Tyumen State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Tyumen State Medical University (Tyumen SMU) is a public medical university founded in 1963 in Tyumen, in Western Siberia. Its own page gave 318,000 roubles (about ₹3.6 lakh) as the 2024-25 first-year tuition for foreign students, but English teaching is sold as a separate paid item and its price is not published where we could read it. Here are the fee, the English question, the hostel, FMGE results (only 16 graduates in three sessions) and the cold-winter reality.
In short: Tyumen State Medical University is a state medical university founded in 1963 in Tyumen, about 1,700 km east of Moscow. The university's page gave 318,000 roubles (about ₹3.6 lakh) as first-year tuition for foreign students in 2024-25; the English-language support it sells separately is extra, and we could not read its price. Only 16 of its graduates sat FMGE in three sessions of 2024-25, so there is no meaningful pass rate. The university talks about "English-language support", not about a fully English-medium course, so get the language of all six years in writing.

Tyumen State Medical University, shortened to Tyumen SMU and sometimes searched as "Tyumen medical university", is a federal state budgetary institution of higher education under the Russian Ministry of Health. It is a public university, not a private college. It began in 1963 as the Tyumen State Medical Institute, became a medical academy in 1995 and a university in 2015. The address is Odesskaya St. 54, Tyumen 625023, and the official website is tyumsmu.ru.
The university says about 1,000 foreign students from all countries study there. We found no figure for Indian students and no Kerala group, so unlike Ufa or Kazan this is not a place where a first-year student from Kerala will find a large Indian community waiting. That has two sides: you will be pushed to speak Russian and mix with other students, but you will also have fewer seniors to ask about hostel kitchens, FMGE preparation and shopping. Also note that we could not find a clear record of the university in the World Directory of Medical Schools (WDOMS) and could not confirm it either way. Check it yourself before you pay anything.

Tyumen State Medical University fees for Indian students
The Tyumen State Medical University fees are set in roubles. The program page for General Medicine on the university site gave, for 2024-25, 265,000 roubles a year for Russian citizens and 318,000 roubles a year for foreign students. That is the only tuition figure for Indian students that we can trace to the university itself. At the Central Bank of Russia rate, 318,000 roubles is about ₹3.6 lakh.
The dating needs care. The university's paid-education page lists an order of 14 April 2025 (No. 272) on the cost of study in 2025-26 for foreign citizens, but we could not open the file and so could not read the amount. Treat 318,000 roubles as the latest figure we verified, not as the price of your intake, and ask for the order for your year.
Tyumen SMU fee structure 2026-27
We have no 2026-27 price order from the university, so the block below is built on the 2024-25 figure, which is the latest official number we could trace. It covers tuition only.
| Six years at today's fee (fees usually rise each year) | INR |
|---|---|
| Tuition, 6 years | ₹21.6 lakh |
The six-year figure is a simple multiplication of the first-year fee and assumes it never rises, which is unlikely. Russian universities index fees every year, so keep a reserve of 10–20% for increases and for the rouble-rupee rate. The rouble to INR page shows today's rate.
The English-support charge
Tyumen SMU sells English teaching as an add-on. The paid-education page lists a separate order (No. 636 of 31 May 2024, repeated for 2025 as No. 418 of 27 May 2025) on the price of "English-language support" for foreign citizens from visa countries, and India is a visa country. We could not read either order. A student would therefore pay tuition plus this charge, and the real yearly bill is higher than 318,000 roubles by an amount we cannot state. Ask the international office for both numbers in one written offer, and ask whether the support charge is paid for six years or only for some.
Agent websites quote a single, higher figure. One agent lists 429,000 roubles a year for the 2026 intake (about ₹4.9 lakh) and a six-year total of 2,754,000 roubles that appears to include the hostel. That is an agent number; confirm the current fee with the university before relying on it.
| Cost item | What we know for Tyumen SMU |
|---|---|
| Tuition, first year | 318,000 RUB for foreign students, 2024-25 (university program page) |
| English-language support | Charged separately; amount not readable; ask in writing |
| Tuition quoted by an agent, 2026 intake | 429,000 RUB (agent figure, unconfirmed) |
| Hostel | 30,000 RUB a year quoted by an agent; no official price found |
| Medical insurance | Compulsory for foreign students; ask whether the university arranges it |
| Food, transport, phone | Not published; ask senior students |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then about four hours by air to Tyumen |
See how this compares with other universities on the MBBS in Russia fees page. On the numbers we could verify Tyumen is at the lower end of the list; once the English-support charge is added, the gap to mid-range universities may shrink. For a Kerala family, the honest comparison is the total for the whole course, including the English charge, hostel, flights and the FMGE preparation year, set against Kerala private-college fees on our Kerala vs Russia page.
Living cost in Tyumen
Beyond tuition and hostel, a student's monthly budget in Tyumen is made of food (most Indian students cook), a mobile plan and internet, city transport, study material and, in the first year, proper winter clothing, which is a real expense here. We found no verified monthly spending figure for Tyumen and will not invent one. Ask current students for their real spend before you fix the family budget; the cost of living in Russia page lists the items to ask about.
Hostel and hostel fees
We found no official hostel fee for Tyumen SMU. An agent quotes 30,000 roubles a year (about ₹34,000), which would be low for Russia; it is an unconfirmed agent number and could be a bed in a shared room or only part of the cost. Ask the international office in writing for the monthly or yearly hostel fee, the number of students per room, whether utilities and internet are included, whether the room is held for the whole year including the summer break, and whether any deposit is taken.
Parents often ask about the girls hostel. Russian university residences are usually divided by block, floor or room, with a guard at the entrance. Ask Tyumen SMU how rooms are allocated for female students, who is on duty at night, and whether the entrance has a card system. Also ask how far the hostel is from the teaching hospitals, because in a Siberian winter a 20-minute walk is a different matter than in summer.
NEET cut-off and eligibility
Tyumen SMU does not publish a NEET cut-off above the national qualifying score. What you need is the NEET-UG qualifying score for your category, without which an Indian graduate cannot sit FMGE:
- NEET-UG: qualified, with the result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry and Biology (with English), at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
The university's admission rules describe training "with English-language support" and say that entrance exams may be taken partly in English. Expect a test or interview in chemistry and biology, and probably English. There is no published acceptance rate. A student who meets the criteria and applies on time is normally admitted, so the real filter is FMGE six years later. The full list of documents is on the admission page.

Tyumen State Medical University ranking and recognition
Families search for the Tyumen State Medical University ranking and its world ranking. We found no ranking of the university in the main global tables, so we do not quote any. Russian national ratings change their methods often and say little about what matters for an Indian student. Three things matter more:
- NMC rules. The degree is valid in India only if the course meets the NMC Foreign Medical Graduate Licentiate Regulations 2021: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. The NMC keeps no list of approved universities, so ask Tyumen SMU for written confirmation of each point. See NMC rules.
- World Directory of Medical Schools. We could not confirm a Tyumen listing; search the WDOMS directory yourself and keep a screenshot.
- FMGE results, below. For Tyumen they are too few to judge.
FMGE passing percentage of Tyumen State Medical University
NBEMS publishes FMGE results for every foreign university. Tyumen graduates appear in three sessions only. In 2024, 1 of 4 passed (25.0%) against a Russian average of 29.5%. In June 2025, 0 of 4 passed against 18.1%. In December 2025, 2 of 8 passed (25.0%) against 30.9%. Together that is 3 of 16 candidates, about 19%, in 2022–2025.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 8 | 2 | 25.0% |
| June 2025 | 4 | 0 | 0.0% |
| 2024 | 4 | 1 | 25.0% |
With 16 candidates in three sessions the university is not in our ranking, which needs at least 300 candidates in 2022–2025. One student more or less moves the percentage by 6 to 25 points, so these numbers neither support nor condemn the university. What they do show is that very few Indian students have so far graduated from Tyumen and come back to sit FMGE. Ask the university how many Indian students it has graduated and where they work. Compare all universities on the FMGE pass rate page. The older phrase "MCI passing ratio" means the same exam.
Safety in Tyumen
Tyumen is far from the Ukrainian border, about 2,000 km, and it is not among the regions named in the Indian Embassy's August 2024 advisory (Bryansk, Belgorod and Kursk). Day-to-day life for students is calm. One incident should be on your list, though. On the evening of 6 October 2025 regional authorities said three drones were "detected and neutralized on the premises of an enterprise" in Antipino, the site of the Antipinsky oil refinery; they reported no casualties, explosions or fires, but local channels reported explosions, and The Moscow Times described it as one of the deepest Ukrainian drone strikes in Russia. Media reports of further strikes on the same refinery in 2026 exist; we did not verify them.
- Check the current advisory at mea.gov.in before you travel.
- Register with the Indian Embassy in Moscow after arrival and keep its number.
- Ask the university what it tells students during an air-raid or drone alert.
- Never accept a job or "contract" offer that involves the Russian military.
The everyday risks are the ordinary ones: ice on pavements, overheated rooms next to −30 °C streets, and traffic. Read the general is MBBS in Russia safe guide as well.

Life in Tyumen for Kerala students
Tyumen is a city of 847,488 people (2021 census) in Western Siberia, with a river, parks and a large oil-and-gas economy. It is a calm place, but the climate is the main thing a Kerala family has to face. The January mean is −15.1 °C and the July mean 18.7 °C. In cold spells the temperature can drop to −30 °C or colder, and the snow stays for months. A student from Kochi or Kozhikode who has never seen below 15 °C should arrive in September with real winter boots, a down jacket rated for −30 °C, thermal wear, gloves and a hat. Buy the heavy items in Tyumen or Moscow, where the right grade is on sale, and wait for senior students' advice on brands; the winter packing list has the details.

We found no verified information about Indian shops or restaurants in Tyumen and no Kerala student community, so do not assume Indian food is on sale. Plan to cook in the hostel kitchen and bring spices and a pressure cooker, and ask senior students which supermarkets stock rice, lentils and masala. Read Indian food in Russia for how students manage in cities without Indian restaurants.
Where Tyumen SMU is: distance to Moscow and how to get there from Kerala
Tyumen State Medical University is in Tyumen, a city in the Tyumen Region of Western Siberia, about 1,710 km east of Moscow in a straight line. The nearest airport is Roshchino International Airport (TJM), which is operating. The flight from Moscow takes about 3.8 hours; the train takes roughly 30–34 hours. Tyumen time is half an hour behind India (Moscow time plus two hours), which makes calls home easy.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a flight to Tyumen. Allow a full day and a night for the whole trip and carry winter clothes in your cabin bag, not in the checked luggage. Read more on the universities page and the Tyumen city page.
Scholarships, syllabus and courses
We found no Tyumen SMU scholarship that cuts tuition for Indian students as a rule. The Russian government offers a limited number of state-funded places to foreigners each year through its quota programme, applied for on the education-in-russia.com portal; competition is high and places in medicine are few. Plan to pay the full fee. See the scholarship guide.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask Tyumen SMU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
The basic sciences come first, and clinical subjects follow with hospital practice in the senior years. Clinical training means talking to Russian-speaking patients, so a student must learn Russian in the first two years whatever the language of the lectures. We list only General Medicine for Tyumen SMU because it is the programme we could verify.
Tyumen SMU compared with similar universities
The table sets Tyumen against three universities with a similar fee. The FMGE column is the combined 2022–2025 pass rate from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Tyumen State Medical University | Tyumen | ₹3.6 lakh (2024-25, plus English support) | about 19% (3 of 16, not ranked) |
| Altai State Medical University | Barnaul | ₹4.0 lakh (university table, 2025) | 23.7% |
| Voronezh State Medical University | Voronezh | ₹4.9 lakh (2026/27 order, English elements) | 19.1% |
| Tver State Medical University | Tver | ₹4.9 lakh (2026/27 order) | 17.2% |
At fees that are now ₹0.4 to 1.3 lakh a year higher than Tyumen's, the FMGE results of the other three universities are better documented because they have many more graduates. Tyumen's advantages are its low listed tuition and a calm city; its drawbacks are the unpublished English charge, the cold, the distance and the lack of an Indian community. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
Tyumen SMU awards the Russian specialist diploma in General Medicine after six years. To practise in India, a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration a graduate can take NEET-PG like any other doctor. Plan for a year or more between the diploma and the first salary in India. See after MBBS in Russia and the FMGE exam.
Pros and cons for a student from Kerala

| Calm city of 850,000 with an operating airport | Winters with a January mean of −15 °C and cold spells of −30 °C |
| Half an hour behind India, easy calls home | No Indian or Kerala community found; far from Moscow |

What are the hostel facilities and hostel fees at Tyumen State Medical University?
We found no official hostel fee. An agent quotes 30,000 roubles a year (about ₹34,000), which is unconfirmed. Ask the international office for the fee, room sharing, kitchens, security and the distance to the teaching hospitals in writing.
What NEET score is required for admission to Tyumen State Medical University?
