of 19.1% over 2022–2025 means about four in five candidates from the university did not pass in those sessions, so plan your FMGE preparation from the middle of the course, and plan for a year or more between the diploma and the first salary in India.
Pros and cons for a student from Kerala
| Pros | Cons |
|---|---|
| Fee order for 2026-27 is public and gives the same price for each of the six years | At about ₹5.7 lakh a year, tuition is higher than many Russian universities in our list |
| Public university under the Ministry of Health, with a faculty for international students since 1992 | The track is "with translator service"; English for all six years is not confirmed |
| Hostel place for the whole period of study offered to first-year students | Hostel fee not published; agents quote 50,000 RUB a year |
| Three hours by train from Moscow; Moscow time is only 2.5 hours behind India | No airport in Ryazan; Kerala to Ryazan always means a change in Moscow |
| Not a border region; milder winters than the Urals | FMGE 19.1% in 2022–2025, below the Russian average; small groups, so results swing |
