South Ural State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students

South Ural State Medical University (SUSMU) is a public medical university in Chelyabinsk, in the southern Urals, founded in 1944. We found no official price list and no official English-medium page for foreign students: agents quote 330,000 roubles a year (about ₹3.7 lakh), and the FMGE reports contain no recognisable result for it. Here is what is known, what is not, and the written proof to ask for before you pay anything.

In short: SUSMU is a public medical university in Chelyabinsk, founded in 1944 as the Chelyabinsk Medical Institute. Agents quote about 330,000 roubles (about ₹3.7 lakh) a year for tuition; we found no official price list. We found no official page that says General Medicine is taught in English, and an agent calls the programme "bilingual". No FMGE result appears for it under a recognisable name. Treat this as a university to verify in writing before you consider it, not as a confirmed English-medium option.

South Ural State Medical University, shortened to SUSMU, is a federal state budgetary institution under the Russian Ministry of Health, so it is a public university, not a private college. It was founded in 1944 as the Chelyabinsk Medical Institute (a founding date of 1 July 1944 is given on Russian Wikipedia). It was renamed Chelyabinsk State Medical Institute in 1991, Chelyabinsk State Medical Academy in 1995, and became a university in 2012. That history matters for you: older web pages, FMGE lists and agent sites may use the former names, and you should search under all of them.

The official address is Vorovskogo Street 64, Chelyabinsk 454092. The website we could find is chelsma.ru; a newer domain is mentioned online but we could not verify it. The site was not reachable from our machine in October 2026, and searches on it showed only an e-learning portal with a "Foreign students department". We found no official English-language programme page and no page for foreign applicants listing the language of instruction, the price or the hostel.

This lack of information is the first fact about SUSMU. A university that wants Indian students normally publishes an English page with the fee, the programme language and a contact person. We cannot say that SUSMU does not run an English-medium group; we can say that we could not confirm that it does. Russian course catalogues list its General Medicine faculty as Russian-language. One agent labels the programme "bilingual", which in the usual agent language can mean English lectures with Russian classes in later years, or the reverse.

We also could not verify a WDOMS listing: a search surfaced only the Ural State Medical University in Yekaterinburg. Some forums claim WHO or MCI recognition for SUSMU; these are not official statements, and the NMC keeps no list of approved universities. Do not rely on such claims.

South Ural State Medical University fees for Indian students

We found no SUSMU price order or fee list on the official site. The archived page of paid educational services links only a 2021 procedure and an education-credit letter, with no price documents for 2025-26. So we have no official figure. What exists is agent information:

  • One agent (RMC Education) lists tuition of 330,000 roubles a year plus a hostel of 35,000 roubles, the same for all six years, giving a total of 2,190,000 roubles (6 × 365,000).
  • Another agent lists US$3,000 a year, undated, and calls the programme bilingual.

At the Central Bank of Russia rate of 15 October 2026, 330,000 roubles is about ₹3.7 lakh. The US$3,000 figure is about ₹2.9 lakh; the two agents do not agree, and neither shows a university document. Because both quote the same amount for all six years, they may be repeating a brochure rather than a contract.

SUSMU fee structure 2026-27

Six years at today's fee (fees usually rise each year)INR
Tuition, 6 years (agent figure)₹22.4 lakh
Converted at the Central Bank of Russia rate of 2026-10-15. Food, insurance, visa and flights are extra; see the fees page.

The table above multiplies the agent figure by six, which gives about ₹22 lakh in tuition. It is an agent estimate. The honest budgeting approach is to treat the fee as unknown until the university sends a signed offer. Ask for the fee for each year in writing, for the programme language named in the contract and for the hostel fee. Keep a reserve of 10–20% for fee increases and the rouble-rupee rate.

For a Kerala family: a Kerala government MBBS seat costs about ₹23,150 a year in tuition, a self-financing seat about ₹8.1 lakh a year (one college's 2025-26 provisional fee was ₹8,10,175) and an NRI seat about ₹22.7 lakh a year. If the agent figure were true, SUSMU tuition would be about half the Kerala self-financing fee. A low agent price with no university document is a reason for more checking, not less.

Living cost in Chelyabinsk

A student's monthly budget in Chelyabinsk is made of food, a mobile plan and internet, local transport, study material and winter clothing. Chelyabinsk is a large industrial city of about 1.19 million people (2021 census). We have no verified monthly figures, so we give none. Ask senior Indian students, if any exist, for their real monthly spend before you fix the family budget.

SUSMU hostel and hostel fees

We found no official hostel fee or room description for foreign students. One agent quotes 35,000 roubles a year (about ₹40,000), but it is not a university figure. Ask the international office, in writing, for the fee, the room type, how many students share, the kitchen arrangements, heating, the distance to the classes and the teaching hospitals, and whether a place is kept for all six years. In a cold city, the quality of hostel heating is a practical question, not a detail.

Parents often ask about the girls hostel at SUSMU. Russian university residences usually allocate rooms or floors by gender, but the rules differ. Ask how female students are placed and what security there is at the entrance.

NEET cut-off and eligibility for SUSMU

We found no NEET cut-off set by SUSMU above the national qualifying score. What you need is the NEET-UG qualifying score for your category, because without it an Indian graduate cannot sit FMGE:

  • NEET-UG: qualified, result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
  • Class 12: Physics, Chemistry, Biology and English, with at least 50% in PCB (40% for reserved categories).
  • Age: 17 by 31 December of the admission year.

We do not know whether SUSMU holds an entrance test or interview for foreign applicants. There is no published acceptance rate. See the full eligibility and documents list.

Admission process at South Ural State Medical University

  1. Verify before you apply

Ask the international office for the programme page, the language of instruction for all six years, the fee for each year and the name of a person in charge of foreign students.

  2. Admission letter and contract

The university checks your documents (passport, Class 10 and 12 mark sheets, NEET score card) and issues an admission letter and a contract. Read it for the fee, the language and the internship.

  3. Invitation and visa

The university applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.

  4. Travel to Chelyabinsk

Fly to Moscow through a Gulf hub or Delhi, then take a domestic flight to Chelyabinsk Balandino Airport. The university completes your migration registration after arrival.

Apply soon after the NEET result, because the invitation and visa take several weeks. The general admission process page explains documents, apostille through NORKA Roots and the visa in detail.

Ranking and recognition: SUSMU ranking and world ranking

Families search for the South Ural State Medical University world ranking. We found no placement in the main global rankings for medicine and no ranking claim on official pages, so we show none. Three things matter more than a ranking:

  • NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask SUSMU for written confirmation of each point. See NMC rules.
  • World Directory of Medical Schools. We could not verify a SUSMU listing, so search for the university in WDOMS yourself, under its old names too, and note the languages of instruction it gives.
  • FMGE results, below, where we have no result to show.

FMGE passing percentage of South Ural State Medical University

NBEMS publishes FMGE results for every foreign university. We searched the NBEMS reports from 2020 to 2025 and found no row for SUSMU under a recognisable name, so we have no pass percentage for it and we do not invent one. For comparison, the Russian average was 26.0% in 2022, 19.4% in 2023, 29.5% in 2024, 18.1% in June 2025 and 30.9% in December 2025, about 25% over 2022–2025 combined.

Do not read this as "good" or "bad". It can mean that few or no Indian graduates have sat the exam from SUSMU, or that their results are recorded under another name, such as the old Chelyabinsk State Medical Academy. Either way, the practical consequence is the same: there is no track record that an Indian family can check. Ask the university how many Indian students it has graduated, how many sat FMGE and how many passed, and ask to speak to two of them. See the FMGE pass rate page for universities with results and the ranking by FMGE results.

Safety in Chelyabinsk

Chelyabinsk is in the southern Urals, about 1,490 km from Moscow in a straight line, far from the Ukrainian border. It is not one of the regions in the August 2024 advisory, when the Indian Embassy in Moscow advised Indians in the Bryansk, Belgorod and Kursk regions to take precautions and relocate temporarily. We found no incident involving SUSMU's students. The war has meant drone strikes and short airport closures in cities far from the border, so a family should stay current. What we suggest:

  • Check the current advisory at mea.gov.in before travel and before each return from holidays.
  • Register with the Indian Embassy in Moscow after arrival and keep its numbers in the phone.
  • Ask the university what the hostel's entry control, heating and emergency arrangements are.
  • Never accept a job or "contract" offer that involves the Russian military.

Life in Chelyabinsk for Kerala students

Chelyabinsk is a large industrial city of about 1.19 million people (2021 census) east of the Ural mountains. The winter is the main adjustment: the January mean is about −14.9 °C (another table gives −14.1 °C), and our city notes warn of frosts down to −30 to −40 °C in the Urals and Siberia. The July mean is about 19 °C. Students from Kerala need a proper down jacket, insulated boots, hats, gloves and thermals before the first November.

Chelyabinsk time is two hours ahead of Moscow and only half an hour behind India, which makes calls home easy. We have no information on Indian groceries, restaurants or the size of any Indian or Malayali group in Chelyabinsk. We found no sign of a large Indian cohort at SUSMU, so do not assume that senior students or familiar food will be there. Ask the university for the number of current Indian students.

South Ural State Medical University is in Chelyabinsk, in the southern Urals. The distance from Chelyabinsk to Moscow is about 1,490 km in a straight line. The nearest airport is Kurchatov Chelyabinsk International Airport (Balandino, CEK), which is operating; a flight from Moscow takes about 2.6 hours. A train from Moscow takes about 32 hours; the fastest listing is 31 hours 49 minutes, and a direct service is listed at about 41 hours.

From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic flight to Chelyabinsk. Read more on the universities page and the map of all cities.

Scholarships, syllabus and courses

We found no SUSMU scholarship that cuts tuition for Indian students. The Russian government offers a limited number of state-funded places to foreign citizens each year through its quota programme, applied for on education-in-russia.com; competition is high and places in medicine are few. Indian families should plan to pay the full fee.

The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask SUSMU for its own curriculum before you sign:

YearsMain subjects
1–2Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language
3Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery
4–5Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry
6Clinical rotations in hospitals and the state final examinations

The first years cover the basic sciences, then clinical subjects follow, with hospital practice in the senior years. If the real teaching language is Russian or mixed, clinical training means talking to Russian-speaking patients from the start, and students who learn Russian well do better. The only programme we can name is General Medicine; ask what else is open to foreigners.

SUSMU compared with similar universities

Families shortlisting SUSMU usually compare it with universities at a similar fee. The table uses agent tuition for SUSMU and the combined FMGE pass rate for 2022–2025 from the NBEMS reports.

UniversityCityTuition per yearFMGE 2022–2025
South Ural State Medical UniversityChelyabinsk₹3.7 lakh (agent figure)No result found
Voronezh State Medical UniversityVoronezh₹4.9 lakh (2026/27 order, English elements)19.1%
Tver State Medical UniversityTver₹4.9 lakh (2026/27 order)17.2%
Northern State Medical UniversityArkhangelsk₹4.0 lakh22.5%
Fees at the Central Bank of Russia rate of 15 October 2026, from different years and sources; confirm current fees with each university. Voronezh needs its own safety check (see its page).

The other three have a track record you can inspect, though all three are below the Russian average of about 25%. SUSMU has no row at all in the NBEMS FMGE reports under a recognisable name. SUSMU's agent fee is close to Northern's and about ₹1.2 lakh a year below Voronezh and Tver on their 2026/27 orders. A family is better placed choosing a university with published results and a stated English track, or asking SUSMU to supply the proof described on this page.

After graduation: FMGE, internship and registration in Kerala

SUSMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:

  1. Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
  2. Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
  3. Register with the Travancore-Cochin Medical Council to practise in Kerala.

After registration, graduates can take NEET-PG for postgraduate seats in India like any other doctor. Practising in Russia is also possible but needs Russian accreditation and fluent Russian. The NMC conditions are strict: if the course is not taught in English for at least 54 months, the degree may not make you eligible for FMGE, so an unclear language is a risk to the whole six years, not a detail.

South Ural State Medical University: Frequently Asked Questions

What is the MBBS fee at South Ural State Medical University for Indian students?

We found no official price list. Agents quote 330,000 roubles a year, about ₹3.7 lakh at the Central Bank of Russia rate of 15 October 2026, plus a hostel of 35,000 roubles; another agent quotes US$3,000. Treat these as unconfirmed and ask the university for the fee for each year in writing.

What are the hostel facilities and hostel fees at South Ural State Medical University?

We found no official hostel fee or room description for foreign students; an agent quotes 35,000 roubles a year. Ask the international office for the fee, room type, heating, security and whether a place is kept for all six years, and get it in writing together with the tuition.

What NEET score is required for admission to South Ural State Medical University?

You need the NEET-UG qualifying score for your category: in NEET-UG 2026 that was 213 out of 720 for general and EWS candidates and 177 for SC, ST and OBC (in 2025 it was 144 and 113). We found no higher cut-off set by the university and no information on an entrance test for foreigners.

Does MBBS at South Ural State Medical University meet NMC rules and is it taught in English?

We could not confirm that it does. We found no official English-medium page, Russian catalogues list the faculty as Russian-language, and one agent calls it bilingual. The NMC requires the whole course in English, at least 54 months of study and a 12-month internship at the same university, so do not pay until the university confirms each point in writing.

Are there students from Kerala at South Ural State Medical University, and is Indian food available in Chelyabinsk?

There is no official count of Indian students or of students from Kerala, and no FMGE result under a recognisable name, so we cannot show that a large Indian group exists. We have no verified information on Indian groceries or restaurants in Chelyabinsk. Ask the university for contacts of current Indian students, and ask us for a Malayalam-speaking counsellor.
