Ural State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Ural State Medical University (USMU) in Yekaterinburg is a public medical university founded in 1930. A 2025 price order gives 300,000 roubles (about ₹3.4 lakh) for the first year of the foreign-student track with an intermediary language, and the university states its hostel price per month. The catch is the language: the university calls its General Medicine track bilingual, with English used only in the first years.
In short: Ural State Medical University is a state medical university founded in 1930 in Yekaterinburg, about 1,400 km east of Moscow. A university price order of May 2025 gives 300,000 roubles (about ₹3.4 lakh) for the first year of the foreign-student track using an intermediary language; its hostel is priced at 6,900–12,900 roubles a month. The university describes General Medicine as "bilingual", with English only in the early years, which may not meet the NMC rule of 54 months in English. We found no FMGE results under its name.

Ural State Medical University, shortened to USMU, is a federal state budgetary institution of higher education under the Russian Ministry of Health. It is a public university, not a private college. It was founded by a decree of 10 July 1930 and opened in March 1931 as the Sverdlovsk State Medical Institute, a name it kept until 1992. It was the Ural State Medical Academy from 1995 and received university status in 2013. The address is Repina St. 3, Yekaterinburg 620028, and the English website is usma.ru/en/.
USMU appears in the World Directory of Medical Schools (WDOMS), which is the first box a family should tick. The university has also published a news item saying it signed an agreement on recruiting international students from India. We found no count of Indian students and no Kerala group, so the size of the Indian community is unknown. If it is small, a Kerala student will do more on his or her own in the first months.

Ural State Medical University fees for Indian students
The Ural State Medical University fees are set in roubles. The best source we found is the university's order No. 237(a)-r of 23 May 2025 "on approving the cost of study for 2025-2026", adopted by the Academic Council. Annex 2 of the order lists General Medicine for foreign citizens at 270,000 roubles a year for citizens of CIS countries and 300,000 roubles for foreigners from other countries, which includes India. A section of the same annex for training "with the use of an intermediary language" gives one value, also 300,000 roubles. At the Central Bank of Russia rate that is about ₹3.4 lakh a year.
Two cautions. The order covers entrants of 2025-26; we found no 2026-27 order in the snapshot of April 2026 that we read. And the line label in the PDF was partly garbled when we read it, so confirm with USMU that 300,000 roubles is the price of the General Medicine specialty 31.05.01 for your language track. Another order, No. 239(a)-r of the same date, covers courses two to six; we did not read it. Dentistry in the same order costs 340,000 roubles.
USMU fee structure 2026-27
The block below applies the order's 300,000 roubles to each of six years.
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years | ₹20.4 lakh |
| Hostel, 6 years | ₹5.6 lakh |
| Tuition and hostel, 6 years | ₹26.0 lakh |
Treat the six-year line as a floor, not a bill: Russian universities index fees every year, so keep a reserve of 10–20% for increases and for the rouble-rupee rate. The hostel line in the block uses the bottom of the university's range, 6,900 roubles a month; better rooms cost up to 12,900 roubles, as the next section shows. Other agents quote 260,000 roubles a year with a total of ₹21.45 lakh, or a total of about ₹20.5 lakh, with no dates; both are close to the order figure, which gives some comfort but is not proof.
| Cost item | What we know for USMU |
|---|---|
| Tuition, first year | 300,000 RUB for foreigners outside the CIS (order of 23 May 2025) |
| Hostel (Crystal Hotel) | 6,900–12,900 RUB a month, utilities, internet and cleaning included (university page, undated) |
| Hostel deposit | 50% prepayment mentioned on the same page; ask what it is of |
| Medical insurance | Compulsory for foreign students; ask whether the university arranges it |
| Food, transport, phone | Not published; Yekaterinburg is a large, higher-cost city |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then about 2.3 hours by air to Yekaterinburg |
Compare USMU with other universities on the MBBS in Russia fees page, and with Kerala private colleges on the Kerala vs Russia page. The USMU tuition is among the lower ones we have documented.
Living cost in Yekaterinburg
Beyond tuition and hostel, a student's monthly budget in Yekaterinburg is made of food, a mobile plan and internet, local transport (the city has a metro, open since 1991), study material and winter clothing. Yekaterinburg is a city of 1.5 million, so prices are nearer those of big cities than of small ones. We found no verified monthly spending figure and will not invent one; the cost of living in Russia page lists what to ask senior students.
Hostel and hostel fees at Ural State Medical University
The university's "Student hotels" page describes the Crystal Hotel, on Korolenko Street, which offers dormitory-style rooms for foreign students. Its price range is 6,900 to 12,900 roubles a month, which is about ₹7,800 to ₹14,600 a month, and the price includes utilities, internet and cleaning. The page shows no date and mentions a 50% deposit. Agents quote 12,000–60,000 roubles a year for the hostel, which is lower and unconfirmed; the university's own monthly range is the one to use.
The range suggests several room types. Ask which room type you will receive, how many students share it, whether you pay for 10 or 12 months, what the deposit covers and whether it is refundable. For girls, ask how rooms are allocated, who is at the entrance at night and whether a card system controls entry. Also ask the distance from the hostel to the lecture buildings and teaching hospitals, because the walk in January is a different thing from the walk in September.
NEET cut-off and eligibility
USMU does not set a NEET cut-off above the national qualifying score that we could find. What you need is the NEET-UG qualifying score for your category:
- NEET-UG: qualified, result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry and Biology with English, at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
USMU says its entrance tests for foreigners are in chemistry, biology, English and Russian. The university also states that students must be proficient in Russian for practical training with patients. Ask what the Russian test covers and whether a preparatory course exists. There is no published acceptance rate. See the admission page for the documents.

Admission process at Ural State Medical University
Apply to the international office
Send scans of your passport, Class 10 and 12 mark sheets and NEET score card, directly or through us, and ask for the 2026-27 fee order and the language plan.
Entrance tests and admission letter
The university tests chemistry, biology, English and Russian, then issues an admission letter. Read the contract for the fee, the language of each year, the internship and refund terms.
Invitation and visa
USMU applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.
Travel to Yekaterinburg
Fly to Moscow through a Gulf hub or Delhi, then on to Koltsovo airport. The university completes your migration registration after arrival.
Apply soon after NEET results, because the invitation and visa take several weeks. The admission process page explains documents, apostille through NORKA Roots and the visa.
Is Ural State Medical University taught in English and does it meet NMC rules?
This is the weak point. The English page of USMU describes a "bilingual" General Medicine track: English is used in the first years and Russian later. The wording is ambiguous: it says English is used for the first two years, and also that the first three years are in Russian. In either reading English stops well before 54 months, the minimum the NMC Foreign Medical Graduate Licentiate Regulations 2021 require. The NMC also wants the whole course in one institution, a 12-month internship at the same university and eligibility for a licence to practise in Russia.
So do not assume this track qualifies. Ask USMU for a letter stating, year by year, the language of lectures, practical classes and clinical rotations, and show it to us or to a person who knows the NMC rules before you pay. The NMC keeps no list of approved universities, so any claim that USMU is "NMC approved" or "MCI approved" is empty. See NMC rules.
Ural State Medical University ranking and recognition
Families search for the Ural State Medical University ranking in Russia and in the world. We found no ranking of USMU in the main global tables, so we quote none. Rankings say little about the things that matter to an Indian student:
- NMC rules, above.
- WDOMS. USMU is listed (school ID F0001556 in the directory, founded 1930). Check the entry yourself.
- FMGE results, below, where USMU has no visible record.
FMGE passing percentage of Ural State Medical University
NBEMS publishes FMGE results for foreign universities, and we found no rows for USMU in the reports for 2020–2025 under a name we could recognise. That means we cannot give a pass rate and will not estimate one. It may mean few or no Indian graduates have sat the exam, or that the university is listed under another name; we could not tell which. A university with an unknown FMGE record is a bigger risk than one with a poor but known record, because the family cannot judge the outcome. The Russian average, for reference, was 26.0% in 2022, 19.4% in 2023, 29.5% in 2024, 18.1% in June 2025 and 30.9% in December 2025.
Ask USMU how many Indian students have graduated, how many sat FMGE and how many passed, and get the answer in writing. Compare other universities on the FMGE pass rate page and in our ranking. The old term "MCI passing ratio" means the same exam.
Safety in Yekaterinburg
Yekaterinburg is about 2,000 km from the Ukrainian border and not among the regions named in the Indian Embassy's August 2024 advisory (Bryansk, Belgorod and Kursk). It has, however, been hit by drones in 2026. On 25 April 2026 the governor of Sverdlovsk Region said a drone hit a residential high-rise in the city; Reuters reported minor injuries, one woman taken to hospital and no deaths, and that the city had never recorded a drone strike before. Local media said the target might have been a defence plant about 3 km away. Residents said they had had no warning. On 31 August 2026 Meduza reported that Ukrainian drones damaged three apartment buildings and injured four people; the governor said a logistics centre was struck. Warehouse fires were also reported in July and August; we did not verify those details.
- Check the current advisory at mea.gov.in before every trip.
- Register with the Indian Embassy in Moscow after arrival.
- Ask USMU how it alerts students and where its shelters are.
- Never accept a job or "contract" offer involving the Russian military.
A Russian media report from March 2025 mentions a chickenpox outbreak among foreign students and asks for an inspection. We could not verify it and did not use it. See also is MBBS in Russia safe.

Life in Yekaterinburg for Kerala students
Yekaterinburg is the biggest city in the Urals, with 1,544,376 people (2021 census). It has a metro and an operating international airport, which makes daily life and travel simpler than in smaller cities. The climate is the issue: the January mean is −12.6 °C and the July mean is 18.9 °C, with cold spells of −30 °C. A Kerala student needs a real winter coat, insulated boots, thermal underwear, a hat and gloves from October. See the winter packing list.

We found no verified Indian restaurants, shops or Kerala student groups in Yekaterinburg. A city this size normally has Asian groceries, but we did not check them, so ask senior students. Plan to cook in the hostel and bring spices; see Indian food in Russia.
Where USMU is: distance to Moscow and how to get there from Kerala
Ural State Medical University is in Yekaterinburg, the main city of the Middle Urals, about 1,420 km east of Moscow in a straight line. The nearest airport is Koltsovo International Airport (SVX), which is operating; the flight from Moscow takes about 2.3 hours and the train about 25.5–26 hours. Yekaterinburg time is Moscow plus two hours, half an hour behind India, so calls home are easy.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow via Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a flight to Koltsovo. See the Yekaterinburg city page and the universities list.
Scholarships, syllabus and courses
We found no USMU scholarship that lowers tuition for Indian students. The Russian government gives a limited number of state-funded places to foreigners each year through its quota programme at education-in-russia.com; places in medicine are few. Plan to pay in full; see the scholarship guide.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask USMU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
Basic sciences come first and clinical subjects follow, with hospital practice in the senior years. With English only in the early years, USMU's plan means that clinical teaching would be in Russian, which is another reason to ask for the language of each year. The same order also lists dentistry at 340,000 roubles a year.
USMU compared with similar universities
The table compares USMU with universities of a similar fee. FMGE is the combined 2022–2025 rate from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Ural State Medical University | Yekaterinburg | ₹3.4 lakh (order, bilingual track) | No results found |
| Altai State Medical University | Barnaul | ₹4.0 lakh (university table, 2025) | 23.7% |
| Perm State Medical University | Perm | ₹4.1 lakh (2025/26 order, English column) | 27.7% |
| Voronezh State Medical University | Voronezh | ₹4.9 lakh (2026/27 order) | 19.1% |
USMU's tuition is lower than Perm's, Voronezh's and Altai's English tracks, but those universities have a known FMGE record and USMU does not. A lower fee with a bilingual track and no exam record is not a bargain for a family that needs a licence in India. See the ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
USMU awards the Russian specialist diploma in General Medicine after six years. To practise in India a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
These steps are open only to graduates whose course met the NMC conditions, which is why the language question above comes first. After registration a graduate can take NEET-PG. See after MBBS in Russia.
Pros and cons for a student from Kerala
| Pros | Cons |
|---|---|
| Tuition of 300,000 roubles (about ₹3.4 lakh) a year in a 2025 university order | "Bilingual" track: English only in the first years; NMC's 54-month rule at risk |
| Hostel price published per month (6,900–12,900 RUB, utilities included) | Entrance tests include Russian; Russian needed for patients |
| Listed in WDOMS; public university founded in 1930 | No FMGE results found under its name |
| Large city with metro, airport and shops | January mean −12.6 °C; drone strikes on the city in 2026 |
| Half an hour behind India | No Indian community figures found |

Ural State Medical University: Frequently Asked Questions
What is the MBBS fee at Ural State Medical University for Indian students?
A university order of 23 May 2025 gives 300,000 roubles a year for the first year for foreigners outside the CIS, about ₹3.4 lakh at the Central Bank of Russia rate of 15 October 2026. Over six years that is about ₹20 lakh if the fee never rose, which it usually does. Ask USMU for the 2026-27 order and the course 2-6 prices.
What are the hostel facilities and hostel fees at Ural State Medical University?
The university's page on student hotels describes the Crystal Hotel, with dormitory-style rooms for foreign students, at 6,900–12,900 roubles a month including utilities, internet and cleaning. A 50% deposit is mentioned. Ask which room you get, how many share it and what the deposit covers.
What NEET score is required for admission to Ural State Medical University?
You need the NEET-UG qualifying score for your category: in NEET-UG 2026 that was 213 out of 720 for general and EWS candidates and 177 for SC, ST and OBC (in 2025 it was 144 and 113). USMU sets no higher cut-off that we could find, but its entrance tests for foreigners cover chemistry, biology, English and Russian.
Does MBBS at Ural State Medical University meet NMC rules and is it taught in English?
The university calls General Medicine a "bilingual" track, with English used in the early years and Russian later. The NMC requires at least 54 months of study in English and a 12-month internship at the same university, so this track may not qualify. Get the language of each year in writing before you pay.
Are there students from Kerala at Ural State Medical University, and is Indian food available in Yekaterinburg?
We found no count of Indian or Kerala students, only a university news item on recruiting students from India. We did not verify Indian restaurants or shops in Yekaterinburg, though it is a large city. Ask us to connect you with current Indian students before you decide.
