Smolensk State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Smolensk State Medical University (SSMU) is a public medical university founded in 1920, about 370 km from Moscow near the Belarus border. Agents quote about USD 5,500 a year (about ₹5.2 lakh) for the English track, but that is an agent figure: the university's own price list shows much lower numbers that probably belong to the Russian-language programme. Its FMGE results have been above the Russian average in every report since 2022.
In short: SSMU is a state medical university in Smolensk, founded in 1920. Agents quote about USD 5,500 a year (about ₹5.2 lakh) for Indian students; this is an agent figure, so confirm the current fee with the university. Over 2022–2025 its graduates passed FMGE at a combined 35.4%, well above the Russian average of about 25% and third among the 24 universities in our ranking. The university's admission page lists foreigners "using English", which does not state English for all six years.

Smolensk State Medical University is a medical college in Smolensk, Russia, in the west of the country near Belarus. It began on 4 April 1920 as the medical faculty of Smolensk State University, became the Smolensk State Medical Institute in December 1924, was the Smolensk State Medical Academy from 1994 to 2015, and has had the university name since an order of 16 February 2015. So searches for the "Smolensk Medical Academy" or "Russia Smolensk State Medical Academy" lead to the same institution. The Russian-language Wikipedia article on it is flagged as promotional, so we used it only for names and dates. It is a federal state institution under the Russian Ministry of Health: a public university, not a private college.

The address is Krupskoy Street 28, Smolensk 214019, and the website is smolgmu.ru. The World Directory of Medical Schools lists the university as public, founded 1920, six-year programme, with Russian and English as languages of instruction and foreign students admitted. The official Study in Russia portal gives about 2,600 foreign students (2,575 in 2025) and about 6,900 students in total. We found no figure for Indian students or for students from Kerala; ask for one, because a large Indian group changes daily life.

Smolensk State Medical University fees for Indian students
This is the part of the SSMU page where you must be careful, because two sets of numbers exist and they are far apart.
The agent figure. Agent websites quote USD 5,500 a year in tuition for Indian students, and one consultancy table for 2026 adds USD 350 a year for the hostel, giving USD 35,100 over six years. Other agent pages quote USD 6,000 for the first year and 5,500 afterwards, or USD 6,500 a year. The agent figures differ from each other, and none is the university's own statement. Agents quote about USD 5,500; confirm the current fee with the university.
The official price list. The university publishes a price list for General Medicine (31.05.01) on its website. For citizens of countries outside the Eurasian agreement it shows 189,000 roubles for the first year, 186,800 for years two to four and 175,900 for years five and six. That is about ₹2.1 lakh for the first year. The document does not name the language of instruction and looks like the price of the Russian-language programme. We could not confirm that it applies to the English-medium programme, and the file is linked on the site as the 2025-26 price order although it is dated May 2024. So the SSMU fee for Indian students in English may be the agent figure, or something in between. The only safe step is to ask the university for the price of the English-language track, for your intake year, in writing.
SSMU fee structure 2026-27
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years (agent figure) | ₹31.4 lakh |
In rupees, the agent figure of USD 5,500 works out to about ₹5.2 lakh a year at today's exchange rate, or about ₹31 lakh over six years in tuition if the fee never rose. The agent table that includes USD 350 a year for the hostel totals USD 35,100, about ₹33 lakh. The Smolensk State Medical University total fees therefore depend on which figure turns out to be real: about ₹12.5 lakh over six years on the official Russian-programme list, and about ₹31 lakh on the agent figure. Keep a reserve of 10–20% for increases and for the dollar-rouble and rupee rates, and compare the result with the Kerala college seat you hold an offer for.
Note that agents price in US dollars, while Russian universities price in roubles. Ask the university which currency the contract uses, and what happens to the fee if the exchange rate moves. Pages showing Smolensk State Medical University fees for 2021 or 2022, or an old fees structure, are out of date, and answers about the university on forums are often years old; check the date before you rely on them. For a quick check in rupees: Smolensk State Medical University fees in rupees are about ₹5.2 lakh a year on the agent figure and about ₹2.1 lakh on the official list.
| Cost item | What we know for SSMU |
|---|---|
| Tuition, agent figure | About USD 5,500 a year (agents; not confirmed by the university) |
| Tuition, official list | 189,000 RUB in year 1 (probably the Russian-language programme) |
| Hostel | One agent quotes USD 350 a year; another says it is included; no official price found |
| Medical insurance | Compulsory for foreign students; ask who arranges it and what it costs |
| Food | Most students cook in hostel kitchens; ask seniors for a real monthly figure |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then a domestic leg or train to Smolensk |

Living cost in Smolensk
Beyond tuition and hostel, a student's monthly budget in Smolensk is made of food, a mobile plan and internet, local transport, study material and winter clothing in the first year. We have no verified monthly figure for Smolensk and will not invent one. Ask current Indian students at SSMU for their real monthly spend before you fix the family budget.
Hostel and hostel fees
We found no official hostel price. One agent table gives USD 350 a year (about ₹0.33 lakh), another agent says the hostel is included in the fee, and the university's own page was not available to us. Families often search for Smolensk State Medical University hostel rooms: the honest answer is that we have not seen the rooms. Ask the international office, in writing:
- Is the hostel included in the tuition, or charged separately, and what is the fee for each year?
- How many students share a room, and what is in the room and the kitchen?
- Is a place kept for foreign students for all six years?
- How are rooms allocated, and is there a separate floor or building for girls? Families often ask about the girls hostel at SSMU; we have no verified answer.
- What is the entrance security, and how is the building heated in winter?
Ask for photos of the actual rooms rather than photos from agent sites.
NEET cut-off and eligibility
We found no NEET cut-off set by SSMU above the national qualifying score. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE or practise in India:
- NEET-UG: qualified, result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
We found no published acceptance rate and no entrance exam rules for foreign applicants. Ask the international office whether there is an interview or a test in biology and chemistry. The real filter is FMGE six years later, so a student with a weak NEET score should think about the exam ahead. See the full eligibility and documents list.

Admission process at SSMU
Apply online
Send scans of your passport, Class 10 and 12 mark sheets and NEET score card to the university's international office, directly or through us. Ask for the English-track price and the language terms in writing at this step.
Admission letter and contract
The university checks the documents and issues an admission letter. Read the contract for the fee and its currency, the language of instruction in every year, and the internship.
Invitation and visa
SSMU applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.
Travel to Smolensk
Fly to Moscow through a Gulf hub or Delhi, then go on to Smolensk by a domestic connection or train. The university completes your migration registration after arrival.
Apply soon after NEET results, because the invitation and visa take several weeks. We do not have SSMU's intake dates, so ask for them in writing; pages that show "admission 2021" or "admission 2022" are out of date. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail.
One useful clue is the admission page for 2026-27, as shown in a search snapshot of 23 February 2026. For General Medicine it has a paid-places column named "foreigners (education using English)", separate from a column for Russian citizens and foreigners studying in Russian. In the excerpt we saw, 480 of 658 paid places were in the English column. So the university does run a separate English-using group.
Ranking and recognition
Families search for the Smolensk State Medical University ranking, its world ranking and its ranking in Russia. We found no national or world ranking for SSMU that we can source, so we do not quote one; old queries about a "world ranking 2020 or 2021" lead to nothing we can verify. Rankings also say little about what matters for an Indian student. Three things matter more:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask SSMU for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. SSMU has a WDOMS record, which lists Russian and English as languages of instruction. Open it yourself and check the name and city; an Indian graduate needs a degree from a recognised medical school.
- FMGE results, below, which show how its Indian graduates actually do. On our own ranking by FMGE results, SSMU is 3rd of 24 universities with at least 300 candidates.
FMGE passing percentage of Smolensk State Medical University
NBEMS publishes FMGE results for every foreign university. SSMU graduates have done better than the Russian average in every report since 2022. In 2022, 34.9% passed against a Russian average of 26.0%; in 2023, 25.3% against 19.4%; in 2024, 42.9% against 29.5%. In June 2025, 22.1% passed against 18.1%, and in December 2025, 43.3% against 30.9%. Over 2022–2025 combined, SSMU passed 35.4% of 2,434 candidates, against about 25% for Russia. Earlier results were also above average: 38.2% in 2021 against 24.8%, and 24.0% in 2020 against 16.0%.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 430 | 186 | 43.3% |
| June 2025 | 249 | 55 | 22.1% |
| 2024 | 748 | 321 | 42.9% |
| 2023 | 546 | 138 | 25.3% |
| 2022 | 461 | 161 | 34.9% |
| 2021 | 422 | 161 | 38.2% |
| 2020 | 475 | 114 | 24.0% |
These are results of candidates who sat FMGE, which includes students from different groups and tracks, and the reports do not separate English-track graduates from others. Even at 43%, more than half of candidates did not pass in the best sessions, so FMGE preparation still matters. The older "MCI passing ratio" is the same thing: FMGE was run for the Medical Council of India before the NMC replaced it. Compare SSMU with every other university on the FMGE pass rate page and in the ranking by FMGE results.
Safety in Smolensk
Smolensk is in the west of Russia, near Belarus. It is not one of the regions named in the Indian Embassy's August 2024 advice (Bryansk, Belgorod and Kursk), but the situation in western Russia can change. We know of no published incident involving students at SSMU. Check the current advisory at mea.gov.in before booking travel, and again before each trip.
For daily life, the practical points are the same as in any large city:
- Register with the Indian Embassy in Moscow after arrival and keep its contact details in your phone.
- Ask seniors which streets and hours to avoid late in the evening.
- Ask SSMU about residence security: guards, entry control and who to call at night.
- Never accept a job or "contract" offer that involves the Russian military.

Life in Smolensk for Kerala students
Smolensk is a city in western Russia, about 370 km from Moscow in a straight line, on Moscow time, 2.5 hours behind India. That is closer to the capital than universities in the Urals or the Russian North, which can make the trip home and the first arrival simpler. We have no verified information about Indian groceries, Indian restaurants or the size of the Indian student group in Smolensk. Most Indian students in Russian cities cook in hostel kitchens, so ask SSMU seniors where rice, spices and lentils are bought.
The hard part for any student from Kerala is the winter. We found no climate figures for Smolensk in the sources used for this page, but a Russian winter from November to March means snow, sub-zero temperatures and short days. A good winter coat, insulated boots, gloves, a hat and thermal wear are essential from the first year. If you arrive in September you have time to adjust before the cold.
Where SSMU Smolensk is: distance to Moscow and how to get there from Kerala
The address of Smolensk State Medical University is Ulitsa Krupskoy 28, Smolensk, Russia (Krupskoy Street), in the west of the country near Belarus. The distance from Smolensk to Moscow is about 370 km in a straight line. We have not verified the Moscow–Smolensk timetable or the nearest airport arrangements, so ask SSMU what it recommends and who meets new students.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic connection or train to Smolensk. Book the domestic leg only after the admission letter. Read more on the universities page and the map of all cities.
Scholarships, syllabus and courses
We found no SSMU scholarship that cuts tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on the official education-in-russia.com portal; competition is high and places in medicine are few. Indian families should plan to pay the full fee.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask SSMU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so students who learn basic Russian in the first two years cope much better. We have not verified other courses taught at SSMU, so we list only General Medicine here.
SSMU compared with similar universities
Families shortlisting SSMU usually compare it with universities at a similar fee. The table uses first-year tuition and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Smolensk State Medical University | Smolensk | ₹5.2 lakh (agent figure) | 35.4% |
| Privolzhsky Research Medical University | Nizhny Novgorod | ₹5.3 lakh | 36.9% |
| Kazan State Medical University | Kazan | ₹5.4 lakh | 30.5% |
| Bashkir State Medical University | Ufa | ₹5.5 lakh | 27.9% |
Smolensk and Privolzhsky are close on FMGE results, ahead of Kazan and Bashkir, at a similar fee. Because the Smolensk fee is not confirmed, the comparison is only as good as that number. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
SSMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. Plan for a year or more between the SSMU diploma and the first salary in India.
Pros and cons for a student from Kerala
| Pros | Cons |
|---|---|
| FMGE results above the Russian average in every report since 2022; 3rd in our ranking | The fee for Indian students is an agent figure; the official list probably covers the Russian-language track |
| Public university under the Ministry of Health, listed in WDOMS, founded 1920 | "Education using English" is not a statement of English for all six years |
| A separate English-using group for foreigners on the admission page | Hostel price, hostel rooms and the number of Indian students not found |
| Closer to Moscow than Urals and northern universities; Moscow time zone | Western Russia near Belarus; check the MEA advisory, and no direct flight from Kerala |

Smolensk State Medical University: Frequently Asked Questions
What is the MBBS fee at Smolensk State Medical University for Indian students?
Agents quote about USD 5,500 a year, roughly ₹5.2 lakh at the Central Bank of Russia rate of 15 October 2026, but this is an agent figure, so confirm the current fee with the university. The university's own price list shows 189,000 roubles (about ₹2.1 lakh) for year one, but it does not name the language and probably refers to the Russian-language track. Ask for the English-track price in writing.
What are the hostel facilities and hostel fees at Smolensk State Medical University?
We found no official hostel price. One agent table gives USD 350 a year and another agent says the hostel is included in the fee. Ask the international office whether the hostel is included, the room type and sharing, security and heating, and whether a place is kept for all six years.
What NEET score is required for admission to Smolensk State Medical University?
You need the NEET-UG qualifying score for your category: in NEET-UG 2026 that was 213 out of 720 for general and EWS candidates and 177 for SC, ST and OBC (in 2025 it was 144 and 113). We found no higher cut-off set by SSMU; ask whether it holds an entrance test or interview for foreign applicants.
Does MBBS at Smolensk State Medical University meet NMC rules and is it taught in English?
The admission page names a group of foreigners with "education using English", and WDOMS lists Russian and English. That wording does not state English for all six years. The NMC requires the whole course in English, at least 54 months of study and a 12-month internship at the same university, so get written confirmation of each point.
Are there students from Kerala at Smolensk State Medical University, and is Indian food available in Smolensk?
We found no figure for Indian students or for students from Kerala at SSMU, and no verified information on Indian groceries or restaurants in Smolensk. The Study in Russia portal gives about 2,600 foreign students in total. Ask the university for contact with current Indian students, and ask us to connect you with a Malayalam-speaking counsellor.
