Volgograd State Medical University: MBBS Fees, Hostel, NEET Cut-Off and Admission for Indian Students
Volgograd State Medical University (VolgSMU) is a public medical university in Volgograd, on the lower Volga, descended from the Stalingrad Medical Institute founded in 1935. Its FMGE record is the first thing to know: 2,209 of its graduates sat the exam in 2022–2025 and 17.0% passed, against a Russian average of about 25%, and it was below that average in every session. We could not verify the tuition fee, and this page says what to ask for.
In short: Volgograd State Medical University is a public university whose roots go back to the Stalingrad Medical Institute of 1935, 910 km south-east of Moscow. We found no verified tuition figure for foreign students, so ask for the current price order in writing. Over 2022–2025 its graduates passed FMGE at a combined 17.0% of 2,209 candidates, 20th among the 24 Russian universities in our ranking and below the Russian average in every session. The university says Russian is its main language and English an alternative; confirm English for all six years in writing.

Volgograd State Medical University, shortened to VolgSMU, is a federal state budgetary institution of higher education under the Russian Ministry of Health. It is a public university, not a private college. Wikipedia gives 1935 as the founding year and lists the earlier names Stalingrad Medical Institute and Volgograd Medical Academy. The address is Pavshikh Bortsov Square 1, Volgograd, and the website is volgmed.ru; an English site at en.volgmed.ru exists but did not load for us. Sources give two different postal codes, so use the one printed on your admission letter.
Do not confuse it with Volgograd State University, a different institution that has no medical faculty on this site. Searches for "Volgograd university medicine" and "Volgograd State Medical Academy" lead here; the second is the old name.
The Wikipedia infobox gives about 5,000 Russian students and 900 international students, without a date, and the university's dean's office for foreign students says foreigners study General Medicine, Dentistry and Pharmacy. We found no count of Indian students. The FMGE data suggest a large Indian cohort: 2,209 VolgSMU graduates sat the exam in 2022–2025, one of the biggest groups from Russia. So a Kerala student is unlikely to be alone, although we cannot say how many are Malayali.

Volgograd State Medical University fees for Indian students
We could not verify the Volgograd State Medical University fees for foreign students. An official order on the 2025/26 cost of study exists on the university site, but the readable tables in it are for Russian citizens and do not list foreigners or English-track prices. Two orders of 2026 (No. 150-KO of 23 January and No. 255-KO of 6 February) are listed on the paid-education page, but we could not open them. We found no agent figure we could trust, and no tuition figure for VolgSMU is published in a form we could verify. We would rather leave the number out than guess.
VolgSMU fee structure 2026-27: what to ask for
Write to the international office, or ask us to, and request:
- The price order for foreign citizens for your intake year, with English and Russian tracks shown separately.
- The fee for each of the six years, and whether it is fixed for your batch or indexed yearly.
- Whether the English track is a separate fee line or an add-on.
- The payment schedule, the bank details of the university itself (never a personal or an agent's account) and the refund terms if the visa is refused.
| Cost item | What we know for VolgSMU |
|---|---|
| Tuition, first year | Not published in a form we could verify; the form sends the current list |
| Hostel | Not found; ask the international office |
| Medical insurance | Compulsory for foreign students; ask whether the university arranges it |
| Food, transport, phone | Not published; ask senior students |
| Flights | Kerala to Moscow via a Gulf hub or Delhi, then about 2 hours by air to Volgograd |
Do not pay an advance on an agent's number. The MBBS in Russia fees page lists universities where we have verified prices, and the rouble to INR page converts roubles at the Central Bank of Russia rate of 15 October 2026. Whatever the fee turns out to be, keep a reserve of 10–20% for yearly increases and the exchange rate. Compare with Kerala private fees on the Kerala vs Russia page.
Living cost in Volgograd
A student's monthly budget in Volgograd is made of food (mostly cooked in the hostel), a mobile plan and internet, local transport, study material and winter clothing. Volgograd has just over a million people and is cheaper than Moscow, though we have no verified monthly figure and will not guess. Ask senior Indian students for their real spend; the cost of living in Russia page lists the items.
Hostel and hostel fees at Volgograd State Medical University
We found no published hostel fee or hostel description for foreign students at VolgSMU, so we quote none. Ask the international office in writing for the monthly or yearly fee, room type, number of students per room, kitchens, internet and laundry, the deposit, and the distance to the teaching hospitals. Ask whether every first-year student gets a bed or must find a private flat, because a private flat adds a rent line to the budget.
For girls, ask how rooms are allocated, who is on duty at the entrance at night, whether entry is controlled by a card and whether there are cameras. A university that has Indian girl students for many years should answer these without hesitation.
NEET cut-off and eligibility
VolgSMU does not publish a NEET cut-off above the national qualifying score that we could find. What you need is the NEET-UG qualifying score for your category:
- NEET-UG: qualified, result valid for three years. For NEET-UG 2026 (the 3 May exam was cancelled after a paper leak and re-held on 21 June 2026, with the result on 16 July 2026) the qualifying score was 213 out of 720 for general and EWS, 194 for general PwBD and 177 for SC, ST and OBC; in 2025 it was 144, 127 and 113.
- Class 12: Physics, Chemistry and Biology with English, at least 50% in PCB (40% for reserved categories).
- Age: 17 by 31 December of the admission year.
Ask whether the university holds an entrance test or interview for foreigners and in which language. There is no published acceptance rate. A student who meets the criteria and applies on time is normally admitted; the real filter is FMGE six years later, and at VolgSMU that filter has been tight, as the section below shows. A student with a borderline NEET score should read it twice. See the admission page for documents.

The university applies for your study invitation from the Russian migration authorities. With it you apply for the student visa; the nearest Russian consulate to Kerala is in Chennai.
Travel to Volgograd
Fly to Moscow through a Gulf hub or Delhi, then on to Volgograd by air or by train. The university completes your migration registration after arrival.
Apply soon after NEET results, because the invitation and visa take several weeks. The admission process page explains documents, apostille through NORKA Roots and the visa.
Is Volgograd State Medical University taught in English and does it meet NMC rules?
The page of the dean's office for foreign students (read in June 2026) says that Russian is the main language of teaching and that "English is an alternative" for students from Asia, Africa and Latin America. That sentence does not say that all six years of General Medicine are taught in English. The NMC Foreign Medical Graduate Licentiate Regulations 2021 need at least 54 months of study in English, a 12-month internship at the same university, a licence to practise in Russia and the whole course in one institution. Ask VolgSMU in writing which years are in English, whether clinical rotations are in English, and how the internship works. The NMC keeps no list of approved universities, so adverts saying "MCI approved" mean nothing. See NMC rules.
Volgograd State Medical University ranking and recognition
Families search for the Volgograd State Medical University ranking, world ranking and "Volgograd medical university ranking". We found no ranking of VolgSMU in the main global tables, so we quote none. We also did not query the World Directory of Medical Schools; check the listing yourself and keep a screenshot. For an Indian student the FMGE record matters more than any table, and it is in the next section.
Volgograd State Medical University FMGE passing percentage
NBEMS publishes FMGE results for every foreign university. VolgSMU has one of the largest groups of candidates and its results were below the Russian average in every session since 2020. In 2022, 21.3% passed against 26.0%; in 2023, 13.2% against 19.4%; in 2024, 19.3% against 29.5%; in June 2025, 11.4% against 18.1%; in December 2025, 16.7% against 30.9%. Over 2022–2025 combined, 17.0% of 2,209 candidates passed, which puts VolgSMU 20th among the 24 Russian universities with at least 300 candidates in our ranking.
| Session | Appeared | Passed | Pass rate |
|---|---|---|---|
| December 2025 | 239 | 40 | 16.7% |
| June 2025 | 228 | 26 | 11.4% |
| 2024 | 586 | 113 | 19.3% |
| 2023 | 607 | 80 | 13.2% |
| 2022 | 549 | 117 | 21.3% |
| 2021 | 424 | 73 | 17.2% |
| 2020 | 380 | 56 | 14.7% |
The numbers are large enough to be reliable: five in six of its candidates failed on the first attempt. This does not mean every student fails; it means the typical VolgSMU graduate needed more attempts or a stronger preparation than the typical Russian graduate. If you consider VolgSMU, plan FMGE preparation from year 4 and a possible extra year, and ask the university how many Indian students graduated and what help it gives. Compare all universities on the FMGE pass rate page. The old term "MCI passing ratio" means the same exam.
Safety in Volgograd
Volgograd is a large city on the Volga, about 910 km from Moscow. It is not among the regions named in the Indian Embassy's August 2024 advisory (Bryansk, Belgorod and Kursk), but it lies in the south of Russia, and its airport is regularly restricted because of the drone threat. Caucasian Knot reported suspensions at Volgograd airport on 5 January 2026 and on the nights of 7–8 January, when two private houses in the region were damaged, and again on 22 January with a series of explosions reported by residents. Izvestia reported another temporary restriction on 29 March 2026. Such restrictions are usually lifted within hours, but flights can be diverted or delayed. We found no report of harm to students.
- Check the current advisory at mea.gov.in before every trip.
- Leave a buffer of a day between a Volgograd flight and any onward international flight.
- Register with the Indian Embassy in Moscow after arrival and keep its number.
- Ask VolgSMU what students should do during an alert and where the shelters are.
- Never accept a job or "contract" offer involving the Russian military.
For the current situation rely on the advisory and the embassy rather than on news summaries. See also is MBBS in Russia safe.

Life in Volgograd for Kerala students
Volgograd has 1,028,036 people (2021 census) and lies on the Volga. It is much warmer than Siberia. The January mean is −5.7 °C and the July mean is 24.8 °C, so the summers are hot and the winters cold but not extreme. A good winter jacket and boots are still needed from December. See the winter packing list.

We found no verified information about Indian shops, restaurants or a Kerala group in Volgograd. Because so many Indian graduates sat FMGE from here, there is probably an Indian community, but we cannot confirm food or shops. Ask senior students where rice, lentils and spices are sold, and read Indian food in Russia.
Where VolgSMU is: distance to Moscow and how to get there from Kerala
Volgograd State Medical University is in Volgograd, a city on the lower Volga about 910 km from Moscow in a straight line. The nearest airport is Volgograd International Airport (VOG), which is operating, though subject to the temporary restrictions above. The flight from Moscow takes about 2 hours and the train about 18 hours. Volgograd uses Moscow time, 2.5 hours behind India.
From Kerala there is no direct flight to Russia. The usual route is Kochi, Thiruvananthapuram or Kozhikode to Moscow through Dubai, Sharjah, Abu Dhabi, Doha or Delhi, then a flight or a train to Volgograd. See the Volgograd city page and the universities list.
Scholarships, syllabus and courses
We found no VolgSMU scholarship that lowers tuition for Indian students. The Russian government gives a limited number of state-funded places to foreigners each year through its quota programme at education-in-russia.com; places in medicine are few. Plan to pay in full; see the scholarship guide.
The General Medicine syllabus follows the Russian federal standard for specialty 31.05.01. A typical six-year plan looks like this; ask VolgSMU for its own curriculum before you sign:
| Years | Main subjects |
|---|---|
| 1–2 | Anatomy, histology, physiology, biochemistry, biology, Latin, Russian language |
| 3 | Pathology, pharmacology, microbiology, propaedeutics of internal diseases, general surgery |
| 4–5 | Internal medicine, surgery, obstetrics and gynaecology, pediatrics, neurology, infectious diseases, psychiatry |
| 6 | Clinical rotations in hospitals and the state final examinations |
Basic sciences come first, then clinical subjects, with hospital practice in the senior years. The dean's office says foreigners can study General Medicine, Dentistry and Pharmacy; this page covers General Medicine. Clinical training means talking to Russian-speaking patients, so Russian in the first two years is not optional.
VolgSMU compared with similar universities
The table sets VolgSMU against three Volga-region universities. FMGE is the combined 2022–2025 rate from the NBEMS reports.
| University | City | Tuition per year | FMGE 2022–2025 |
|---|---|---|---|
| Volgograd State Medical University | Volgograd | Not confirmed | 17.0% |
| Kazan State Medical University | Kazan | ₹5.4 lakh | 30.5% |
| Bashkir State Medical University | Ufa | ₹5.5 lakh | 27.9% |
| Orenburg State Medical University | Orenburg | Not confirmed | 38.6% |
All three have clearly better results than VolgSMU over 2022–2025, from 27.9% to 38.6% against 17.0%. For a family that wants the MBBS to turn into an Indian licence, that gap matters more than a small difference in tuition. See the full ranking by FMGE results.
After graduation: FMGE, internship and registration in Kerala
VolgSMU awards the Russian specialist diploma in General Medicine after six years. To practise in India a graduate then needs to:
- Pass FMGE, held by NBEMS three times a year since 2026 (the NMC plans to replace it with NExT, with no date yet).
- Complete a 12-month supervised internship in India, as the NMC requires for foreign graduates.
- Register with the Travancore-Cochin Medical Council to practise in Kerala.
After registration a graduate can take NEET-PG like any other doctor. Plan for a year or more between the diploma and the first salary in India. See after MBBS in Russia and the FMGE exam.
