Ulyanovsk State University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students

Ulyanovsk State University (UlSU) is a public university in Ulyanovsk on the Volga, founded in 1988; MBBS-type General Medicine is taught in its Institute of Medicine, Ecology and Physical Culture. Its graduates passed FMGE at a combined 27.6% in 2022–2025 (1,072 candidates), above the Russian average of about 25%. We could not verify the tuition fee from the university, and this page says what to ask for.

In short: Ulyanovsk State University is a public university founded in 1988 in Ulyanovsk, about 700 km east of Moscow. We found no tuition figure from the university itself, only an agent quote, so ask for the current price list in writing. Over 2022–2025 its graduates passed FMGE at a combined 27.6% of 1,072 candidates, tenth among the 24 Russian universities in our ranking and above the Russian average of about 25%. Whether teaching is in English for all six years is not confirmed by the university; get it in writing.

Ulyanovsk State University, called UlSU, is a federal state budgetary institution of higher education. It is a public university, not a private college. It was created in 1988 as the Ulyanovsk branch of Lomonosov Moscow State University and became an independent university by a presidential decree of December 1995 (Russian Wikipedia; English Wikipedia gives 1996). Medicine is taught in the Medical Faculty of the Institute of Medicine, Ecology and Physical Culture. The address is Lva Tolstogo St. 42, Ulyanovsk 432017; the main site is ulsu.ru, with an English section at ulsu.ru/en/.

A note on names. Many searches say "Ulyanovsk State Medical University" or "Ulyanovsk medical university", and some agents use those names. We found no separate medical university in Ulyanovsk; the medical programme is part of UlSU, and this is the page for it. Check that the name on your admission letter and contract matches the one above.

Student numbers are thin. English Wikipedia mentions about 120 students from 25 countries, and elsewhere almost 200 foreign citizens, all nationalities together. We found no figure for Indian students. Ulyanovsk is therefore a smaller destination than Ufa or Kazan, though its FMGE record shows hundreds of its graduates have come back to India to sit the exam.

Ulyanovsk State University fees for Indian students

We could not verify the Ulyanovsk State University fees from the university. The official site was not reachable from our side and no price list for foreign students came up in our search, so we do not quote an official number. This is the honest position, and it matters, because the only figure online is an agent quote, not a university price.

UlSU fee structure 2026-27: what we could and could not verify

One agent site lists USD 3,300–4,200 a year for MBBS, which is about ₹3.1–4.0 lakh at today's dollar rate. This is not a university price list, and it does not say which year or which language track it covers.

Cost itemWhat we know for UlSU
Tuition, first yearNot published in a form we could verify; one agent quotes ₹3.1–4.0 lakh
Fee for the English track vs Russian trackNot known; ask for both
HostelNot found; ask the international office
Medical insuranceCompulsory for foreign students; ask whether the university arranges it
Food, transport, phoneNot published; ask senior students
FlightsKerala to Moscow via a Gulf hub or Delhi, then about 1.5 hours by air to Ulyanovsk

How to use this: ask UlSU or us for the current price order for foreign citizens, with the English and Russian tracks shown separately, the fee for each of the six years, and a statement of whether the fee is fixed for your batch. Do not pay an advance on an agent's number. The MBBS in Russia fees page lists the universities where we have a verified price, and the rouble to INR page converts roubles at the Central Bank of Russia rate of 15 October 2026. Keep a reserve of 10–20% over any fee for yearly increases and for the exchange rate.

Living cost in Ulyanovsk

A student's monthly budget in Ulyanovsk is made of food (mostly cooked in the hostel), a mobile plan and internet, local transport, study material and winter clothing in the first year. We have no verified monthly figure for the city and will not guess. Ulyanovsk is much smaller than Moscow and Kazan, with about 617,000 people, and prices in cities of this size are usually below the capital's. Ask senior students what they spend before you fix the family budget; the cost of living in Russia page lists the items.

Hostel and hostel fees at Ulyanovsk State University

We found no published hostel fee or description of the hostels for foreign students at UlSU. Ask the international office for the hostel fee in writing with the tuition, and ask the practical questions: how many students share a room, where the hostel is relative to the teaching hospitals, whether kitchens are on each floor, and whether utilities, internet and bed linen are in the price.

Parents of girls ask about security. Ask UlSU whether female students are placed in separate blocks or floors, who is on duty at the entrance at night, and whether entry is controlled by a card. Ask the same about cameras and about the procedure when a student returns late from the hospital. A good university answers these in writing without hesitation; a vague answer is itself information.

NEET cut-off and eligibility for UlSU

UlSU does not publish a NEET cut-off above the national qualifying score that we could find. What you need is the NEET-UG qualifying score for your category, without which an Indian graduate cannot sit FMGE:

  • NEET-UG: qualified, result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
  • Class 12: Physics, Chemistry and Biology with English, at least 50% in PCB (40% for reserved categories).
  • Age: 17 by 31 December of the admission year.

An entrance test or interview in biology and chemistry is common at Russian medical universities; ask whether UlSU holds one for foreign applicants and in which language. There is no published acceptance rate. A student who meets the criteria and applies on time is normally admitted, so the real filter is the FMGE six years later. The full document list is on the admission page.

Admission process at Ulyanovsk State University

  1. Apply and ask for the price list

Send scans of your passport, Class 10 and 12 mark sheets and NEET score card to the international office, directly or through us. In the same mail ask for the fee order and the language of instruction.

  2. Admission letter and contract

The university checks the documents and issues an admission letter. Read the contract for the fee, the language track, the internship and the refund terms before paying.

  3. Invitation and visa

The university applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.

  4. Travel to Ulyanovsk

Fly to Moscow through a Gulf hub or Delhi, then on to Ulyanovsk by air or by overnight train. The university completes your migration registration after arrival.

Apply soon after the NEET result because the invitation and visa take several weeks. The admission process page explains the documents, apostille through NORKA Roots and the visa in detail. Searches for "Ulyanovsk State University admission" also bring up courses unrelated to medicine; this page covers only the medical programme.

Is Ulyanovsk State University taught in English and does it meet NMC rules?

The university has not told us in any source we could read that General Medicine is taught in English for all six years. One agent says MBBS is taught in English and Russian, which we could not verify. The NMC rule is strict: at least 54 months of study in English, a 12-month internship at the same university, and eligibility for a licence to practise in Russia. A degree from a course that switches to Russian in the clinical years may not meet it. So ask UlSU for a written statement of the language of each year, and for the internship arrangement. See NMC rules. The NMC keeps no list of approved universities, so the phrase "MCI approved" in agent adverts means nothing; the NMC replaced the MCI in 2020.

Ulyanovsk State University ranking and recognition

The question we see most is "Ulyanovsk State University world ranking" or "ranking". The only ranking we found is on English Wikipedia: QS Emerging Europe and Central Asia, band 251–300, in 2022. That is a regional table for the whole university, not for medicine, and it is four years old. We found no medicine ranking and no entry in the main global tables, so we quote none. For an Indian student three things matter more than any ranking:

  • The NMC rules, above.
  • The World Directory of Medical Schools. We could not check UlSU's listing because the directory blocks automated access. Search for the university there yourself and keep a screenshot.
  • FMGE results, below, which show how its graduates actually do.

On photos and reviews: we do not publish student testimonials or photos we cannot source. For reviews, ask UlSU or us to put you in touch with current Indian students and talk to them directly.

Ulyanovsk State University FMGE passing percentage

NBEMS publishes FMGE results for every foreign university, and UlSU is a good example of a university whose record is solid and large. Its graduates passed above the Russian average in four of five sessions since 2022: in 2022, 27.6% against 26.0%; in 2023, 25.4% against 19.4%; in 2024, 31.7% against 29.5%; in June 2025, 18.3% against 18.1%. In December 2025 the result was 29.2% against a Russian 30.9%, slightly below. Over 2022–2025 combined, 27.6% of 1,072 candidates passed, tenth among the 24 Russian universities with at least 300 candidates in our ranking.

SessionAppearedPassedPass rate
December 20252778129.2%
June 20251643018.3%
202436611631.7%
20231894825.4%
2022762127.6%
202122313.6%
2020400.0%
Source: NBEMS FMGE reports. Annual figures combine both sessions.

Results for 2020 and 2021 rest on tiny numbers (0 of 4 and 3 of 22) and should be ignored. The three recent years are the fair measure. The older phrase "MCI passing ratio" means the same exam. A pass rate near 28% still means seven in ten candidates failed on the first attempt, so a student needs a serious preparation plan from year 4. Compare all universities on the FMGE pass rate page.

Safety in Ulyanovsk

Ulyanovsk lies on the Volga about 700 km east of Moscow, far from the Ukrainian border, and it is not among the regions named in the Indian Embassy's August 2024 advisory (Bryansk, Belgorod and Kursk). Everyday safety for students is similar to other mid-sized Russian cities. The security situation, however, now reaches the Volga region. On 23 July 2026 The Moscow Times reported that Ukrainian drones targeted an energy facility in the Ulyanovsk region and set it on fire; the report mentions no casualties. We know of no incident involving students.

  • Check the current advisory at mea.gov.in before travel and again before each return after vacation.
  • Register with the Indian Embassy in Moscow after arrival and keep the number.
  • Ask UlSU what students should do during an alert and where the shelter is.
  • Never accept a job or "contract" offer involving the Russian military.

Life in Ulyanovsk for Kerala students

Ulyanovsk has 617,352 people (2021 census) and spreads along the high bank of the Volga. It is quieter and cheaper than the capital, and a student can cross much of it in a few tram or bus stops. The climate is continental. The January mean is −9.8 °C and the July mean 20.6 °C, so winters are cold but milder than in Siberia, and summers are warm. Plan for a proper winter jacket, boots and thermal underwear in the first October; see the winter packing list.

Illustration: Volga winters are long; budget for proper winter clothing in the first year.

We found no verified information about a Kerala group at UlSU or about Indian shops and restaurants in Ulyanovsk. Do not assume Indian food is on sale; plan to cook in the hostel, bring spices and ask senior students where rice and lentils are cheapest. The Indian food in Russia guide covers the usual workarounds.

Ulyanovsk: 700 km from Moscow in a straight line; local time is 1.5 h behind India.

Ulyanovsk State University is in Ulyanovsk, a Volga city in the Middle Volga region, about 700 km east of Moscow in a straight line. The nearest airport is Ulyanovsk Baratayevka (ULV), which is operating; the flight from Moscow takes about 1.5 hours. The train from Moscow takes roughly 13.5–16 hours. Ulyanovsk time is Moscow time plus one hour, which is 1.5 hours behind India.

From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a domestic flight or a train. See the Ulyanovsk city page and the universities list.

Scholarships, syllabus and courses

We found no UlSU scholarship that lowers tuition for Indian students. The Russian government offers a limited number of state-funded places to foreigners each year through its quota programme at education-in-russia.com; competition is high and places in medicine are few. Plan to pay the full fee, and see the scholarship guide.

The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask UlSU for its own curriculum before you sign:

YearsMain subjects
1–2Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language
3Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery
4–5Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry
6Clinical rotations in hospitals and the state final examinations

Basic sciences come first and clinical subjects follow, with hospital practice in the senior years. Clinical training is with Russian-speaking patients, so basic Russian in the first two years is not optional. We list only General Medicine because it is the programme this page is about; UlSU teaches other fields that are outside the scope of this site.

UlSU compared with similar universities

The table sets UlSU against the Volga-region universities with a similar profile. FMGE is the combined 2022–2025 pass rate from the NBEMS reports.

UniversityCityTuition per yearFMGE 2022–2025

Orenburg State Medical UniversityOrenburgNot confirmed38.6%
Fees at the Central Bank of Russia rate of 15 October 2026, from the university price lists and orders cited on this page, or marked not confirmed; confirm current fees with each university.

UlSU is 10th in our FMGE ranking at 27.6%, just below Perm (27.7%) and Bashkir (27.9%) and well below Kazan (30.5%), and Orenburg (38.6%) is clearly higher. What UlSU lacks, unlike Kazan and Ufa, is a verified price and an English-medium statement. Until those are in writing it is hard to call it better or worse value. See the full ranking by FMGE results.

After graduation: FMGE, internship and registration in Kerala

UlSU awards the Russian specialist diploma in General Medicine after six years. To practise in India a graduate then needs to:

  1. Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
  2. Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
  3. Register with the Travancore-Cochin Medical Council to practise in Kerala.

After registration a graduate can take NEET-PG like any other doctor. Plan for a year or more between the diploma and the first salary in India. See after MBBS in Russia.

We found no published hostel fee or description. Ask the international office in writing for the fee, room sharing, kitchens, security and the distance to the teaching hospitals, together with the tuition offer.
